Provincial National Assembly delegation supervises thematic work in Dien Bien Phu City, Department of Education and Training

According to the report of the People's Committee of Dien Bien Phu City: As of December 31, 2023, the city has 55 public service units, including 5 public service units and 50 educational service units, an increase of 16 service units compared to 2015 (due to the transfer of 19 school units from Dien Bien district to Dien Bien Phu City). Implementing the streamlining of staff in public service units, from 2018 to present, the City People's Committee has streamlined 55 staff. As of December 31, 2023, the number of people assigned to public service units with regular expenditures guaranteed by the State is 1,547 people.

The monitoring delegation requested the specialized departments and the People's Committee of Dien Bien Phu City to clarify some issues: Methods of streamlining the payroll of Party agencies; operational efficiency and role of public service units after the reorganization; issues of autonomy, regular expenditures, and implementation of the spending regime of public service units. Number of agencies that have not been arranged with minimum payroll according to regulations, solutions in the coming time; assessment of the operation of schools after the merger, difficulties and obstacles; adjustment of class size, consolidation of classes. Issues of payroll management; management of civil servants; What are the advantages, difficulties and obstacles in the construction of job positions for civil servants?

Representatives of the Department of Education and Training explained and clarified the contents requested by the monitoring team.

For the Department of Education and Training, the monitoring delegation requested to clarify the contents related to the innovation of the organization and management system, improving the quality and efficiency of public service units under the education sector such as: Advantages and difficulties in merging high schools of the same level; management and use of assigned staff; difficulties in recruiting civil servants. The construction of the structure of job titles and positions; the results of reviewing and arranging school health and accounting positions after merging schools. The preparation of facilities and teaching staff for the establishment of Dien Bien University. Services supporting educational activities.

Dien Bien Phu City People's Committee proposed that the competent authorities soon issue a framework of criteria and quality standards for public service using the State budget; supplement the number of employees according to regulations, and have appropriate policies and mechanisms for civil servants and employees in public service units.

The Department of Education and Training recommends that central ministries and branches have a policy to support lunch for kindergarten children in Decree 105/2020/ND-CP of the Government; increase the support level for semi-boarding students from 40% to 60% of the basic salary and for boarding students from 80% to 100% of the basic salary; specify the number of students/class, the number of groups of children/groups suitable for each region to ensure the quality of education. Have a policy to support lunch duty for teachers in extremely difficult areas who teach 2 sessions/day.
