Comrade Phan Van Mai: Repairing Ben Thanh market is not just for selling goods.

On the afternoon of July 11, the Party Executive Committee of District 1, term XII, 2020-2025, held its 22nd (expanded) conference. Comrade Phan Van Mai, member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the Ho Chi Minh City People's Committee attended and delivered a speech.

Budget revenue reached 63.5%

According to the report, the socio-economic development of District 1 in the first 6 months of the year was maintained stable and had a positive development trend. Economic activities in the district continued to develop in the direction of trade, services, and tourism. The growth of the trade and service sector reached 10.55% over the same period. State budget revenue reached 63.5%.

The district has a public investment disbursement rate of 21.7% of the capital plan. Inspection and supervision work has been strictly implemented, through which the District Party Committee's Inspection Committee has disciplined 7 party members by expelling and suspending 5 party members from party activities.

In his speech, comrade Phan Van Mai highly appreciated the discipline and quality of Party work of District 1 Party Committee as well as the implementation of building Ho Chi Minh Cultural Space in the area.

According to him, many places have built many physical cultural spaces and it is time to "breathe life" and upgrade these spaces. He analyzed that recently, the Politburo issued Regulation 144 on revolutionary ethical standards for cadres and party members in the new period.

"If this regulation is attached to Ho Chi Minh Cultural Space in the aspect of political cultural space according to Ho Chi Minh's ideology, how will it be?", he raised the issue and suggested that the district continue to research and upgrade so that cultural space is not a form or physical space but must be present in the thoughts, feelings, thoughts, and actions of cadres and party members and spread to the people.

Spending a lot of time analyzing the bright spots in the socio-economic development of District 1 as well as praising the rate of timely administrative procedure settlement, especially online administrative procedure settlement reaching over 70%, comrade Phan Van Mai suggested that District 1 set higher goals in handling administrative records.

Appreciating District 1 for implementing the policy of temporarily using a part of the sidewalk and roadway with a fee, piloting on 11 routes and using digital applications for management, he suggested that District 1 consider arranging the order of the sidewalk and roadway before collecting fees and managing them well.

Deploying a city model operating on the basis of artificial intelligence applications

In addition to the bright spots, comrade Phan Van Mai also commented that there are still many things that District 1 has not done quickly and has not made many breakthroughs. Therefore, in the remaining 6 months of 2024, he requested to review, focus on assigning tasks, urging, ensuring the achievement and exceeding of the 2024 targets, in conjunction with reviewing the Resolution of the District Party Congress for the 2020-2025 term; implementing Directive 35 of the Politburo and plans and instructions on party congresses at all levels, paying attention to personnel work.

At the same time, focus on leadership to maximize the district's economic growth, contributing to the overall growth of the city. In particular, focus on promoting trade and services, have many solutions to attract investment, especially public investment disbursement; continue to develop new economic forms such as digital economy and green economy.

District 1 Party Committee also needs leadership, the government system is the core to organize the landscape creation of Ben Thanh market area and repair Ben Thanh market. Analyzing further, comrade Phan Van Mai said that repairing Ben Thanh market must consider the project of comprehensively upgrading Ben Thanh market.

“We can research, in form it is still a traditional market that represents the city, but inside it is a new form of business. The goal is not only to sell goods but also to be a place to gather products from all over the country to develop tourism and other services. District 1 needs to research, not to be limited to the form of market construction, how to manage and exploit it, but needs to look more broadly,” he suggested and suggested that District 1 research and propose.

Regarding the management of the central area associated with the arrangement and exploitation of routes associated with the service economic project, comrade Phan Van Mai affirmed that District 1 can completely research to arrange routes that are neat, orderly, and clean like Singapore but still have the characteristics of the locality.

"I still think that District 1 is not only for the rich but must be organized for forces that can make a living here and consider it a cultural and economic characteristic," he emphasized and asked District 1 to research.

Regarding the slow urban beautification projects, he suggested that District 1 select a number of projects to discuss in depth, find a way out, thereby implementing them effectively before the end of the term. Along with that, proactively study Resolution 98 as well as new regulations to propose implementation contents; further promote administrative reform, be the place to build the first digital government, further enhance the goal of online administrative settlement; pioneer in researching and implementing the model of a city designed to organize and operate on the basis of artificial intelligence applications (AICT).

He believes that in the last 6 months of the year and the year, District 1 will have many breakthroughs in carrying out its tasks. In particular, District 1 needs to pay attention to implementing plans to celebrate the 50th anniversary of the Liberation of the South and National Reunification Day.

“District 1 needs to pay attention to how to celebrate the 50th anniversary of the Liberation of the South and National Reunification Day so that there will be no more black spots of waste, traffic, and environment in the district,” comrade Phan Van Mai ordered. He also requested that District 1 review, assign tasks, and have a progress plan in conjunction with developing more green spots.

Secretary of District 1 Party Committee Duong Anh Duc accepted the instructions of comrade Phan Van Mai. Referring to the pilot implementation of temporary use of part of the roadway and sidewalk with toll collection according to Decision 32 of the Ho Chi Minh City People's Committee, comrade Duong Anh Duc said that although it was the first district to organize the pilot, it was highly appreciated but "we must not rest on our laurels".

The district must continue to implement fundamental solutions, create order, exploit and use sidewalks and roads in an effective and civilized manner. To do so, it is necessary to create fairness and strictness in the law.

He also emphasized the key tasks that District 1 focuses on implementing, such as accelerating the progress of the project to renovate the landscape in front of Ben Thanh Market, investment projects to build schools, renovate and upgrade alleys and sidewalks; implementing procedures and processes to soon implement the project to build old and degraded apartment buildings according to the set schedule; continuing to call for investment in urban beautification in the Cho Ga - Gao area; Ma Lang area...
