Which locality leads in average high school graduation exam scores over the past 5 years?

This is a solution to increase transparency and improve quality.

5 LEADING LOCALITIES IN THE COUNTRY

There are two different types of comparison methods: horizontal comparison and vertical comparison. Horizontal comparison is comparing a certain index between units at a time. For example, comparing the average test scores between localities in the high school graduation exam in one year is horizontal comparison. Vertical comparison is comparing within a unit, but at different times. For example, comparing the average test score ranking of a locality over 5 years is vertical comparison.

By comparing the average test score rankings of each locality in the past 5 years, from 2020 to 2024, we calculate the average 5-year ranking of each locality, arranging this average ranking from smallest to largest. If the average ranking is equal, the locality with the better ranking in 2024 will be ranked first.

Students of Binh Duong province participate in the Exam Season Consulting program of Thanh Nien Newspaper in 2024. This is the second province in the top 5 provinces nationwide in terms of average high school graduation exam scores in the past 5 years.

With the above calculation and arrangement, 63 provinces and cities nationwide are divided into 3 groups: the group of 20 leading localities with goodeducation quality (with annual rankings ranging from 1 to 20); the group of 23 localities with fair education quality (with annual rankings ranging from 21 to 43) and the group of 20 localities with average education quality (with annual rankings ranging from 44 to 63). Note that this grouping is only relative.

Of which, Nam Dinh, Binh Duong, Vinh Phuc, Ninh Binh and Ha Nam are the top 5 localities in the country. Meanwhile, Ha Giang, Dak Lak, Cao Bang , Dak Nong and Son La are the bottom 5 localities.

There are 20 localities with good quality of mass education through 5 high school graduation exams, namely Nam Dinh (ranked 1st), Binh Duong (2nd), Vinh Phuc (3rd), Ninh Binh (4th), Ha Nam (5th), Hai Phong (6th), An Giang (7th), Phu Tho (8th), Ho Chi Minh City (9th), Bac Ninh (10th), Thai Binh (11th), Bac Lieu (12th), Ha Tinh (13th), Vinh Long (14th), Tien Giang (15th), Hai Duong (16th), Lam Dong (17th), Can Tho (18th), Hanoi (19th), Ba Ria-Vung Tau (20th).

23 LOCALITIES WITH GOOD QUALITY OF EDUCATION

23 localities with mass education quality through 5 high school graduation exams were assessed as good, namely Bac Giang (ranked 21st), Dong Thap (22nd), Ben Tre (23rd), Binh Dinh (24th), Nghe An (25th), Long An (26th), Lao Cai (27th), Tuyen Quang (28th), Binh Thuan (29th), Thua Thien-Hue (30th), Thanh Hoa (31st), Tay Ninh (32nd), Hung Yen (33rd), Binh Phuoc (34th), Quang Ninh (35th), Bac Kan (36th), Quang Binh (37th), Kon Tum (38th), Dong Nai (39th), Kien Giang (40th), Ca Mau (41st), Da Nang (42nd) and Thai Nguyen (43rd).

20 localities with average quality of mass education are assessed as: Khanh Hoa (44), Yen Bai (45), Soc Trang (46), Hoa Binh (47), Gia Lai (48), Quang Ngai (49), Quang Nam (50), Hau Giang (51), Tra Vinh (52), Lang Son (53), Quang Tri (54), Phu Yen (55), Lai Chau (56), Ninh Thuan (57), Dien Bien (58), Son La (59), Dak Nong (60), Cao Bang (61), Dak Lak (62), Ha Giang (63).

Many localities increased and decreased in rank compared to 2020

Through a 5-year comparison, 27 localities in 2024 increased their rank compared to 2020, 2 localities maintained their rank and 34 localities dropped their rank. Of which, 15 localities improved their rankings very well over the years, typically: Tuyen Quang (2020: 50, 2021: 31, 2022: 18, 2023: 21, 2024: 14), Nghe An (38 - 34 - 23 - 22 - 12), Bac Ninh (26 - 19 - 6 - 5 - 5), Bac Giang (49 - 22 - 11 - 16 - 19), Hoa Binh (58 - 62 - 33 - 41 - 36), Phu Tho (15 - 10 - 8 - 8 - 8), Ha Tinh (24 - 18 - 9 - 10 - 6), Vinh Phuc (9 - 5 - 2 - 1 - 1)...

On the contrary, there are some localities that have decreased in rank over the years such as: Bac Kan (23 - 33 - 39 - 44 - 48), Bac Lieu (8 - 7 - 14 - 17 - 18), Dong Thap (14 - 23 - 26 - 29 - 29), Binh Thuan (19 - 21 - 32 - 31 - 33), Ca Mau (31 - 37 - 45 - 42 - 50), Tay Ninh (20 - 26 - 36 - 34 - 42)...
