In Quang Nam, foreign affairs work has been carried out synchronously and achieved many good results. Particularly in people's foreign affairs work in the field of foreign non-governmental aid (NGO), nearly 80 foreign organizations and individuals have come to operate in Quang Nam province, of which the Provincial Union of Friendship Organizations (hereinafter referred to as the Union) has established friendly and cooperative relations with more than 30 foreign organizations and individuals.
Dedicated to being a bridge
Mr. Vo Dinh Anh Tuan - Chief Representative of Children of Vietnam (COV) in Vietnam said that COV is currently operating in 5 provinces and cities, from Quang Tri to Quang Ngai. Of which, Quang Nam is the largest area, almost all of COV's activities and programs are implemented in the province.
In 2024 alone, COV coordinated with the Union and units and localities in the province to build new classrooms and support equipment for the kindergarten in village 5 (Tien Hiep commune, Tien Phuoc district); repair 1 primary school in Dang commune (Tay Giang); award 150 scholarships, install 6 clean water systems and give many gifts to children in the province. The total value of cooperation reached more than 1.6 billion VND.
According to Mr. Tuan, with strong and effective cooperation, COV highly appreciates the bridging role of the Union, especially in supporting the resolution of administrative procedures and related backlogs and problems. Thereby, helping the coordination and implementation of programs and projects to proceed smoothly and meet the set progress.
“The enthusiasm and dedication of the Union in guiding, supporting and connecting us helps us feel secure when implementing activities in Quang Nam. That is the bond that connects sponsors to implement long-term cooperation in the locality,” Mr. Tuan shared.
According to the report, in the past 5 years, the Union has built an "Opportunity Project Cabinet" with hundreds of feasible projects and has directly mobilized many individuals and NGOs to sponsor more than 120 programs, projects and non-projects for Quang Nam with a total mobilization value of nearly 70 billion VND.
Mr. Nguyen Canh - Permanent Vice President of the Union said that up to now, the Union has established and maintained relationships with more than 30 foreign organizations and individuals sponsoring programs, projects and non-projects in the province.
The programs, projects and non-projects have brought practical results to local people, and have had a positive impact in changing awareness and improving capacity for officials and people in the project area.
“Given the impacts of the COVID-19 pandemic and the economic recession, aid mobilization is expected to face many difficulties. However, in the past 5 years, especially in 2023 and 2024, the Union has attracted aid capital to meet the set target.
The number of programs, projects, and non-projects is greater, more effective, and focuses on the province's priority areas such as healthcare, education, sustainable poverty reduction, housing construction, and solving social problems..." - Mr. Canh said.
Currently, the Union has 5 member associations including: Vietnam - Laos, Vietnam - Korea, Vietnam - France, Vietnam - Russia Friendship Association and the Steering Committee for the establishment of the Vietnam - Japan Friendship Association. Of which, the Vietnam - Laos Friendship Association has 6 affiliated branches; the Vietnam - Korea Friendship Association has 4 affiliated branches.
During the past term, the Union was awarded 1 Emulation Flag of the Provincial People's Committee; 1 Emulation Flag of the leading position in peace, solidarity and friendship work of the Vietnam Union of Friendship Organizations; 2 Certificates of Merit of the Provincial People's Committee; 3 Certificates of Merit of the Vietnam Union of Friendship Organizations.
Proactive and flexible in foreign affairs
During the 2019-2024 term, due to the severe impact of the COVID-19 pandemic, peace, solidarity, friendship and people-to-people exchange activities with other countries were interrupted for a long time. However, after the pandemic was controlled, friendly exchange activities continued to be implemented and achieved many good results.
During its term, the Union welcomed nearly 160 international delegations with nearly 840 foreign visitors coming to visit and work. Activities took place enthusiastically through events such as the year of solidarity and friendship, the day of establishing diplomatic relations with other countries, celebrating national days of other countries, and cultural and artistic exchanges.
The programs took place enthusiastically, creating a close relationship between Quang Nam and other countries, especially the traditional friendship and special solidarity between Vietnam and Laos.
Over the past 5 years, the Union has coordinated with the Vietnam - Laos Friendship Association to organize 4 volunteer working groups with more than 100 people to Sekong province (Laos) to carry out humanitarian and charity activities, provide medical examination and treatment, and distribute free medicine. The total funding mobilized to implement the humanitarian program is more than 3.4 billion VND.
This program has helped hundreds of Lao people regain their sight, thousands of people have been examined, treated and given free medicine, and has been highly appreciated by the government and people of Sekong province.
Mr. Nguyen Canh said that people's diplomacy plays an important role and position in implementing the foreign policy of the Party and State.
With that spirit, in the next 5 years, the Union and its member organizations will deploy key tasks and solutions with the theme throughout the term "Solidarity, innovation, creativity, promoting people-to-people diplomacy to contribute to building and developing Quang Nam".
Accordingly, to effectively implement people-to-people diplomacy activities, in addition to doing a good job of annual planning consultation, the Union's staff needs to promote their experience, professional skills and apply digital transformation to their work.
Thereby, it aims to strengthen connections, promote and introduce the image of Quang Nam to partners, thereby maximizing feasible programs and projects for people and localities.
“The Union’s activities need to closely follow the Party and State’s resolutions and guidelines on promoting people-to-people diplomacy in the new situation. In particular, in the context of streamlining the organization and apparatus according to the Central Committee’s policy, the Union needs to be proactive, flexible, creative and innovative in its work to bring about practical results,” said Mr. Canh.
