On the morning of July 29, Comrade Lai Van Hoan, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, and leaders of the Department of Agriculture and Rural Development inspected dike works, natural disaster prevention and control work, and agricultural production in Dong Hung and Vu Thu districts.

The Vice Chairman of the Provincial People's Committee and the delegation inspected the location of the dike being monitored for seepage in Hong Bach commune (Dong Hung). According to the report of the Dong Hung District People's Committee, on the morning of July 24, at location K6+750 of Tra Ly left dike in Hong Bach commune, there was a phenomenon of seepage and slight landslide at the foot of the dike on the field side, causing unsafety for the dike project. The District People's Committee promptly notified the Provincial Steering Committee for Natural Disaster Prevention, Control and Search and Rescue, and urgently mobilized human resources, materials, and means to handle the incident in the first hour according to regulations; organized patrols, guarding, closely monitoring the incident, and placing warning signs in the area where seepage and slight landslide occurred at the foot of the dike on the field side according to regulations. By the afternoon of July 25, the phenomenon of seepage and reinforcement of the counter-pressure layer on the field side at K6+750 of Tra Ly left dike had been handled according to regulations.
At the inspection, Dong Hung District People's Committee requested the Provincial People's Committee and departments and branches to consider and decide to invest in the urgent project to handle the left dike of Tra Ly from K6+600 to K7+600 in Hong Bach commune.
The Vice Chairman of the Provincial People's Committee emphasized that the rainy and stormy season is forecast to have many complicated developments, especially the flood discharge of hydroelectric reservoirs, requiring Dong Hung district to focus on strengthening patrolling, guarding, checking and reviewing natural disaster prevention and control works, especially at key points at sluices under the dike to detect incidents, respond at the first hour and report to the Provincial People's Committee for timely instructions. Prepare sufficient human resources, materials and means according to the "4 on-site" motto, proactively be ready to respond at key points; inspect, detect, handle and thoroughly prevent violations of the Law on Dikes, create favorable conditions for responding to incidents during the rainy and stormy season, ensuring the safety of natural disaster prevention and control works.
Dong Hung district mobilized human resources, materials and equipment to handle the incident in the first hour according to regulations.
Due to the impact of storm No. 2 and the heavy rains that lasted from July 15 to 22, some areas of seasonal rice and vegetables were flooded. The whole province had about 1,000 hectares of rice affected and had to be replanted, of which, Vu Thu district had about 350 hectares of rice in low-lying areas that had to be replanted, extending the planting season compared to the plan; 1,970 hectares of vegetables were affected. Vu Thu district directed agricultural cooperatives to coordinate with the district's Irrigation Works Exploitation Enterprise to isolate and close the flooded areas, proactively drain water on the canal system and fields. Organize field inspections, instruct farmers to use spare seedlings, thin out the planted rice areas, sow rice directly and densely in areas that died due to flooding; use varieties with a growing period of less than 110 days, sow seedlings on hard ground when the water recedes, and do not leave the fields fallow.

Inspecting the fields of Tan Phong commune, the Vice Chairman of the Provincial People's Committee requested Vu Thu district as well as localities with rice areas affected by flooding to direct communes and towns to coordinate with specialized agencies of the agricultural sector to well implement the 2024 production plan; Internal irrigation work is regularly and continuously paid attention to, especially the dredging of water flows during the rainy and stormy season. Proactively develop plans to respond to weather conditions and pest developments during the crop season, mobilizing the participation of the entire political system in directing production. Proactively develop solutions on human resources and means to overcome unfavorable weather conditions affecting crop production, ensuring that no flooding or drought occurs. The agricultural sector strengthens inspection, urging and guiding localities on measures to soak and incubate seeds and sow seedlings on hard ground to replant rice areas that died due to flooding before August 5; Assign staff to stay close to the grassroots, direct and guide farmers on technical measures to care for rice and vegetables to overcome the consequences of flooding. Strengthen the work of predicting and forecasting the occurrence of harmful pests to have timely and effective prevention measures to minimize the impact of pests and diseases.
