Part 1: The project is behind schedule and the meeting of the Provincial Party Secretary
On the occasion of the Lunar New Year of Giap Thin 2024, after a long wait, the Project to build and restore the technical infrastructure of the airport bypass connecting the road to Thanh Hung commune and Thanh Luong commune (Dien Bien district) to implement the Dien Bien Airport Expansion Investment Project was completed and put into use. Instead of having to travel on temporary rough roads, muddy in the rain and dust, now more than 7,000 people in Thanh Luong commune can travel on the new road connecting to the center of Dien Bien Phu city - something they should have enjoyed before the implementation of the province's key project.
People are upset because the project is behind schedule.
In January 2022, the Dien Bien Airport Expansion Construction Investment Project officially started construction - this is a particularly important transportation project of the province. In order for the key project to be implemented smoothly and on schedule, the people of Thanh Luong commune sacrificed their houses, fields and especially part of the main road, the artery connecting the commune center with Dien Bien Phu city. In return, the city must implement the Project to build and restore the technical infrastructure of the airport bypass connecting the road to Thanh Hung commune and Thanh Luong commune (abbreviated as the airport bypass project). to ensure convenient travel and circulation for Thanh Luong commune residents.
On February 24, 2023, the airport bypass project broke ground and is expected to be completed and put into use on May 25, 2023. During the project's construction, Dien Bien district opened 3 temporary routes for people to travel, connecting with the center of Dien Bien Phu city and neighboring areas.
The project is still unfinished when the deadline comes. The People's Committee of Dien Bien Phu City, the People's Committee of Dien Bien District and the investor held a meeting at the People's Committee of Thanh Luong Commune to announce that the project has not been completed due to problems with site clearance, and the completion deadline has been postponed to June 10, 2023. However, after many postponements, from May 25 to June 10 and then before the new school year starts on September 5, 2023, the project is still sluggish, with progress "standing still". Meanwhile, more than 7,000 people in Thanh Luong Commune have to struggle to travel every day on the narrow, degraded temporary road.
Mr. Le Trong Tac, a resident of Cong Hoa village (Thanh Luong commune) said: We have to take a detour through temporary roads, from the commune center to the center of Dien Bien Phu city, which is more than 4 - 5km away. The temporary roads are very narrow, hastily repaired and patched, unable to meet the intensity and volume of people and vehicles passing by, so they quickly deteriorated and were damaged; potholes and potholes appeared more and more on the road surface. When it is sunny, the dust is thick, when it rains, it is muddy and slippery, causing many difficulties for people and vehicles when moving. Just one vehicle having an accident will cause a long line of people and vehicles to wait, causing traffic jams. There are many cases of people falling off their vehicles, leading to injuries.
Mr. Bui Van Vuong, a resident of Thanh Binh B village, shared: “The most difficult thing is that students have to go to school far away, the road is difficult to travel. Many children who go to extra classes in the evening cannot ride their bicycles, so their parents have to take them because the temporary road is too difficult to travel. On rainy days, Thanh Luong residents have to spend an hour to get to Dien Bien Phu City.”
For the common good, Thanh Luong commune residents agreed to give up the main road to the contractor to build Dien Bien Airport. However, the airport bypass project is sluggish and slow to implement.
Ms. Mai Thi Tuyen, a resident of Thanh Binh B village, recalled: “What makes us most upset is that the city, Dien Bien district and related units have not raised their sense of responsibility and have not put the interests of the people first. The people are suffering, the people are complaining, but the officials only make empty promises and then leave it at that.”
Many meetings and dialogues between the Party Committee and the authorities of Dien Bien district and the people have been organized, but have not yielded any results. The wave of protests from the people has increased, culminating on June 23, 2023, when representatives of the people of Thanh Luong commune sent a petition to the comrades: Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee to reflect on the slow progress of the airport bypass project. The petition has the signatures of more than 200 households from villages and hamlets in Thanh Luong commune.
