Proposal to study the introduction of fire prevention and fighting education in schools

Accordingly, the draft Law consists of 9 chapters and 65 articles. Mr. Quang said that Chapter I on general provisions includes 11 articles regulating the scope of regulation for fire prevention and fighting and search and rescue activities. In particular, it has legalized and supplemented regulations on search and rescue activities to specify and implement the provisions of the 2013 Constitution on ensuring human rights and civil rights; at the same time, it has provided more comprehensive regulations on contents related to fire prevention and fighting management to meet practical requirements.

Chapter II on fire prevention consists of 9 articles. In addition to inheriting, the Draft Law has added new regulations to overcome current difficulties and shortcomings and meet practical requirements for fire prevention activities; more specifically stipulates responsibilities and requirements in investment, production and business activities to ensure fire prevention safety conditions and further enhances requirements and responsibilities in the management, supply and use of electricity and electrical equipment related to fire and explosion.

Chapter III on fire fighting consists of 12 articles. The draft Law continues to inherit the provisions of the current Law, with some amendments and supplements to overcome difficulties and shortcomings and improve the effectiveness of fire fighting activities, meet practical requirements and enhance the effectiveness and efficiency of state management of fire fighting.

Notably, according to Mr. Quang, Chapter IV on Search and Rescue includes 7 articles, regulating: Scope of search and rescue activities of fire prevention and rescue forces; search and rescue organization; rights and responsibilities of search and rescue commanders; mobilization of forces, means and assets to participate in search and rescue; development and practice of search and rescue plans; responsibility for search and rescue; priority and ensuring priority for forces and means participating in search and rescue.

Examining the above issue, Mr. Le Tan Toi, Chairman of the National Assembly's Committee on National Defense and Security, said that the National Defense and Security Committee basically agreed on the necessity of promulgating the Law on Fire Prevention and Fighting and Rescue.

Mr. Toi said that the development and promulgation of the Law on Fire Prevention and Fighting and Rescue aims to fully institutionalize the Party's policies and guidelines on fire prevention and fighting and rescue; legalize current regulations and supplement full and comprehensive regulations on rescue activities that the fire prevention and fighting and rescue forces are assigned to undertake in order to create a solid legal basis to improve the effectiveness of this work in practice; promptly overcome existing limitations and shortcomings, ensure the consistency and unity of the legal system and strengthen state management of fire prevention and fighting and rescue in the new situation.

Regarding the State's policy on fire prevention, fighting, rescue and relief (Article 4), there are opinions suggesting to study and supplement regulations on policies for disseminating knowledge and skills on fire prevention and fighting, search and rescue. Training and practicing fire prevention and fighting, search and rescue. Having policies on ensuring investment and allocating resources for fire prevention and fighting, search and rescue in accordance with the socio-economic development situation of each locality and region. Policies to protect and support vulnerable groups in fire prevention and fighting and search and rescue activities. Policies to mobilize all classes of people and forces to participate in fire prevention and fighting, search and rescue, the National Defense and Security Committee basically agrees with the provisions of the draft Law and proposes to continue studying and supplementing the above contents, in which priority is given to the policy of bringing education and propaganda on fire prevention and fighting, search and rescue into schools.
