The work of overseas Vietnamese has been of interest to our Party and State since very early on. Right after the country gained independence (September 1945) as well as during the years of resistance against the French colonialists and the American imperialists, Uncle Ho and our Party paid special attention to the work of “uniting overseas Vietnamese” and received great support from overseas Vietnamese in terms of intelligence, finance and material resources.

Since 1975, when the country was unified, the North and the South were one, many overseas Vietnamese intellectuals and experts were invited to return home to visit relatives, travel, cooperate in science, and invest in business.
Resolution 36 and Directive 45 on work with Vietnamese people abroad
In particular, in the process of the country opening up, developing and integrating internationally, work related to overseas Vietnamese is increasingly focused.
On March 26, 2004, the Politburo (9th tenure) issued Resolution 36, with the view that our Party and State always consider the overseas Vietnamese community an inseparable part of the Vietnamese ethnic community. Although living far from the Fatherland, our compatriots always nurture and promote patriotism, national pride, preserve cultural traditions and turn to their roots, lineage, and stay attached to their families and homeland. Many people have made spiritual, material and even blood contributions to the cause of national liberation and reunification. The great achievements of our people in the cause of innovation, economic, cultural and social development, maintaining political and social stability and constantly improving the country's international position, have further strengthened the national pride and patriotism of overseas Vietnamese. The majority of people welcomed the renovation and the policy of great national unity of the Party and State, wishing for the country to be prosperous, on par with other countries in the region and the world; many people returned to visit their families and homeland, participating in investment, business, cooperation in science, technology, education, culture, art, sports, humanitarian, charity...
Resolution 36 sets out 4 policies and 9 main tasks such as: The State creates all favorable conditions and supports compatriots to stabilize their lives, work and live with peace of mind, integrate into the social life of the host country, and at the same time maintain close relations with their homeland and country. Create favorable conditions for overseas Vietnamese to visit their homeland, relatives, and worship their ancestors. Further concretize and perfect regulations on entry, exit, residence, and travel within the country for overseas Vietnamese in a transparent, convenient, and simple manner. Complete and build a new system of policies to attract and utilize talents, promote the contributions of overseas intellectuals to the country's development. Complete and build new policies to attract overseas Vietnamese to invest and do business in the country. Actively invest in programs to teach and learn Vietnamese for overseas Vietnamese, especially for the younger generation.
In the spirit of Resolution 36, tens of millions of overseas Vietnamese return to visit their homeland, travel, learn or invest, do business, cooperate in science and technology, and participate in cultural and artistic activities and are given favorable conditions.
According to incomplete statistics, by early 2022, the number of overseas Vietnamese investment projects in Vietnam had increased to 4,000 projects, with a total capital of about 20 billion USD. Since 2012, many overseas Vietnamese in other countries have been facilitated by the State to participate in visits to the Truong Sa archipelago and DK1 Platform. Many overseas Vietnamese singers and artists have been able to return home to perform and pursue artistic activities.
Every year on the occasion of Lunar New Year, the Central Committee of the Vietnam Fatherland Front coordinates with the Committee for Overseas Vietnamese to organize the Homeland Spring program to welcome overseas Vietnamese back to visit their homeland...
After more than 10 years of implementing Resolution 36, work for overseas Vietnamese has made much progress and achieved many important results, contributing positively to strengthening and promoting the strength of national solidarity; encouraging and motivating overseas Vietnamese to raise their sense of national pride, patriotism, attachment to their homeland, solidarity, mutual assistance, improvement in life, and integration into the host country.
However, the implementation of Resolution 36 in the past has still had some limitations and shortcomings. On May 19, 2015, the Politburo issued Directive No. 45 on continuing to implement Resolution No. 36 of the 9th Politburo on working with overseas Vietnamese in the new situation. To promote the achieved results and overcome the limitations and shortcomings, the Politburo requires Party committees, authorities, the Fatherland Front and people's organizations at all levels to continue to effectively implement the policies and directions for working with overseas Vietnamese as stated in Resolution 36.
New points in work for Vietnamese people abroad
After 15 years of implementing Resolution No. 36 and more than 5 years of implementing Directive No. 45 of the Politburo on continuing to promote work with overseas Vietnamese, on August 12, 2021, the Politburo continued to issue Conclusion No. 12 on work with overseas Vietnamese in the new situation.
The conclusion affirms that, wherever we are, our people always turn to the Fatherland, are closely attached to our national roots, and are an inseparable part of the Vietnamese ethnic community.
In order to effectively implement the Resolution of the 13th National Party Congress and meet the requirements of the cause of national construction and defense, in the coming time, the work of overseas Vietnamese needs to continue to be deployed more comprehensively and strongly, thereby promoting the great resources and patriotism of our compatriots abroad towards the homeland and the country; properly perceive and act in accordance with national interests with 6 tasks and solutions.
