Hanoi The Red River area is oriented to become the central service business axis of the capital, similar to a "floating city", according to the proposal of the consulting consortium.
A consortium of 7 consulting units, led by the National Economics University, has just proposed 10 ideas to contribute to the Hanoi Capital planning project for the 2021-2030 period, with a vision to 2050.
The consortium proposed to create a Red River bank in the form of terraced fields and rising water levels. During the dry season, the land areas will be used as parking lots, sports and service businesses, and when the water rises, they will become streams.

The area along the river and the dike will develop business services, entertainment, recreation, and resort services like a "floating riverside city" with the orientation of becoming the central business service axis of the capital, and a space for housing construction. Viaducts will be built along the riverbank, creating a concrete floor along both sides of the river; the outermost part close to the water's edge will be made into 2 roads.
The viaduct running along both sides of the Red River will be a heritage route serving tourism services. In particular, the right bank is a heritage road showing the history of building and defending the country, with the central section of the city being the Hanoi historical road, recreating the 60 days and nights of sacrifice for the Fatherland.
The left bank route is the "Vietnam, the country and its people" route, introducing the majestic natural landscapes of the regions of Vietnam. This is also a space to organize weekly cultural festivals, including cultural festivals from all over the country gathered here to recreate cultural festivals and promote tourism for the localities.
Regarding urban development planning , the consulting consortium proposed to renovate and embellish old neighborhoods and old apartment buildings according to two models. The first is to plan the overall renovation of the entire area including old apartment buildings and low-rise housing in the area connected to the subway station according to the TOD urban model (urban development associated with public transport). Accordingly, the city needs to move all business and service activities underground to the "underground street". Above ground, there will only be high-rise buildings, public transport routes and flower gardens.
Model two is to plan old residential areas outside the TOD planning area, far from traffic hubs and subway stations. This area is oriented according to the model of people self-adjusting the land plots according to urban planning and architectural standards.

The consortium also proposed the idea of building a science city , a cultural tourism city and a city that attracts the elite. In which, Hoa Lac is a science and technology city, and the Lang - Hoa Lac axis is a science and technology urban axis.
The cultural and tourist city is planned in the Son Tay - Ba Vi area with cultural heritages such as Son Tay citadel, Duong Lam ancient village, exploiting the ecological potential and specific climate of Ba Vi national forest to develop resorts.

It is expected that the Hanoi Capital Planning Project for the 2021-2030 period, with a vision to 2050, will be submitted by the Hanoi People's Committee to the Government for comments from the National Assembly before being considered and approved in December.
The consortium of consultants to develop the Hanoi Capital Planning for the period 2021-2030, with a vision to 2050, includes 7 units led by the National Economics University. The remaining six units include: National Institute of Urban and Rural Planning (Ministry of Construction); Institute of Agricultural Planning and Design (Ministry of Agriculture and Rural Development); Institute of Transport Strategy and Development (Ministry of Transport); Institute of Information and Communications Strategy (Ministry of Information and Communications); Institute of Water Resources Planning (Ministry of Agriculture and Rural Development); Institute of Natural Resources and Environment (Vietnam National University, Hanoi).
