Strengthening international cooperation, improving search and rescue activities at sea

According to statistics from the Vietnam Maritime Search and Rescue Coordination Center, in the first 9 months of the year (from December 15, 2023 to September 14, 2024), the center received 238 distress reports. Of these, 214 were real distress reports, accounting for 89.9%.

The Center has participated in coordinating search and rescue (SAR) in 190 cases, with 24 cases requiring the mobilization of SAR vehicles for SAR operations at sea, with 28 mobilizations.

As a result, 906 people in distress at sea were rescued in time, including 823 Vietnamese and 83 foreigners. The total number of vessels rescued and supported was 51 (including 48 Vietnamese and 3 foreign).

International coordination in search and rescue activities at sea has recently been strengthened to improve efficiency.

In recent years, the marine economy in general and the maritime economy in particular have made great strides. In particular, Vietnamese seaports have welcomed container ships with the largest tonnage in the world, with a tonnage of up to 232,000 DWT.

It can be said that Vietnam is gradually becoming a vibrant maritime area in the world. However, along with that development, there are also many potential risks related to maritime accidents and incidents.

Currently, the Vietnam Maritime Search and Rescue Coordination Center (under the Vietnam Maritime Administration) is the international search and rescue focal point agency directly handling incidents related to Vietnamese vessels and Vietnamese crew members in distress while operating and working in foreign waters.

According to VMRCC, the coordination of search and rescue at sea has helped ensure maritime safety, maritime security, and environmental pollution prevention, while demonstrating the responsibility of coastal states, port states, member states of the 1982 United Nations Convention on the Law of the Sea (UNCLOS 1982), the International Convention on Search and Rescue (SAR 79), the International Convention for the Safety of Life at Sea (SOLAS 74)... to rescue and assist people in distress at sea, regardless of nationality, religion, conditions and circumstances.

From there, establish the international prestige and trust in Vietnam's maritime search and rescue system, as well as affirm the role and position of the Vietnamese maritime industry in the international arena, contributing to affirming the sacred sovereignty of the sea and islands of the Fatherland.

To promote international cooperation to improve coordination of search and rescue activities at sea, in recent times, the Center has Maintain a TKCN hotline with international TKCN organizations in the region and around the world to exchange, transfer, receive and provide information on distress reports at sea according to the responsibility of the host country.

At the same time, regularly organize drills on handling search and rescue information with international rescue agencies such as the United States, Japan, Korea, India and ASEAN countries...

At the same time, preside over or coordinate with international organizations in training and professional training activities in search and rescue to improve capacity and international coordination for Vietnam's maritime search and rescue force.
