Realizing that only propagating, mobilizing, instructing on registration, activating mobile phones on media, social networks, leaflets, billboards, posters... without directly meeting, exchanging, practicing, the goal of making people understand why they need to register a mobile phone account, how to activate it, what practical utilities VNeID has... will be very difficult to achieve.
On the other hand, understanding that June is the beginning of summer vacation for students in grades 9, 10, 11, this is the age group that is mature enough, knowledgeable enough about information technology, likes to challenge themselves, is sharp, dynamic, parents trust the training environment of the police force. Therefore, from the beginning of June, U Minh town police have established a volunteer digital citizen army with the number of members increasing every day, including police officers, town security guards and students in grades 9, 10, 11.
Those who come to contact the town police headquarters for work will be guided and assisted by the Digital Citizen Army.
Nguyen Tri Nhan, a 10th grader at U Minh High School, confided: “This is the most meaningful summer for me. Because when I joined the Digital Citizen Army, I contributed my small part to do useful work to help people, especially the elderly, the weak, the lonely, the sick who cannot travel and do not know how to set up their phones. This work is very fun and useful, helping me to be more confident in communication, be more agile, flexible, and know more about information technology applications on phones.”
When it was first established, the Digital Citizen Army had only 9 members, but now it has increased to 35 members. U Minh Town Police has divided into 6 teams, each team consists of 1 town police officer and 4 students who work together to go to the houses of residents in the hamlets to carry out their tasks. On average, each team supports about 30 households every day in registering for mobile phone accounts, installing and using the VNeID application.
Lieutenant Colonel Doan Thi Thuy Linh, Chief of U Minh Town Police, said: “The digital citizen army was established to go to each house to register mobile phones, activate mobile phones at level 1 and 2, guide installation and use of some features of the VNeID app such as logging into the public service portal, setting up an online profile, viewing personal information, residence information, family members, using the app when flying... Seeing the effectiveness of letting their children participate with the Town Police in the summer, parents enthusiastically responded, hoping that their children would have a meaningful summer.”

“During their time working with the Town Police, the students have shown their eagerness to learn, their acumen in information technology, their tireless enthusiasm, their sociability, and their friendliness. They have been trained in communication, behavior, and discipline in daily life and working environment. This team has made an important contribution to the Town Police's achievements in completing the target task of the Provincial Police Director in implementing Project 06, which is to activate 2,000 VNeID accounts on mobile phones,” affirmed Lieutenant Colonel Doan Thi Thuy Linh.

For cases that have not been granted a CCCD and are present in the locality, the teams contact, mobilize or transport them to the police agency to complete the procedures for granting a CCCD. As for cases that have not been granted a CCCD and are not present in the locality, they contact, mobilize and guide people to go to the police agency where they reside or work to complete the procedures for granting a CCCD, at the same time, receive and summarize the difficulties and problems of the people (the police agency refuses to accept the application, incorrect information...), report to PC06 for support to resolve.
Mr. Diep Van Thai, Hamlet 11, Khanh Thuan Commune, shared: “I went to the market and met the Digital Citizen Army of U Minh Town Police, who went to propagate and guide people to set up mobile phone accounts and guide them to install and use some features of the VNeID app. Because my phone had not been installed, I was enthusiastically guided, the operations were quick and proficient, I am very grateful”.
“There are also difficulties, because this is a time of erratic rain and sunshine; sometimes we come into contact with some unpleasant cases, with uncooperative actions and words, but the Digital Citizen Army continues to devote its youth, enthusiasm, time and intelligence, determined to join forces to turn U Minh town into a locality where 100% of people have activated mobile phone accounts, enjoying practical utilities brought by VNeID”, Lieutenant Colonel Doan Thi Thuy Linh affirmed./.
