On the afternoon of May 9, Comrade Mai Xuan Liem, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee chaired the meeting of the Steering Committee for the protection of high-voltage power grid safety in Thanh Hoa province. Attending the meeting were members of the Steering Committee for the protection of high-voltage power grid safety in Thanh Hoa province, leaders of Thanh Hoa Electricity Company and 24 affiliated power companies.

According to the report of Thanh Hoa Electricity Company, in 2023, local authorities directed project contractors to relocate power poles and lines out of 10 areas (residential areas, industrial parks, traffic roads); combined with investment, repair, renovation and upgrading of the power grid, 1 location violating the corridor and 11 locations with phase-to-ground distances was handled (achieving 100% of the target assigned by the Corporation). Along with that, affiliated units have trimmed 59,868/55,182 trees of all kinds inside and outside the corridor, reaching 108% of the total number of trees according to initial statistics.

Also in 2023, the number of power grid incidents due to violations of electrical safety corridors will decrease sharply; specifically, a decrease of 115 cases (equivalent to 56.93%) compared to the same period in 2022. Of which, the number of incidents due to trees violating the corridor will decrease by 46 cases (equivalent to 68.65%), the number of electrical accidents among people will decrease by 1 case (equivalent to 33.33%). The sharp decrease in the number of incidents has contributed to reducing sudden power supply interruptions due to power grid incidents, ensuring the production and business plans of enterprises, production establishments and people's daily lives.

However, through the re-inspection and review of the reality of Thanh Hoa Electricity Company, as of early April 2024, the whole province still had 137 violations of corridors; 141 violations of land phase distance; 19,006 trees of all kinds...

Along with that, the risk of violations still increases because people still replant trees in and near the power grid corridor after being compensated for land clearance, converting crops from short-term, low-height, low-economic-efficiency crops to tall trees, which are at risk of touching the wires, causing incidents and safety risks...

The management and handling of violations of the power grid safety corridor still face some difficulties, because people still plant timber trees and fast-growing trees in the corridor despite being compensated and supported according to regulations; arbitrarily exploit trees near high-voltage power lines but do not notify the operating management unit for guidance and coordination in implementing safety measures. Local authorities have not been resolute in handling administrative violations in cases of intentionally building houses and works in violation of the high-voltage power grid safety corridor and digging the ground causing landslides in the foundation of power works; project owners and household owners do not implement safety measures or do not move power lines and transformer stations away from the premises of houses and residential areas before project construction...

In addition, on the power grid managed by the company, there are 1,592 houses and buildings with people living and working in the high-voltage grid safety corridor that are not allowed to be expanded or expanded. These are also potential risks of corridor violations, causing unsafe operation and grid incidents.

At the conference, the leaders of Thanh Hoa Electricity Company approved the report and provided visual evidence of specific violations in some localities. At the same time, they analyzed the groups and pointed out the consequences that led to damage to people and property, significantly affecting the operation of the power grid in the area.

Leaders of Thanh Hoa Electricity Company also proposed solutions to groups, and pointed out difficulties and problems that require close coordination from localities to gradually resolve, moving towards fundamentally resolving violations of the electricity safety corridor in the province, contributing to reducing incidents and ensuring stable and reliable power supply in the coming time.

Attending the conference, members of the Steering Committee who are local leaders also frankly pointed out the difficulties and obstacles in ensuring the safety of power grid corridors in the management area; at the same time, proposed that the electricity sector continue to closely coordinate in professional work to work with localities to handle existing violations, limit and prevent new violations, and find solutions to raise people's awareness on this issue.

Thanh Hoa is currently one of the localities with the highest electricity consumption in the North. It is forecasted that the demand for electricity will continue to increase as the industry is developing strongly, ensuring electricity supply is identified by Thanh Hoa Electricity Company as the top priority task. Entering the hot season of 2024, the electricity industry in the country in general and in the North in particular is expected to face many difficulties in electricity supply, especially during the peak hot months from May to August. Thanh Hoa Electricity Company hopes that local authorities at all levels will continue to pay attention to improving the work of protecting the safety of the power grid, on the other hand, strengthen coordination with the electricity industry to promote dissemination and propaganda on economical, safe and effective use of electricity, this task needs to be implemented widely and long-term among the entire population.

Concluding the conference, Vice Chairman of the Provincial People's Committee Mai Xuan Liem acknowledged and highly appreciated the efforts and responsibilities of departments, branches, units, localities and Thanh Hoa Electricity Company in the past time, which have brought about positive changes in the work of protecting the safety corridor of high-voltage power grids.

The Vice Chairman of the Provincial People's Committee emphasized: This is the third year that the Steering Committee for the protection of high-voltage power grid safety in Thanh Hoa province has held a conference. The reduction in violations each year shows the effectiveness, efforts, and responsibilities of departments, branches, units, and localities.

However, with the forecast of high electricity demand, especially in the upcoming summer and the requirement to ensure safety and smooth operation of the power system serving both production and people's lives, he requested that the members of the Steering Committee need to be more responsible and decisive in implementing solutions.

He requested Thanh Hoa Electricity Company to coordinate with the local authorities and mass organizations in May 2024 to direct its affiliated Power Companies to strictly handle violations of corridors and phase-to-ground distances; organize campaigns to carry out the project of clearing tree corridors at risk of falling and colliding, causing grid incidents at the commune, ward and town levels and report the results to the Provincial People's Committee; at the same time, strengthen the inspection of the grid, promptly detect and handle violations; guide and support people to implement safety measures when exploiting trees near power lines to ensure the safety of human life and property and prevent grid incidents.

He also requested the unit to actively coordinate with local media and press agencies to continue developing propaganda programs to raise public awareness of the responsibility for protecting the safety of power grid corridors, measures to prevent electrical accidents and use electricity economically and reasonably.

On the part of the People's Committees of districts, towns and cities, he requested localities to propagate to people to comply with the provisions of the law on protecting the safety corridor of high-voltage power grids, the State's policies and guidelines, and mobilize people to voluntarily dismantle illegal constructions and trim trees near corridors that pose a risk of causing power grid incidents. At the same time, focus on directing local authorities to resolutely enforce the demolition of constructions and trimming of trees that violate the safety corridor of the power grid; coordinate with the Electricity to strengthen administrative sanctions against groups and individuals who intentionally violate the safety corridor of the power grid according to Decree No. 17/2022/ND-CP, dated January 31, 2022 of the Government.

Vice Chairman of the Provincial People's Committee Mai Xuan Liem also requested localities to propagate and recommend to investors and contractors when constructing traffic projects, leveling industrial parks, craft villages, residential areas, underground works in places where there are transformer stations, power lines crossing above and underground, they must develop a plan to renovate or relocate to ensure the safety corridor of the new power grid for project construction.
