Proposal to consider arranging Phan Ri station in Bac Binh district as a dual-use station

BTO-This morning, November 13, continuing the 8th Session, the National Assembly worked in groups to discuss the following contents: Investment policy for the high-speed railway project on the North-South axis. Adjustment of the investment policy for the Long Thanh International Airport Project in Resolution No. 94/2015/QH13 of the National Assembly. Draft Resolution on piloting the implementation of commercial housing projects through agreements on receiving land use rights or having land use rights.

Participating in the discussion, delegate Dang Hong Sy - Head of the National Assembly Delegation of Binh Thuan province, agreed with the Government's submission as well as the inspection report of the National Assembly's Economic Committee on: Adjusting the investment policy of the Long Thanh International Airport Project in Resolution No. 94/2015/QH13 of the National Assembly. Giving specific comments on the Investment Policy for the North-South high-speed railway project; regarding the necessity of investing in the project, delegate Dang Hong Sy affirmed that this is a very necessary project to create strong economic development. Some Asian countries and around the world have soon implemented high-speed railway projects to create comprehensive development in all aspects. According to the delegate, the investment policy for the high-speed railway project was previously discussed by the National Assembly but due to financial difficulties, it has not been implemented. If the project is approved by the National Assembly at this session, it will have many advantages for socio-economic development.

Regarding the form of investment, delegate Dang Hong Sy agreed on the form of public investment. The delegate also agreed on 23 passenger stations and 5 cargo stations. In Binh Thuan alone, 2 stations will be arranged: 1 station located in Ham Hiep commune - Ham Thuan Bac district and 1 Phan Ri station located in Phan Hoa commune, Bac Binh district, about 5 km from the center of Phan Ri Cua town. The high-speed railway transports passengers, meets the dual-use requirements for national defense and security, and can transport goods when necessary; therefore, delegate Dang Hong Sy proposed that Phan Ri station in Bac Binh district should be arranged as a dual-use station.

According to the delegate, there are 3 reasons, first, the station location is close to National Highway 28, which is currently being upgraded and expanded, connecting Binh Thuan with Lam Dong; very convenient for transporting goods to the Central Highlands when there is a situation of serving national defense and security. Second, not far from Phan Ri station - Bac Binh district, there is a route connecting to Phan Thiet airport, a dual-use airport, military combined with civil. Therefore, this is a convenient traffic route to both transport passengers and transport goods when necessary, meeting the requirements of serving national defense and security. Third, to the North, Binh Thuan province has Vinh Tan International General Port, not far from Phan Ri station. Later, if serving national defense and security, Vinh Tan port will transport goods to the outpost island of Phu Quy island - the logistics base of Truong Sa. For those reasons, delegate Dang Hong Sy proposed that the Government and the National Assembly study and consider arranging Phan Ri station - Bac Binh district as a dual-use station.

In addition, during the project implementation process, delegate Dang Hong Sy noted the capital issue. Explaining, the delegate said that this project has a very large capital of 67 billion USD; however, this is only the initial preliminary estimate, when there is a plan for actual survey, the capital will increase. Therefore, to limit capital increase, the delegate suggested that it is necessary to study and calculate carefully... On the other hand, according to the project policy, 70% is tunnels and bridges, 30% is implemented on land. "I suggest that it is necessary to carefully calculate 30% of the project implemented on land; if the design is not careful, it will cause huge flooding during the rainy season. In fact, some areas have been flooded due to careless calculation" - delegate Dang Hong Sy analyzed.

Regarding the 10-year implementation progress, delegate Dang Hong Sy suggested that the Government and the National Assembly need to have a comprehensive solution to mobilize the entire political system, especially the people's strength to join hands to ensure the set progress. The high-speed railway project on the North-South axis is a key national project, therefore, the entire political system needs to have great determination to ensure the set progress...
