National Assembly delegates propose equipping aircraft for firefighting and rescue

Participating in the discussion on the draft Law on Fire Prevention, Fire Fighting and Rescue on the afternoon of June 27, delegate Pham Dinh Thanh (Kon Tum delegation) said that fire and explosion accidents have occurred more and more frequently, causing serious consequences in recent times.

Mr. Thanh emphasized that the principle stipulated in this Law is to take prevention as the main priority, minimizing fire and explosion incidents; when a situation occurs, rescue work must be quick and effective.

However, according to a report by the Ministry of Public Security, specialized means and equipment for fire prevention, fire fighting, and rescue are currently lacking, outdated, of poor quality, and do not meet task requirements as well as practical situations.

Therefore, Mr. Thanh said that the State needs to immediately take appropriate measures to quickly resolve the above-mentioned problems, and needs to supplement the State's priority and incentive policies in building forces and equipping means for fire prevention, fire fighting, and rescue.

“It is necessary to stipulate appropriate financial resources to purchase and equip advanced rescue equipment, ensuring the highest efficiency in saving people, saving property, and extinguishing fires as quickly as possible, including aircraft for implementation,” Mr. Thanh proposed.

According to Mr. Thanh, in reality, many localities have a situation where officials and civil servants assigned to tasks do not properly exercise their authority to handle violations, and even assist in violations of construction order. This is the underlying cause of many fires and explosions in recent times. Therefore, it is necessary to add prohibited acts to the draft Law on Fire Prevention, Fire Fighting and Rescue.

Delegate Hoang Duc Thang (Quang Tri delegation) expressed his opinion that the draft Law has not emphasized the main goal of fire fighting, which is to extinguish the fire as soon as possible. This is the first and foremost direct and timely goal.

Therefore, the delegate believes that it is appropriate to put the phrase "to extinguish the fire" before other actions. Therefore, it is necessary to rephrase Clause 3, Article 3 as follows: "Firefighting is the activity of deploying forces and means to extinguish the fire, organize escape, rescue people, rescue property, prevent the spread of fire...".

In Article 5 on the principles of fire prevention, fire fighting, rescue and salvage, the delegate said that the presentation as in the draft Law is not complete, because when practicing fire prevention, fire fighting, rescue and salvage activities while emphasizing the role of on-site forces and means, the preparation and operation of the on-site command mechanism with the four on-site motto is very important and indispensable. Therefore, the delegate proposed to amend this principle in the direction of clarifying the four on-site motto of action.

Regarding priority and ensuring priority for forces and vehicles participating in fire fighting, Mr. Thang requested to explain and clarify what priority is given to vehicles on means of transport?

Regarding the fire fighting commander, Clause 1, Article 38 stipulates that when a fire occurs, the person with the highest position in the People's Public Security force present at the scene of the fire is the fire fighting commander. The delegate said that this regulation is not appropriate and that this issue needs to be studied and considered appropriately.

Commenting on the mobilization of forces, means, and assets to participate in fire prevention, fire fighting, and rescue, delegate Nguyen Thi Hong Hanh (HCMC delegation) said that this is a content related to the property rights of agencies, organizations, households, and individuals, but the provisions in the draft Law are still general.

Therefore, in order to have a basis for implementing this regulation and avoid problems in practice, delegates suggested that the drafting agency consider adding a regulation on whether the agency in charge of compensation is the fire prevention and fighting, rescue agency or the provincial People's Committee, district People's Committee, where the fire, incident, accident occurred or any other specialized agency?

At the same time, according to Ms. Hanh, the draft Law needs to supplement regulations on the process and procedures for implementing compensation; supplement regulations on principles and plans, determining the value of damaged valuable vehicles, demolished houses and constructions, etc.; supplement regulations on funding sources for implementing compensation .
