People's diplomacy: a boost for science

Kinhtedothi - In the context of digital transformation and science and technology development becoming global trends, Hanoi affirms the important role of people-to-people diplomacy in attracting international talent, technology and experience.


On the afternoon of February 27, the Hanoi Union of Friendship Organizations held a seminar with the theme: Promoting the role of the capital's people's diplomacy in breakthroughs in science, technology, innovation and digital transformation.

The meeting was attended by Chairman of the Hanoi Union of Friendship Organizations Nguyen Ngoc Ky, representatives of city agencies, representatives of friendship associations in Vietnam, and many experts, professors, and doctors.

The mission of people's diplomacy for science and technology

Assoc. Prof. Dr. Dinh Xuan Thao - Former Director of the Institute for Legislative Studies, Vice President of the Vietnam - Czech Friendship Association in Hanoi, opened the discussion with a speech on "The role of the Hanoi Union of Friendship Organizations in promoting international cooperation in science, technology, innovation and digital transformation".

According to Associate Professor, Dr. Dinh Xuan Thao, the capital’s People’s Diplomacy plays an important role in promoting international cooperation in science, technology, innovation and digital transformation. This is a strategic bridge that helps Hanoi connect with cities, international organizations, universities and large enterprises around the world in research, training high-quality human resources, as well as developing effective public-private partnership models.

Through these activities, Hanoi not only promotes its image as a regional center for science, technology and innovation, but also participates extensively in the smart urban network, learning from the experiences of advanced cities to accelerate the digital transformation process. Hanoi's international cooperation initiatives include connecting with science and technology organizations, innovation funds, supporting businesses to access technology and global markets, exchanging experts, training digital human resources, as well as leveraging the overseas Vietnamese intellectual network to strengthen internal resources.

Associate Professor, Dr. Dinh Xuan Thao also emphasized the need to shift from "attracting" to "absorbing" international resources effectively to sustainably develop science, technology and digital transformation in Vietnam, based on the experience of Sweden - a global leader in innovation.

Currently, Vietnam has focused on attracting resources from outside, but its absorption capacity is still limited, leading to many foreign investment projects ending without leaving long-term results. Meanwhile, Sweden, with an investment in research and development exceeding 3% of GDP, has built a friendly legal and policy environment, encouraging innovation, risk-taking, and promoting public-private partnerships with the participation of large enterprises such as Volvo or Ericsson.

From this experience, Associate Professor, Dr. Dinh Xuan Thao proposed to shift to building sustainable partnerships, prioritizing the development of internal resources, combining natural sciences and social sciences to serve people, and at the same time considering people-to-people diplomacy as a strategic bridge in promoting international cooperation.

People-to-people diplomacy - the driving force for digital transformation

Dr. Dao Dinh Kha from Hanoi National University, in his presentation "Strengthening international cooperation on digital transformation and implementing digital transformation in the capital's people's diplomacy", emphasized the role of people's diplomacy in promoting digital transformation in Vietnam.

Technology, especially information technology, is developing rapidly, deeply affecting life and opening up equal opportunities for all individuals and organizations to participate in development. Digital transformation is not only a destination but also a continuous process, creating an environment for creativity and innovation. In particular, people's diplomacy plays an important role in stimulating creative ideas from people, connecting and learning from experiences from the community, domestic and foreign businesses, and at the same time building an innovation ecosystem.

Dr. Dao Dinh Kha proposed specific activities such as enhancing communication "through digital channels", promoting Vietnam's image on online platforms, promoting technology transfer, attracting foreign investment and taking advantage of the overseas Vietnamese community. To effectively implement, he said that authorities at all levels need to develop clear strategies, invest in digital infrastructure, digitize data, use social media tools and improve staff capacity.

Bridge for scientific and technological breakthroughs and digital transformation

Dr. To Hong Duc from Hanoi Capital University, with a presentation entitled "Promoting the role of people's diplomacy of higher education institutions to meet the requirements of breakthroughs in science and technology development, innovation and national digital transformation", focused on the role of people's diplomacy in higher education institutions to meet the requirements of breakthroughs in science and technology, innovation and national digital transformation.

Dr. To Hong Duc highlighted the implementation of Resolution 57, which prioritizes the development of high-quality human resources through attracting scientists in Vietnam and internationally, and training advanced workforce. To achieve this, it is necessary to develop support mechanisms and policies such as adjusting regulations on civil servants and public employees participating in commercializing research results, in order to retain and encourage talent.

In addition, Dr. To Hong Duc proposed focusing resources on building excellent research centers at key universities and major research institutes in Hanoi, aiming to become leading centers in the region and the country. These centers need to be supported to transfer and receive advanced technology from the world.

Regarding progress, Dr. To Hong Duc emphasized the need to accelerate the implementation of the proposed plans, complete the Capital Law to create a favorable legal corridor, and at the same time strengthen coordination between levels and sectors to ensure effectiveness in implementation.

Efforts to successfully implement Resolution 57

Also in the dialogue, Mr. Nguyen Ngoc Ky - Chairman of the Hanoi Union of Friendship Organizations, emphasized the role and responsibility of the Capital in developing science, technology, digital transformation and innovation, as affirmed in the Capital Law and Central resolutions, especially Resolution 57.

"The Party Executive Committee has issued Resolution 35, and the City People's Committee has issued Plan 43, which assigns us, the Hanoi Union of Friendship Organizations, to carry out activities related to Resolution 57," Chairman Nguyen Ngoc Ky stated.

According to Mr. Nguyen Ngoc Ky, the meeting attracted many valuable and useful opinions from professors, scientists, and managers from central agencies, cities, and major universities and research institutes. Most of the opinions focused on discussing the content of Resolution 57, which emphasized the importance of attracting and absorbing talents, knowledge, and capacity of domestic and foreign scientists to effectively implement related activities.

Chairman Nguyen Ngoc Ky affirmed that, in the spirit of implementing Plan 43, the Hanoi Union of Friendship Organizations will continue to closely coordinate with relevant parties to effectively implement specific programs and plans, contributing to the successful implementation of Resolution 57 of the Central Committee on the development of the Capital.
