On the morning of April 24, the Provincial Traffic Safety Committee held an online conference to deploy Directive No. 31/CT-TTg dated December 21, 2023 of the Prime Minister on strengthening the work of ensuring traffic order and safety (TTATGT) for school-age children in the new situation and to review 1 year of implementing the joint program No. 11/CtrPH-BCA-BGDĐT on strengthening the propaganda, dissemination and education of traffic law in educational institutions for the period 2022-2025.

At the conference, a representative of the Traffic Police Department (Provincial Police) presented the Plan to implement Directive No. 31/CT-TTg, dated December 21, 2023 of the Prime Minister on strengthening the work of ensuring traffic safety for school-age children in the new situation in the province.

Implementing Directive No. 31/CT-TTg, the Provincial Police have advised the Provincial Party Committee and the Provincial People's Committee to integrate this content into the Work Plans to ensure traffic safety in the current new situation. At the same time, they have coordinated with the Department of Education and Training (DET) to develop a plan to direct units of the Public Security sector and the Education sector at all levels to coordinate and seriously and comprehensively implement it throughout the province.

Relevant sectors have proactively coordinated in propaganda work, organizing the signing of commitments at schools according to the assigned and decentralized content. The quality of propaganda, dissemination and education of traffic safety laws in schools has been implemented synchronously and effectively by units with many practical solutions, content suitable for each subject and specific conditions of each unit.

The Department of Education and Training has made traffic safety law enforcement a criterion for classifying schools' emulation; especially the responsibility of homeroom teachers and school leaders regarding traffic safety violations. Since then, the compliance with the law, awareness and culture when participating in traffic of cadres, teachers, employees and students of schools in the province have been gradually improved. Thereby, contributing to further raising the awareness of students, parents and teachers in ensuring traffic safety, gradually reducing violations.

The relevant authorities have proactively reviewed the shortcomings and unreasonable traffic organization at school gates to promptly fix them. This has contributed to reducing traffic violations and accidents involving students and reducing local congestion at many school gates after school.
Mobilizing all sectors and levels to participate in ensuring traffic safety; schools, teachers, students, and parents actively participate and support, creating a spread to everyone around, gradually forming a "Traffic Culture" in schools and communities.

However, according to statistics from March 1, 2023 to March 1, 2024, there were 146 traffic accidents involving students in the province, killing 48 people and injuring 149 others. The main causes identified by the authorities were due to not paying attention, not controlling speed, not driving on the right side of the road, overtaking vehicles on the wrong side of the road...

Speaking at the conference, Vice Chairman of the Provincial People's Committee Mai Xuan Liem requested the member branches of the Traffic Safety Committee and localities to thoroughly grasp and direct the organization and implementation of drastic and synchronous solutions to ensure traffic safety in accordance with the spirit of Directive No. 31/CT-TTg in accordance with the reality of localities in the whole province to control and minimize traffic accidents, minimize serious traffic accidents, and prevent especially serious traffic accidents from happening to school-age children.
At the same time, raise awareness, roles and responsibilities of authorities at all levels, agencies, unions, families and schools, political and social organizations in coordinating with functional forces to implement fundamental solutions to prevent and reduce traffic accidents related to school-age children, in order to establish order and discipline in compliance with traffic laws, and build a culture of voluntary compliance with traffic laws among school-age children.
