After 70 years of construction and development, with the tradition of patriotism, revolution, diligence in labor and production, under the leadership of the Party, the people of Nam Cat commune have gradually overcome difficulties, aroused potential, promoted advantages in economic, cultural and social development; actively contributed human and material resources to the South to successfully carry out the resistance war against American imperialism, completely liberated the South, and reunified the country.

From a purely agricultural commune with limited infrastructure and difficult living conditions, with efforts to strive and rise through historical periods, up to now, the Party Committee and people of Nam Cat commune have achieved many remarkable achievements, especially in the program of building new rural areas, advanced new rural areas, and model new rural areas.

Notably, in 2014, Nam Cat was one of four communes meeting new rural standards, in 2021 it met advanced new rural standards, and in April 2023 it was recognized by the People's Committee of Nghe An province as a model new rural commune; it is one of the first six communes in Nghe An province to meet model new rural commune standards.

Nam Cat commune was selected by the district as one of the communes to lead the model new rural construction in the period of 2021 - 2025. Inheriting the achievements of the commune meeting new rural standards in 2014 and the commune meeting advanced new rural standards in 2021.

Within 1 year, with the high determination in the leadership and direction of the Party Committee, the flexible management and operation of the government, the close coordination of the Fatherland Front, political and social organizations and the active participation of all classes of people, the construction of a model new rural commune has achieved many remarkable results.

Up to now, the infrastructure has been invested synchronously, 100% of rural traffic routes have been hardened to meet standards. Cultural institutions from commune to hamlet have been upgraded synchronously, campuses have been renovated and renovated to ensure good service for physical education, sports and community activities of the people.

The school buildings have a modern overall campus design, meeting national standard school criteria, and are fully equipped with teaching aids, toys, and equipment as required.

In the period of 2018-2022, the capital mobilized to implement the new rural construction program is 92.9 billion VND. Of which, the source from the people's contribution is 13.53 billion VND, the higher-level budget supports: 44.17 billion VND, the remaining 35.2 billion VND is taken from the commune budget to invest in upgrading economic and social infrastructure.

In agricultural production, a specialized agricultural area has been planned, with an area of ​​60 hectares for producing high-quality rice varieties, in association with the Central Seed Group. In 2021, the commune had a traditional nem chua product with the characteristics of the commune participating in the OCOP Program competition and was rated 3 stars.

The work of hunger eradication, poverty reduction, and job creation in the commune has achieved many results, the lives of poor households have been improved, and the poverty rate has been decreasing. The average income per capita in 2023 is 63 million VND/year; the poverty rate is 0.26%. The cultural and social fields have many positive changes, security and order are ensured. The political system is strong.

For many consecutive years, the Party Committee of Nam Cat commune has been recognized for completing its tasks well, and in 2021 and 2022 it was classified as having completed its tasks excellently. The government is recognized as strong every year. The Vietnam Fatherland Front and its members are continuously classified as excellent. In recognition of the efforts and struggles of the Party Committee and people in the patriotic emulation movements in 2021 and 2022, Nam Cat commune was awarded the Emulation Flag by the District People's Committee and in 2023, it was awarded the Emulation Flag by the Provincial People's Committee.

Speaking at the ceremony, on behalf of the provincial leaders, comrade Nguyen Van De - Vice Chairman of the Provincial People's Committee acknowledged and highly appreciated the results achieved by the Party Committee, government and people of Nam Cat commune in the past time.

The Vice Chairman of the Provincial People's Committee requested the Party Committee, government and people of Nam Cat commune to continue to inherit and promote historical traditions, overcome difficulties, exploit the potential, strengths and internal strength of the commune, unite and unify in perception and action, making Nam Cat commune develop faster, stronger, more comprehensively, and become one of the leading units in the new rural construction movement of Nam Dan district.

To do that, according to the Vice Chairman of the Provincial People's Committee, building new rural areas means determining the specific content of industrialization and modernization of agriculture and rural areas; linking new rural construction with restructuring the agricultural sector and socio-economic development, constantly improving people's lives.
