French Ambassador to Vietnam Olivier Brochet sent his first greetings to the Vietnamese public.
At the end of September 2023, Mr. Olivier Brochet was officially appointed as French Ambassador to Vietnam, replacing his predecessor Nicolas Warnery .
In his first meeting with the press, Ambassador Olivier Brochet emphasized his four priorities for the next three-year term. The first priority the Ambassador mentioned was that France and Vietnam will work together to address the major challenges of our time, especially issues related to climate change and biodiversity.
He stated: “France’s view is that member countries must achieve the goals set out at COP 26.” However, this is not an individual journey that each country will undertake on its own.
The Ambassador expressed his delight that Vietnam is one of the countries with clear determination in this field. Specifically, in November 2021, at the COP26 Conference , Prime Minister Pham Minh Chinh committed that Vietnam would achieve net zero emissions by 2050.

Ambassador Olivier Brochet emphasized his top priority of supporting Vietnam in responding to climate change.
Referring to the Summit on the new Global Financial Compact taking place in Paris (France) in which both France and Vietnam will participate at the end of June 2023, Ambassador Olivier Brochet re-emphasized the principle: Developed countries support developing countries to jointly achieve the set goals.
Developing a partnership for a fair energy transition with Vietnam is the realization of France's statements at this Conference. He explained: "We want to accompany Vietnam in the energy transition process with specific financial resources. Within the framework of JETP, France commits to providing Vietnam with 500 million Euros in the next 5 years."
Specifically, in December 2022, Vietnam and the International Partnership Group - IPG (including the European Union, the United Kingdom, France, Germany, the United States, Italy, Canada, Japan, Norway and Denmark) signed the Equal Energy Transition Partnership (JETP) agreement in Brussels (Kingdom of Belgium).
Under the agreement, JETP commits to mobilizing US$15.5 billion to support Vietnam’s green transition over the next three to five years, with half of the capital coming from government funding and the other half from private funding.
Ambassador Olivier Brochet added: Initially, France wishes to use its capital to support Vietnam in developing essential infrastructure, creating conditions and attracting private investors to develop projects related to renewable energy , realizing the goal of attracting 15.5 billion USD set by JETP.

In addition to the issue of climate change, Ambassador Olivier Brochet mentioned the cooperation between France and Vietnam in the field of biodiversity conservation. This is an issue that all countries in the world have to face. But in countries with high population density like Vietnam, the issue becomes especially important.
Cooperation in the field of science and research between France and Vietnam can play a decisive role in this area.
In addition, Ambassador Olivier Brochet also expressed three other priorities during his term:
Developing the economic sector is the second priority. Ambassador Olivier Brochet said that supporting Vietnam to develop products that meet the social, legal and environmental standards of the French market in general and the European market in particular is very important.
He commented: “We see that this is a field with a lot of room for development. When Vietnam has products that can meet the standards and comply with the principles of the European market, Vietnam can sell those products around the world.
This will be the basis for Vietnam to take full advantage of the Free Trade Agreement between Vietnam and the European Union (EVFTA).
Promoting trade, import and export and continuing to strengthen cooperation between France and Vietnam in the international arena are the two final priorities.

New French Ambassador Olivier Brochet presented his credentials to President of the Socialist Republic of Vietnam Vo Van Thuong on September 26, 2023.
The presentation of credentials ceremony is held at the beginning of each Ambassador's term of office. This ceremony formalizes the appointment and allows the Ambassador to fully exercise his or her duties.
