Promoting regional linkages: Enterprises and distributors do not make things difficult for each other

This is the viewpoint of Mr. Nguyen Van Thinh, Vice President of the Vietnam Cooperative Alliance (VCA) at the Forum on Regional Linkage in Economic Development to Promote Local Strengths, organized by Business Magazine this morning, August 3.

Must break away from old ways of doing things

According to Mr. Thinh, in recent times, regional linkages still have many shortcomings and limitations such as: The socio-economic development of regions has not been commensurate with their potential and advantages; the economic scale is still small, the production industries with modern technology account for a low proportion, not creating a premise for faster and more sustainable development.

Regions across the country lack mechanisms and policies for regional linkage development, especially in economic development cooperation and solving inter-provincial and inter-regional issues. Cooperation and linkage between localities in the region are still isolated, not fully exploiting and promoting the potential and strengths of each locality.

Therefore, according to the Vice President of the Vietnam Cooperative Alliance, what we need to do in the coming time is to break away from the old way of doing things, especially the need for reasonable connection, allocation, synchronous implementation, coordination, support and complement each other.

Overview of the Regional Linkage Forum

Mr. Hoang Anh Tuan, Deputy Director of the Domestic Market Department (Ministry of Industry and Trade) proposed that to promote regional linkages, it is necessary to focus on solutions to promote regional linkages such as: forming a complete and highly interconnected basic logistics center system; supporting enterprises participating in the production and supply chain of goods to strengthen the connection between production areas and consumption markets...

In particular, it is necessary to have policies to support enterprises, cooperatives, and farming households to grasp the market supply and demand situation and consumption trends of goods to proactively organize production and business towards stabilizing output... Maintain and promote support for connecting the consumption of goods between localities, connecting production and distribution enterprises of provinces and cities with each other.

There should be policies to support units and cooperatives to promote brands and manufactured products to consumers and distributors...

Don't make things difficult for each other.

Mr. Tran Manh Chien, CEO of the clean food store chain Bac Tom, shared that Bac Tom prioritizes distributing organic products, cooperatives, and production units with certification from the US and Japan. However, currently, very few Vietnamese units have achieved this certification.

"Bac Tom hopes and earnestly proposes that the State support the development of quality certifications for people" - said the representative of this distribution unit.

The second criterion that Uncle Tom put forward is that cooperatives need to be proficient in using e-commerce and technology to be given priority. Finally, this system will prioritize branded cooperative products.

On the other hand, Mr. Ta Viet Hung, Director of Ba Vi Green Farm Cooperative (Hanoi) said that if the association pushes the final difficulty to the farmers, it will not create a "playground" and real value for the association.

Currently, distribution businesses want to sell organic agricultural products, but manufacturers do not know what organic standards are, what the levels and requirements are, and what kind of product designs and packaging businesses need?

“Therefore, we are producers who really want to be a link, a regional link, but have not had the opportunity to interact with the output entities. If we want to meet them, how can we do it? We have to find them ourselves or the management agency will create a playground for us to access information and change production direction according to the requirements of wholesalers,” said the representative of this cooperative.

Ms. Tran Thi Thu Hang - General Director of Vietnam Agricultural and Food Products Import-Export Company stated that the reality is that the commitment of farmers and cooperatives is very weak.

“Typically, the company signs contracts to purchase products from some cooperatives at prices twice as high as the market price, but every harvest season, the cooperative sells good products to supermarkets, and supplies second-class products to the company…

We really want to distribute goods to farmers, but after only a few crops, people have kept their commitments. Therefore, it is very difficult for businesses to link up to purchase output products for farmers," said Ms. Hang.

Therefore, according to representatives of enterprises and cooperatives, to promote regional linkages, the hands of policy makers and management agencies are needed.

On the management side, Mr. Le Duc Thinh, Director of the Department of Economic Cooperation and Rural Development, said that this August, the Ministry of Agriculture and Rural Development will submit to the Government a project to develop logistics in raw material areas with 3 levels in raw material areas, domestic market, export, and border trade. Logistics includes the stage of being able to test for residues, complete products, and cold storage systems. "The State will create space, services, and promote regional linkages," Mr. Thinh said.

In addition, the Ministry of Agriculture and Rural Development also opens innovation centers, information about regions, production and business conditions...

The issue of linking enterprises – cooperatives, enterprises and farmers is an eternal issue. According to Mr. Thinh, producers, farmers and cooperatives need to own products to force enterprises to follow them. If they own products that enterprises have everywhere, they do not need it.
