On behalf of the Party and State leaders, General Secretary To Lam sincerely thanked and hoped to continue receiving support and valuable contributions from former leaders, intellectuals, scientists, artists - those who have always been a source of inspiration, motivation and great spiritual strength on the country's development path.

The General Secretary affirmed that in 2024, the whole country had successfully and comprehensively achieved socio-economic development goals, while also achieving extremely important steps in Party building and the political system. The achievements were greatly contributed by former leaders, intellectuals, scientists, artists - those who have devoted their intelligence, enthusiasm, and valuable experience to contributing to policy making, providing orientations and breakthrough solutions in all fields.

2025 is a very important year for the country. The Party Central Committee has reached a high consensus on determining the basic awareness of a new era, an era of national growth, which is an era of development, prosperity and wealth under the leadership and rule of the Communist Party, successfully building a socialist Vietnam, a rich people, a strong country, democracy, fairness and civilization.

Under the leadership of the Party, the entire people, united, unanimous, working together, making the most of opportunities and advantages, pushing back risks and challenges, bringing the country to comprehensive and strong development, breakthroughs and take-off, successfully implementing strategic goals by 2030, Vietnam will become a developing country with modern industry and high average income; by 2045, it will become a developed country with high income.

To achieve strategic goals, the General Secretary emphasized the need to unify awareness and action on the urgency of continuing to carry out economic innovation. The summary of 40 years of innovation shows that economic management must be more revolutionary and comprehensive. The ability to achieve double-digit growth in the future depends largely on the process of economic development innovation. The top priority is to streamline the organization of the political system; deeply reform state governance; promote decentralization and delegation of power in administration, economy, finance-budget, and resource management, along with strict supervision and control of power. Strongly reform the financial, banking and monetary systems; perfect the legal system, ensure transparency, and eliminate current shortcomings. Promote market principles in mobilizing and allocating resources; promote the strength of the people and all economic sectors by building an effective, dynamic administration, a safe and transparent investment and business environment. Prioritize resolving wasted resources, such as: suspended planning, projects stuck in procedures, unused public land, disputed assets and protracted cases. Complete the testing mechanism to support the development of digital economy, green economy, and circular economy. The General Secretary affirmed that there are two key points to successfully implement the Party's major policies: awareness and political will; considering science and technology as a breakthrough. The Party Central Committee is unified, the political system has been thoroughly grasped, determined to implement and has received high consensus and support from the people. The Politburo passed Resolution No. 57-NQ/TW dated December 22, 2024 on "breakthrough in science, technology development, innovation and national digital transformation", considering this a top important breakthrough, the main driving force to rapidly develop modern productive forces, perfect production relations, innovate national governance methods, develop socio-economy, prevent the risk of falling behind, and bring the country to breakthrough development.

Trusting and expecting the team of intellectuals and scientists - the core pioneers creating strong innovations and breakthroughs, the General Secretary asked the team of intellectuals and scientists to strive to fulfill their responsibilities and missions, actively contribute with the entire Party, the entire people, and the entire army to successfully achieve the country's strategic goals; at the same time, have the responsibility to self-train, foster, and help the next generation to progress, train new intellectuals, successors, and become a strong driving force for building and defending the Fatherland; be a bridge to build a network of domestic and international experts, scientists, Vietnamese intellectuals abroad and foreigners.

The General Secretary hopes that artists will contribute and dedicate more by creating works that will last a lifetime, have great ideological and artistic value, honor the values ​​of truth, goodness and beauty, serve the people, serve the revolutionary cause of the Party and the nation. The Party will have a Resolution on the development of culture and arts in the new period and study and promulgate the National Strategy on building literature and arts in the new era. The National Assembly, the Government, and relevant agencies will coordinate to remove bottlenecks in laws, mechanisms, policies, budgets, finance, investment, etc. to create resources and space for artists to freely create and compose, while fighting against deviant, degraded and uncultured ideologies.