Provincial Party Secretary direct dialogue
Walking on the current spacious and flat bypass road, Ms. Mai Thi Tuyen, Thanh Binh B village, recounted: “On August 28, 2023, Mr. Bui Van Vuong and I were invited to the headquarters of the Provincial People's Committee's Citizen Reception Committee to meet with Secretary of the Provincial Party Committee Tran Quoc Cuong to present the petition. Here, the Secretary of the Provincial Party Committee listened to the leaders of the Provincial People's Committee and representatives of the leaders of the City Party Committee, People's Committee of Dien Bien Phu City; District Party Committee, People's Committee of Dien Bien District report on the progress, difficulties and obstacles and solutions to completely resolve the airport bypass project".
After directly studying the documents and listening to the opinions of relevant parties, Provincial Party Secretary Tran Quoc Cuong emphasized: “The reflections and recommendations of Thanh Luong commune residents are legitimate. The Provincial Party Committee, People's Council and Provincial People's Committee share the difficulties of affected households in the process of implementing the Dien Bien Airport Expansion Investment Project”.
The Provincial Party Committee Secretary assigned the Party Committee of the Provincial People's Committee to continue to lead the Provincial People's Committee to direct relevant agencies to monitor and urge the project's construction progress; promptly remove difficulties and obstacles in the implementation process according to people's feedback so that the project can be completed as soon as possible. The Dien Bien Phu City Party Committee and Dien Bien District Party Committee resolutely directed the City People's Committee and the District People's Committee to unify the resettlement plan for households subject to project relocation in accordance with the planning and regulations. In particular, focusing on choosing the optimal plan within the legal conditions and in accordance with reality so that people agree and support the project.
Also at the meeting, Provincial Party Secretary Tran Quoc Cuong asked Ms. Mai Thi Tuyen, Mr. Bui Van Vuong and affected households to overcome difficulties, agree, trust and support Party committees and authorities at all levels during the project implementation process.
Until now, Mr. Bui Van Vuong still remembers clearly the feelings after the meeting and dialogue with the Provincial Party Secretary. Mr. Vuong shared: “I and hundreds of households in Thanh Luong commune are looking forward to the results of the dialogue with the Provincial Party Secretary. Indeed, the recommendations and reflections of the people have been listened to, understood and shared by the comrade. At the same time, the conclusions and directions of Provincial Party Secretary Tran Quoc Cuong are very correct and timely”.
As in the case of Thanh Luong commune residents, from 2023 to present, the Provincial Party Secretary has periodically received 11 meetings/11 cases; organized 1 dialogue session with 16 households. At the meetings, with reasonable and emotional analysis, the citizens all agreed and thanked the attention of the Provincial Party Committee leader. Although most of the cases were complicated and prolonged, to date, all have been basically resolved.
The whole political system is involved.
Implementing the direction of the Provincial Party Secretary, immediately after the citizen reception, the authorities urgently carried out their tasks.
Comrade Chu Xuan Truong, Member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Internal Affairs Committee, said: After the meeting with citizens, the Provincial Party Committee's Internal Affairs Committee sent officials directly to Thanh Luong commune to organize meetings to propagate and mobilize households to agree with the province's policies and guidelines, creating favorable conditions for units to implement the Dien Bien Airport Expansion Investment Project. At the same time, the Internal Affairs Committee also closely monitored the implementation of tasks by Party committees, authorities and related units according to the conclusion of the Provincial Party Committee Secretary.
Mr. Tran Van Tuan, Secretary of the Thanh Luong Commune Party Committee, said: At the time of the meeting with citizens by the Provincial Party Secretary, the land acquisition work for the airport bypass project was still stuck with two households: Pham Dong Hung and Pham Thi Huong in Thanh Dong village. Both of these households were subject to almost the entire land area being recovered to implement the project. Following the direction of the Provincial Party Secretary, immediately after the meeting with citizens, the District Party Secretary and Chairman of the Dien Bien District People's Committee directly met, discussed and agreed on resettlement and compensation plans for the above two households. Both households agreed with the plan proposed by the district and committed to handing over the land for project implementation.
Mr. Nguyen Viet Sang, Director of the Project Management Board of Dien Bien Phu City, said: The project has enough clean land, the investor and contractors focus on mobilizing maximum resources, working in 3 shifts and 4 teams. Before the Lunar New Year 2024, the bypass road of more than 1km long was completed and put into use, meeting the needs and expectations of the people of Thanh Luong commune.
