Regarding the exam question creation process, the Ministry of Education and Training has issued guidelines for the exam question creation process to ensure that question combinations are randomly extracted from the exam question bank to draft, review, and refine exam questions and answers; forms for each stage are reviewed and completed; and responsibilities of those participating in the Exam Question Creation Council are clearly defined.

In order to overcome some limitations in the use of multiple-choice test scoring software, the Ministry of Education and Training has trained and guided the Departments of Education and Training to prepare information technology infrastructure, install and use it according to regulations; and provide detailed training on the use of the software;
