Kinhtedothi - Discussing the results of the implementation of the socio-economic development plan for 2024, National Assembly deputies proposed many solutions, including reducing VAT, removing bottlenecks to support the economy, and having solutions to encourage start-up businesses.


Delegate Tran Thi Quynh (National Assembly Delegation of Nam Dinh Province) said that the demand of the economy is still weak, still heavily dependent on external factors, public investment spending is still slow... Therefore, the delegate proposed to reduce VAT, continue to remove bottlenecks to support the economy...

In addition, delegates said that it is necessary to continue to substantially loosen fiscal policies and research stronger support for families and businesses affected by storms, floods, and natural disasters.

On the other hand, inflation has increased over the past four years but taxable income has not increased. Therefore, delegates proposed to study the loosening of taxable income to increase disposable income for taxpayers, contributing to improving spending, continuing to remove bottlenecks to promote disbursement of public investment capital.

Regarding monetary policy, delegate Tran Thi Quynh said that it is necessary to substantially loosen monetary policy, the State Bank should have specific credit packages to support businesses in some industries that we need to promote such as agriculture and fisheries, tourism, and export processing.

In addition, there should be stronger solutions to quickly implement the credit package to support social housing and state-owned enterprises should participate in realizing this goal.

In addition, it is necessary to increase capital more drastically, enhance the lending capacity of commercial banks, help stabilize the US dollar to limit the hoarding of US dollars as well as improve the lending capacity of commercial banks.

Although domestic consumption has recovered strongly, growing by 8.8% in the first 9 months, it is still low compared to before the COVID-19 pandemic. Therefore, it is necessary to have policies to support consumption, especially tax reduction as well as encourage Vietnamese people to prioritize using Vietnamese goods. In addition, attention should be paid to adjusting pensions, social allowances, insurance and preferential allowances for people with meritorious services in 2025...

Delegates said that the National Assembly's preparation to pass draft laws and resolutions at this session is one of the important measures to improve the investment environment and remove institutional bottlenecks to help Vietnamese enterprises mobilize social resources for economic development.

Create breakthroughs to encourage businesses and entrepreneurs to start businesses

Agreeing with the main tasks and solutions of the Government in 2025, including stronger breakthrough solutions in terms of institutions, removing difficulties and obstacles, perfecting a unified and feasible legal system, Delegate La Thanh Tan (National Assembly Delegation of Hai Phong City) said: many businesses and entrepreneurs still reflect on the risks and difficulties when starting a business due to overly strict and inappropriate business conditions. Many products and services are subject to business conditions that may be an unnecessary management measure.

Therefore, delegates believe that instead of setting business conditions, the State should use other measures such as issuing appropriate standards and regulations; and stipulating requirements for products and goods before they are circulated on the market.

Delegates recommended that the Government should continue to review, classify and take measures to handle and remove barriers to business conditions. It is necessary to resolutely abolish business conditions that are not issued in legal documents and resolutions of the National Assembly. At the same time, there should be synchronous solutions, creating breakthroughs to create motivation and encourage businesses and entrepreneurs to start businesses.

Delegate Tran Thi Hong Thanh (National Assembly Delegation of Ninh Binh Province) said that in order to continue promoting socio-economic recovery and development, the Government needs to focus on directing the improvement of institutions and creating a favorable environment for growth. Focus on promulgating and effectively implementing policies and solutions to remove obstacles, especially in legal matters, land valuation and access to capital. Effectively implement Decree 73 on encouraging and protecting dynamic cadres who dare to think, dare to do and dare to take responsibility.

Participating in the discussion, delegate Nguyen Thanh Nam (National Assembly Delegation of Phu Tho province) reflected that the handling of administrative procedures at some agencies is still prolonged, lacking inspection and supervision mechanisms - especially in the process of coordination, exchange and consultation when handling administrative procedures between ministries and branches.

Delegates suggested that the National Assembly and the Government should strengthen supervision and inspection of administrative procedure settlement to create a strong spread of innovation and reform from the central to local levels; properly, fully and seriously implement regulations, principles and administrative procedures.
