Traffic congestion is very complicated.

Assessing the traffic situation in the area, Mr. Nguyen Phi Thuong - Director of Hanoi Department of Transport said: Although there were many positive changes in 2024, the traffic congestion situation in the capital is still complicated, with new congestion points appearing.

The reasons are the high increase in the number of private vehicles, the infrastructure not keeping up with urban development, the limited ability of public transport to meet demand...

In 2024, the Department of Transport coordinated with relevant units to handle 13/33 traffic jams, but 16 more traffic jams arose, bringing the current number of traffic jams in Hanoi to 36.

Notably, through inspection, there are still over 230 points in the city at risk of congestion, which need to be resolved to avoid becoming frequent congestion points.

Citing the congestion on Ring Road 3, Mr. Thuong said that this route currently has a traffic volume that exceeds the design capacity of the road by up to 6 times. This is the reason why the route is often congested, even during off-peak hours.

"In the future, when Ring Road 4 is completed, it is possible to calculate the option of considering Ring Road 3 as a normal inner-city traffic route.

"In the immediate future, the most effective measure is to reduce the number of trucks and commercial vehicles in operation. The plan to reduce or ban, when and how to implement it will be studied, surveyed and a specific plan will be developed," said Mr. Thuong.

In the immediate future, Mr. Thuong said that he will adjust and reorganize Thanh Xuan intersection (Nguyen Trai - Khuat Duy Tien - Nguyen Xien) to reduce the prolonged traffic congestion, similar to what was done with Nga Tu So intersection.

"In the past, the Department of Transport has surveyed and proposed many solutions to deal with the problem, but they have not been successful. However, with the new solutions proposed, we hope to solve the traffic congestion problem in this area for many years," Mr. Thuong shared.

Fix traffic light problems to avoid wrongful handling of violations

Regarding public opinion that some intersections have red lights lasting up to 120 seconds but green lights lasting only 20 seconds, Mr. Tran Huu Bao - Deputy Director of Hanoi Department of Transport said: The length of the light beam is calculated based on the balance of traffic flow in all directions.

According to Mr. Bao, any traffic light can only meet a certain traffic volume, if the vehicle is overloaded, the traffic light will also lose its effect.

Meanwhile, in reality, many intersections in Hanoi have traffic volumes that far exceed their capacity, especially during rush hours. The solution at traffic lights is to prioritize the main route, the route with the largest traffic volume, to release traffic the fastest.

Regarding people's complaints about some traffic lights "suddenly turning green from red", Mr. Bao said that the Hanoi Department of Transport is managing more than 800 traffic lights. As soon as it receives information about traffic lights having problems, the Department of Transport will immediately repair and adjust them with the participation of the rapid response team.

Regarding the installation of arrows allowing vehicles to turn right at red lights, the Deputy Director of the Department of Transport said that Hanoi has implemented it so far at locations that meet the conditions for right turns. Ho Chi Minh City has consulted Hanoi's implementation method.

Currently, the Department of Transport is assigning the Maintenance Board and traffic light teams to review qualified intersections and continue to arrange more right-turn intersections.

Regarding the reflection of many areas with blurred road markings, the leaders of the Department of Transport said that there are many causes such as environmental pollution, too much traffic, wheel tracks, dust... The Department of Transport has requested the urban environment department to increase road cleaning in parallel with requiring maintenance staff to grasp and repair blurred road markings, especially since Decree 168/2024 took effect.