In which, tasks and solutions from 1 to 4 have basically been mentioned in Resolution 36 and Directive 45. Tasks and solutions 5 and 6 in particular have new points that need to be emphasized, which are: "Innovating the content, methods and thinking of foreign propaganda and information work. Timely informing about the situation of the country and the policies and guidelines of our Party and State. Effectively promoting the diverse media of the community; perfecting and improving the effectiveness of the coordination mechanism, responding quickly, promptly refuting false and untrue arguments about the situation of the country"; "Preventing and preventing the exploitation of the policies and guidelines of our Party and State on the work of overseas Vietnamese for personal gain, sabotage of the country, affecting the prestige and interests of the nation and people".
It can be affirmed that the new tasks and solutions in Conclusion No. 12 of the Politburo are very timely and extremely necessary. We all know that in the late 20th and early 21st centuries, the domestic media channels reaching overseas Vietnamese mainly consisted of the VOV5 program for compatriots far from the Fatherland through the radio waves of the Voice of Vietnam and VTV4 channel of Vietnam Television broadcasting radio as the main channels, but with limitations in transmission technology, information reaching overseas Vietnamese was very limited. In many places, compatriots did not have access to official information from within the country but only had access to Vietnamese information through Vietnamese-language newspapers, radio and television, most of which were controlled by extremists. Therefore, every day they received distorted, erroneous information about the progressive development of Vietnam, about the success of the Doi Moi cause, as well as the policies of our Party and State towards overseas Vietnamese.
Resolution 36 was issued in March 2004 and has been around for nearly 20 years. During that time, we have also witnessed the rapid development of the fourth scientific and technological revolution in the world, which is commonly known as the "4.0 Era" with the most obvious manifestation being the widespread development of the global internet along with the strong development of "digital technology" and mobile phone networks.

With the policy of "shortcuts, get ahead" today, Vietnam has become one of the countries with the fastest mobile network development speed in the world. Up to now, mobile wifi networks have been present in all localities, throughout the country. Incomplete statistics show that 97 million Vietnamese people own about 120 million smartphones and tens of millions of personal computers. On average, about 75 million people use the internet every day for communication, cultural exchange, trade, business, study, information and entertainment purposes. Each individual, with just 1 smartphone livestreaming directly in Vietnamese, can convey information to millions of Vietnamese-speaking listeners around the world.
Besides the official media channels of the Party and State that disseminate information to overseas Vietnamese all over the world, and at the same time refute the distorted arguments of VOA, BBC, RFI, RFA and social networking sites of reactionary and hostile organizations, every day and night, tens of thousands of Vietnamese people at home and abroad livestream, exchange, discuss, and debate many political, historical, cultural, and social issues on Youtube, Twitter, Facebook, Zalo, TikTok, etc.
Thanks to the information from people to people at home and abroad with authenticity and naturalness, many Vietnamese people abroad have realized the truth and correctly understood the innovation and development of the country, the truly prosperous and happy life of people in each Vietnamese countryside in the process of integration and development; about the affection and responsibility of the Party and State in caring for the Vietnamese community abroad, making them love their homeland and country more. |
Thanks to the information from people to people at home and abroad with authenticity and naturalness, many Vietnamese people abroad have realized the truth and correctly understood the innovation and development of the country, about the truly prosperous and happy life of people in each rural area of Vietnam in the process of integration and development.
The work of "Effectively promoting diverse media of the community; perfecting and improving the effectiveness of the coordination mechanism, responding quickly, and promptly refuting false and untrue arguments about the country's situation" as required in Conclusion 12 has been actively promoted in recent times.
Tens of thousands of Vietnamese people in the country and overseas Vietnamese, upon hearing and accessing the dirty information of hostile and reactionary forces, were extremely outraged by the tricks of incitement, fabrication, defamation, overthrowing of leaders, distortion of history, and sabotage of the Party and State.
Many people have spontaneously used their own personal means and networks such as Facebook, Youtube, Twitter, TikTok, Zalo to become "media" to fight, refute, and counter the distorted arguments of dirty media channels. Initially, it was a single action of individual individuals. After a short time, because of the same ideology of "fighting foreign invaders on cyberspace" to sabotage the country, these people voluntarily joined together, from spontaneous to conscious, to coordinate to fight and refute dirty media channels.
Since the beginning of 2022, many overseas Vietnamese who love their country and are passionate about their homeland in many countries around the world such as Australia, France, Germany, Czech Republic, the United States, Russia, etc., from many different backgrounds, classes, and ages, thanks to following and getting to know each other online, have united into small groups and people in the country who have the same views and opinions to refute the propaganda and distortions of the color revolution - white revolution in Vietnam as well as statements supporting "peaceful evolution" by degenerate, corrupt, fake democracy, "self-evolution, self-transformation" subjects in the country.
It is gratifying to see the Party's directives, resolutions, policies and guidelines being implemented so quickly and effectively. The people in the country and overseas Vietnamese people are imbued with and trust the Party. That is also the "Innovation of content, methods and thinking on foreign propaganda and information work in the new situation. Timely information on the situation of the country and the policies and guidelines of our Party and State. Effectively promoting the diverse means of communication of the community.
