Attending the announcement ceremony were representatives of the leaders of the Department of Prison Management Police, Ministry of Public Security; People's Court, People's Procuracy and Thanh Hoa Provincial Police, along with the Board of Supervisors, representatives of prisoners and families of prisoners who will receive amnesty in 2024.
Speaking at the ceremony, Deputy Minister of Foreign Affairs Do Hung Viet, member of the Central Amnesty Advisory Council, congratulated the prisoners of Thanh Cam Prison who were granted amnesty this time.
Deputy Minister Do Hung Viet said that in 2024, on the occasion of the 79th anniversary of the National Day of the Socialist Republic of Vietnam and the 70th anniversary of the Liberation of the Capital, on July 30, General Secretary and President To Lam signed Decision No. 758 on amnesty in 2024.
Through the thorough and serious work of the Advisory Council and relevant agencies, on September 29, the General Secretary and President decided to grant early pardon to 3,763 prisoners serving prison sentences and 2 people whose prison sentences were temporarily suspended, of which Thanh Cam Prison had 38 cases of pardon.
Deputy Minister Do Hung Viet highly appreciated the efforts of relevant units of the Ministry of Public Security, including Department C10 and Thanh Cam prison, in the amnesty work in 2024, seriously and promptly implementing regulations on amnesty, ensuring the rights of prisoners.

Sharing with those who have been pardoned before returning to society and reuniting with their families on this occasion, Deputy Minister Do Hung Viet reminded that pardon is just the beginning of the path to goodness, with many challenges, including temptations and traps ahead.
Therefore, Deputy Minister Do Hung Viet emphasized that those who are granted amnesty need to cherish this valuable opportunity, resolutely abandon their sinful past, strive to become useful citizens, worthy of the lenient policy of the Party and State.
The Deputy Minister hopes that prisoners who have not yet enjoyed amnesty this time need to be determined to practice, make more efforts, strictly abide by the law and regulations of the detention facility; actively study and work to improve themselves to soon be eligible for the clemency of the Party and State such as sentence reduction, amnesty, and conditional early release.
Speaking at the announcement ceremony of the amnesty decision, Colonel Dam Minh Phong, Warden of Thanh Cam Prison, said that the 38 cases receiving amnesty had made many efforts to study and work hard to reform during their sentences.
According to Colonel Dam Minh Phong, during this year's amnesty, following the direction of the Ministry of Public Security, the Prison Management Board has taken many measures to support the pardoned prisoners to reintegrate into the community and build a new life, such as supporting the making of ID cards; supporting travel expenses, providing 4G phone SIM cards, etc.

Also at the ceremony, representatives of the pardoned prisoners expressed their joy and confidence in enjoying the lenient policy of the Party and State, promised to strictly comply with the provisions of the law and expressed their determination to overcome all difficulties, overcome inferiority complex, and become useful people for their families and society.
The 2024 amnesty is the third amnesty under the 2018 Amnesty Law. Historically, the Vietnamese government has carried out nearly 40 amnesties to release tens of thousands of prisoners early to return to their families and communities. Most of those who have been amnestied have made efforts to reintegrate into the community, stabilize their lives quickly, and have a very low recidivism rate.
