Regarding the exam structure, Mr. Nguyen Ngoc Ha, Deputy Director of the Department of Quality Management (Ministry of Education and Training) said that the structure of the high school graduation exam from 2025 is built on the basis of inheriting and developing content to suit new requirements.
Increase multiple choice test format, reduce number of test papers
Accordingly, the literature subject is tested in essay form, the remaining subjects are tested in multiple choice form. The multiple choice subjects still retain the existing format (multiple choice) and have some other multiple choice test formats: true-false format (simultaneously testing the manifestations of ability in one question) combined with scoring rules to create high differentiation; short answer format, the thinking of doing the test is similar to the essay format.
According to Mr. Ha, diversifying multiple-choice question formats can better test students' abilities according to the requirements of the new program. This also overcomes the shortcomings of previous multiple-choice tests.
For example, in the short answer format, the probability of a random score is 0, which will limit the situation where students choose arbitrarily to get lucky scores, as well as ensure that students have to practice reasoning during the review process for multiple-choice exams.
"The new structure retains 40 questions in all subjects but will reduce the number of exam papers, reduce workload, and reduce risks in printing and assembling exam papers," Mr. Ha stated the advantages of the new exam structure, which has been calculated for feasibility and the ability to reduce costs and pressure.
With the high school graduation exam from 2025, the Ministry of Education and Training wants to promote the intelligence of the whole industry. The construction of the exam question library is open.
Exam questions are selected from the survey questions of the department, school, and semester test questions as raw materials for the national testing center to analyze the exam questions using testing theory, to select exam questions from the exam library to put into the standardized exam question bank.
The test question library does not need to be confidential, even if it is not published. Only content selected for the test bank according to the standardized question building process must ensure confidentiality regulations.
"Reduce stress, cost"
Speaking at the workshop, Deputy Minister of Education and Training Pham Ngoc Thuong said the goal of the graduation exam from 2025 is to reduce pressure and costs for society and parents, ensure objectivity and honesty, and ensure trust for training institutions in recruiting students.
Exam innovation also affects schools in building question banks and innovating regular and periodic testing during the teaching and learning process.
According to Mr. Huynh Van Chuong - Director of the Department of Quality Management (Ministry of Education and Training), the graduation exam from 2025 will still ensure a multi-purpose exam: to consider high school graduation, to be the basis for assessing the quality of teaching and learning of educational institutions and to provide reliable data for universities and vocational education institutions to use in enrollment in the spirit of autonomy.
According to the exam method decided by the Ministry of Education and Training, candidates will take 4 subjects, including 2 compulsory subjects: literature and math, and 2 optional subjects from the remaining subjects.
The high school graduation assessment from 2025 will still combine the results of the process assessment and the graduation exam results in a ratio appropriate to the roadmap for implementing the 2018 general education program.
For the graduation exam after 2025, the Ministry of Education and Training is responsible for providing general guidance and coordinating with ministries, branches, and localities to organize the exam.
The Ministry promotes the application of information technology, coordinates with competent authorities to prevent cheating in exams, and conducts inspection, examination, and supervision of exams.
The People's Committees of provinces and centrally run cities organize and take full responsibility for the local examinations. Universities, colleges and intermediate schools proactively use the examination results as a basis for admission in an autonomous manner, ensuring quality.
