Building a team of grassroots union cadres to meet the requirements of tasks in the new situation

On the morning of August 10, in Sam Son City, the National Industrial Park Trade Union Network organized a national industrial park trade union conference in 2024 with the theme "Building a team of grassroots trade union officials to meet the requirements of tasks in the new situation".

Attending the workshop were comrades Nguyen Xuan Hung, Vice President of the Vietnam General Confederation of Labor (VGCL); Vo Manh Son, Provincial Party Committee member, Chairman of the Provincial GCL; Bui Tuan Tu, Deputy Head of the Management Board of Nghi Son Economic Zone and Industrial Parks of Thanh Hoa province.

Comrade Nguyen Xuan Hung, Vice President of Vietnam General Confederation of Labor, gave a speech at the workshop.

Speaking at the workshop, Mr. Nguyen Xuan Hung, Vice President of the Vietnam General Confederation of Labor, said: Up to now, the country has 50 trade unions of industrial parks, export processing zones, economic zones, and high-tech zones in 47 provincial and municipal labor federations. In recent times, the National Network of Industrial Park Trade Unions has closely followed the policies and orientations of the Vietnam General Confederation of Labor and higher-level trade unions to develop work plans and programs that are suitable for practical activities. In the face of the requirements and tasks set forth in the new situation, trade union officials must be knowledgeable about the law, have a firm grasp of the functions and tasks of the trade union organization; have qualifications, capacity, and constantly innovate to be able to perform well the function of representing and protecting the legitimate rights and interests of workers.

Comrade Bui Tuan Tu, Deputy Head of the Management Board of Nghi Son Economic Zone and Industrial Parks of Thanh Hoa province spoke at the workshop.

Emphasizing the importance of the workshop, the Vice President of the Vietnam General Confederation of Labor suggested: From work experience and practical activities at units and enterprises; delegates attending the workshop need to actively discuss, clarify limitations, propose solutions to remove difficulties and shortcomings, build a team of grassroots trade union cadres to meet the requirements of tasks in the new situation; contribute to the successful implementation of Resolution XIII of the Vietnam Trade Union Congress and Resolution No. 02 of the Politburo on "Innovation of organization and operation of Vietnam Trade Union in the new situation".

At the workshop, delegates discussed and shared experiences and effective methods in innovating training, fostering and coaching skills and professional activities for grassroots trade union cadres to meet requirements and tasks in the new situation; the role and position of grassroots trade union cadres in the activities and development of trade union organizations; the role of trade unions at the direct superior level in improving the quality of grassroots trade union cadres; the role of grassroots trade union cadres in ensuring occupational safety and hygiene at the workplace; a number of solutions to enhance responsibility and arouse passion and enthusiasm in grassroots trade union activities...

Delegates also pointed out difficulties and obstacles in the operation of trade unions such as: discrimination and interference in the work of trade unions by employers still exists in many places, while the grassroots trade union staff is mainly part-time, and the number often fluctuates; the capacity of some staff is still limited, especially in terms of professionalism and trade union operation skills. Grassroots trade unions in enterprises have many intermediate levels, especially enterprises with a large number of employees and many member units, reducing the direct relationship between the grassroots trade union executive committee and union members and workers...

Overview of the workshop.

The opinions presented at the workshop are the basis for the workshop organizers to synthesize and unify the issuance of specific tasks and solutions for the National Industrial Park Trade Union Network to implement in the coming time. Thereby, contributing to better care for and protection of the legitimate and legal rights and interests of workers, limiting and preventing collective work stoppages and strikes, and building harmonious, stable and progressive labor relations in enterprises.
