On July 1, authorized by the Hanoi People's Committee, Director of the Department of Transport Nguyen Phi Thuong presented to the City People's Council a master plan for investment in the construction of the metro system for the period 2024 - 2045.
Hanoi proposes "1 plan, 3 investment phases" along with a series of policies to decentralize and delegate power to realize nearly 600 km of metro.
In the project, the city proposed to complete 96.8 km of metro in the 2024-2030 period, including lines 22 , 33 and 5. According to preliminary calculations, the capital requirement for construction of these projects is about 14.6 billion USD.
In the period of 2031 - 2035, Hanoi City plans to complete 301 km of metro, including lines 1, 2A extending to Xuan Mai, lines 4, 6, 7, 8 and connecting satellite cities. The investment capital requirement is about 22.5 billion USD.
In the period 2036 - 2045, the city will complete more than 200 km of metro lines and sections adjusted and supplemented according to the approved Capital Planning and the adjusted Capital Master Planning. Capital demand is about 18.2 billion USD.
Regarding the capital mobilization plan, from now until 2035, the city is expected to need about 8.614 billion USD from the Central Government. After 2035, the city will proactively source capital to invest in additional metro lines.
To diversify investment capital sources, the Hanoi People's Committee proposed a plan for private investors to be granted the right to exploit part of the infrastructure and to participate in investing and developing planned projects.
Regarding the option of selecting technical standards, to ensure consistency and synchronization across the entire metro system, the city proposes to select a set of common technical standards and key technical parameters to allow for inter-transportation between lines, while optimizing investment costs, maintenance, repair and operation capacity.
Deputy Secretary of the Hanoi Party Committee Nguyen Thi Tuyen (delegate of Chuong My District group) spoke at the discussion group on the afternoon of July 1.
Commenting on the above issue, delegate Luu Quang Huy, Director of the Hanoi Urban Planning Institute, said that ensuring the construction progress of nearly 600 km of metro as planned is a "huge challenge" for the city. In addition, mobilizing about 50 billion USD to complete the capital's railway planning also requires great determination. Because, over the past 10 years, Hanoi has only been able to build 2 urban railway lines in sections, namely Nhon - Hanoi Railway Station and Cat Linh - Ha Dong.
Giving his opinion at the discussion group, delegate Dam Van Huan, Head of the Urban Committee of the Hanoi People's Council, said that if the urban railway lines are built as planned, it will save budget during the investment process and improve economic efficiency during operation.
Commenting on this issue, Permanent Deputy Secretary of the Hanoi Party Committee Nguyen Thi Tuyen assessed that it is very necessary to develop a project to ensure consistency and synchronization across the entire metro system. Because the "output" of the urban railway is the "input" of buses and vice versa. There must be a combined assessment, otherwise "traffic jams will remain."
"Currently, Hanoi only has the Cat Linh - Ha Dong urban railway line in operation, but when people go to the stations, if there are no buses connecting to other locations, it causes many difficulties," said Ms. Tuyen.
