That was the guiding opinion of comrade Nguyen Van Gau - Member of the Party Central Committee, Secretary of the Provincial Party Committee at the 4th Provincial Congress of Ethnic Minorities (EM) in 2024, which took place on the morning of November 29. In the joyful and exciting atmosphere of the whole country striving to successfully implement the Resolution of the Party Congresses at all levels for the 2020-2025 term, towards the 14th National Congress of the Party, today, the 4th Congress of Ethnic Minorities in Bac Giang province solemnly opened. This is a great festival, where the sentiments, concerns, trust and expectations of the entire Provincial Party Committee are expressed for the development of the ethnic minority community in particular and the great national unity bloc in general, meeting the requirements of the tasks in the new situation.

On behalf of the Provincial Party Committee, I would like to respectfully send to comrade Y Vinh Tor - Alternate member of the Party Central Committee, Deputy Minister, Vice Chairman of the Ethnic Committee; comrade Nong Quoc Tuan - former member of the Party Central Committee, former Secretary of the Bac Giang Provincial Party Committee; delegates, distinguished guests and 239 official delegates attending the Congress my respectful greetings and wishes for good health, success and happiness. In the process of construction and development , our Party has always determined that ethnic work and ethnic solidarity have a long-term strategic position in the revolutionary cause of our country. Thoroughly grasping the viewpoints, guidelines and instructions of the Party and State on ethnic work, in recent times, Party committees and authorities at all levels in the Provincial Party Committee have focused on leading, directing, issuing many resolutions, directives and programs for focused implementation; mobilizing and integrating many resources from the province's socio-economic development programs and plans, national target programs to improve the material and spiritual life of ethnic minorities in the province. Up to now, we are pleased to see that the socio-economic situation of ethnic minority and mountainous areas of the province has achieved many positive and comprehensive results:

- The economy of ethnic minority areas has continuously grown well over the years; the economic structure has shifted in the right direction, with more and more models and bright spots in good production and business, especially models of hill and garden economic development, preserving ethnic minority cultural identity associated with tourism development. Thereby, gradually changing the thinking, mindset and way of doing of ethnic minorities in the province.

- The socio-economic infrastructure of 73 communes in ethnic minority areas of the province has received investment attention; the fields of health, culture and education have made much progress. The lives of ethnic minorities have been significantly improved, many urgent issues such as: Eliminating temporary houses, stabilizing the population, changing jobs for households lacking production land... have been effectively resolved; the poverty rate in ethnic minority areas has decreased rapidly (much lower than the national average).

Bac Giang is also a province that has implemented very early and effectively the movement to eliminate temporary and dilapidated houses for poor and near-poor households and support families of meritorious people who are facing difficulties in housing and have degraded houses that need to be repaired or rebuilt. As of November 28, 2024, the whole province has completed the construction of over 1,390 houses. In 2025, the province will continue to review and direct the removal of difficulties and obstacles to support and help poor households and those in difficult circumstances who need to build and repair houses, including those who are facing difficulties and obstacles in land legal procedures.

- Political security, order and social safety in ethnic minority areas are maintained; the grassroots political system is strengthened; attention is paid to the work of building a contingent of ethnic minority cadres.

- Patriotic emulation movements have been actively responded to and effectively participated in by ethnic minorities, especially "Helping each other develop the economy, eliminate hunger and reduce poverty", "All people unite to build cultural life in residential areas", "Building new rural areas"...

Especially, in difficult and urgent times such as the complicated outbreak of Covid-19 or the very difficult time due to the consequences of the recent storm No. 3, ethnic minorities in the province have clearly demonstrated the spirit of solidarity, mutual love, and working together with local Party committees and authorities to quickly overcome challenges.

From the emulation movements, many typical collective and individual examples have emerged in various fields, which have been commended and rewarded by all levels and sectors. These results have made important contributions to the overall development achievements of the province in the 2019-2024 period.

On behalf of the Provincial Party Committee, People's Council, People's Committee, and Provincial Fatherland Front Committee, Provincial Party Secretary Nguyen Van Gau presented flowers to congratulate the Congress.

Dear delegates, distinguished guests, dear Congress!

In addition to the basic achievements, the province's ethnic work in the recent period still has some limitations and shortcomings that have been frankly reviewed and pointed out in the Report submitted to the Congress; especially the issues that the Deputy Minister, Vice Chairman of the Ethnic Committee noted when giving a speech directing the Congress. I request the Congress and relevant agencies of the province to seriously absorb, analyze, clarify the causes and promptly propose solutions to promptly and thoroughly overcome the limitations, improve the quality and effectiveness of all aspects of ethnic work and ethnic policies in the new term.

Based on the directions, tasks and solutions stated in the Political Report and the opinions presented at the Congress, I would like to emphasize and suggest some additional contents of ethnic work and ethnic policies for the period 2024 - 2029, as follows:

Firstly , in recent times, the Central Committee and General Secretary To Lam have frequently emphasized the message about the era of the Vietnamese people's rise. That is the era of development, the era of prosperity under the leadership and rule of the Communist Party of Vietnam, successfully building a socialist Vietnam, a rich people, a strong country, a democratic, equitable and civilized society.

