Questioning, Deputy Duy Hoang Duong (Hoai Duc District Group) said that in recent times, Hanoi City has had many directives on fire prevention and fighting, but in reality, many fires still occur. Mr. Duong asked the Director of Hanoi City Police to clarify the responsibilities of relevant units.
In response, Mr. Nguyen Hai Trung, Director of Hanoi City Police, said that he had reviewed more than 2,980 establishments that did not ensure fire safety conditions, showing that 2,971 establishments had committed to a roadmap for implementation; 2,963 establishments had developed implementation plans; 2,935 establishments had their implementation plans approved by the District People's Committee; 735 establishments had established budget estimates; 146 establishments had prepared design documents. Currently, 2 districts have not completed urging establishments to develop a commitment plan according to the roadmap. 3 districts have not completed approving the commitment plan for the implementation roadmap of the establishments. 20 districts have not completed urging establishments to survey the general implementation budget; some districts have missed establishments under their management. Compared to the city's target of completing the correction of at least 70% of facilities by 2024, equivalent to 2,086 facilities, only 91 facilities have completed the correction of shortcomings and limitations in fire prevention and fighting.
Regarding the cause, according to Mr. Trung, the subjective cause is that some district, town and city People's Committees have not really paid attention, the coordination with departments, branches and sectors is not tight. Some heads of establishments have not properly recognized the role of fire prevention and fighting.
In the coming time, Mr. Trung informed that for units that have not completed the work of urging the facilities to develop a roadmap commitment plan and establish an estimated budget for implementation, it is necessary to urgently complete it. Hanoi City departments, branches and People's Committees at the district level must direct the immediate overcoming of shortcomings and limitations in fire prevention and fighting and rescue work of facilities, units and units under their management. For facilities that have committed to completing in 2023 but have not yet fulfilled their commitments, they must work to request the facilities to fulfill their commitments.
In addition, the Department of Construction needs to continue to coordinate with the People's Committees of districts, towns and cities to conduct a general inspection, review and inventory of old apartment buildings that are subject to adjustment under the resolution but have not been included in the list of projects to renovate and rebuild old apartment buildings in the city.
It is reported that up to now, 1,481,237 households have equipped themselves with fire extinguishers (86.43%); 75.3% of households have opened a second escape route; 13/30 districts have not completed the task of households opening a second escape route; and 20 units have not ensured that 100% of households have equipped themselves with portable fire extinguishers.
According to Mr. Trung, it is very difficult for families to equip themselves with fire extinguishers because many households do not have enough to eat. Therefore, it is recommended that wards and communes, if they have the conditions, buy them in advance and distribute them to households. Then, socialize them.
Concluding the question and answer session, Chairman of the Hanoi People's Council Nguyen Ngoc Tuan requested the People's Committee, all levels and sectors to fully and seriously absorb the opinions of delegates, opinions and recommendations of voters and the people.