All people have a prosperous and happy life, are supported to develop and enrich themselves; contribute more and more to world peace, stability, development, human happiness and global civilization. The top priority in the new era is to successfully implement the strategic goals by 2030, Vietnam will become a developing country with modern industry and high average income; by 2045 it will become a developed socialist country with high income.

To successfully realize the era of national development, I believe that the key factor is still the human factor. Party committees and authorities at all levels need to strongly arouse national spirit, the spirit of autonomy, self-confidence, self-reliance, self-improvement, national pride, and the aspiration to develop the country; closely combine national strength with the strength of the times.

For ethnic minorities in particular and our people in general, responding to the era of national development must begin with practical actions. If we want the nation to develop, each citizen must be exemplary in upholding the Party's guidelines and policies, the State's laws, upholding the rule of law, and uniting to create the strength of the Party's will and the people's hearts.

At the same time, each person and each family must always be concerned and raise the awareness of self-reliance, the aspiration to rise up and become rich legitimately, to build a cultured family and a civilized society. Each person always has the aspiration to rise up, each village and each community always has the aspiration to rise up, each locality always has the aspiration to rise up and make constant efforts, we will definitely successfully realize the aspiration for power and the era of national rise up.

Second , ethnic minorities in the province need to continue to preserve and promote solidarity to create great strength to overcome difficulties and challenges, together building an increasingly rich and civilized homeland. The strength of solidarity must start from love in each family; the connection between clans; the spirit of mutual assistance "when the lights go out, help each other" between households, between villages, solidarity between ethnic groups in the province and the whole country. Raise awareness of protecting natural resources, protecting forests, protecting water sources, protecting the environment as one's own life.

Third , I hope that my people will always respect, be proud of and preserve the cultural identity of their nation; teach their children to love, speak and write the words left by their ancestors; sing songs, dance, cook dishes, and wear their ethnic costumes in every important event and festival. Teach their children the virtues of diligence, hard work, honesty, and kindness; patriotism, national pride and self-respect; and awareness of law compliance. Encourage and motivate children to study hard for a brighter tomorrow. At the same time, resolutely eliminate backward customs, superstitions, and heresies.

I call on and hope that the elders, men, women, village elders, village chiefs, and prestigious people in the ethnic minority community will always be shining examples, actively mobilizing the people in the village and community to unite and rise up, together with the Party Committee and government to build the homeland and country to become more and more prosperous.

Actively carry out advocacy and reconciliation work in the community to firmly consolidate the great national unity bloc as President Ho Chi Minh always reminded during his lifetime: “I advise my compatriots to unite closely and broadly. The five fingers of the hand also have short fingers and long fingers. But short and long are all gathered in the hand. Among tens of millions of people, there are people like this and like that, but like this or like that, they are all descendants of our ancestors” and “Vietnam is one, the Vietnamese people are one, rivers may dry up, mountains may wear away, but that truth will never change”.

To create conditions for ethnic minorities in the province to effectively implement the above contents, I request Party committees, authorities at all levels, departments, branches and organizations in the province to focus on resolutely and effectively implementing the following contents:

Firstly , continue to thoroughly grasp and fully understand that ethnic work and implementation of ethnic policies are extremely important, strategic, and long-term political tasks in the development process of the country and the province. Closely follow the implementation of national target programs, resolutions, directives, programs, and plans of the province on the development of ethnic minority and mountainous areas to focus on leadership, direction, and timely implementation, achieving high efficiency.

Second, continue to prioritize the allocation of resources to invest in and develop synchronous infrastructure, create conditions to promote socio-economic development, and narrow the gap between ethnic minority and mountainous areas and other regions of the province. Focus on innovation and reorganization of production methods for ethnic minorities in the direction of encouraging the development of products under the "One Commune One Product (OCOP)" program associated with preserving and promoting the fine traditional values ​​of ethnic groups.

Third, direct the review, adjustment, supplementation, and promulgation of a system of normative documents on mechanisms and policies for ethnic minorities and mountainous areas of the province. Strengthen management, inspection, supervision, and monitoring of policy implementation to avoid loss and waste.

Fourthly , improve the leadership capacity of Party committees, management and administration of the government; innovate the working methods of the Fatherland Front and socio-political organizations at all levels; focus on the work of developing Party members, building a contingent of ethnic minority cadres and cadres in extremely difficult areas; especially in the coming time when preparing and organizing Party congresses at all levels, it is necessary to pay special attention to the issue of introducing candidates for election to Party committees to ensure the proportion of female cadres, young cadres and cadres who are ethnic minorities. Implement well the democratic regulations at the grassroots level; further promote the role of village elders, village chiefs, and prestigious people to mobilize ethnic minorities to well implement the Party's guidelines and policies, and the State's policies and laws.

Fifth, proactively and resolutely combat, prevent and strictly handle acts of taking advantage of the policy of freedom of belief and human rights to divide the great national unity bloc; firmly grasp the security situation in ethnic minority areas to promptly take effective measures, contributing to building a strong political system at the grassroots level in ethnic minority areas, maintaining political security and social order and safety; consolidating and strengthening the great unity bloc of ethnic groups, enhancing the trust of ethnic people in local Party committees and authorities.
