Building a professional, modern and fair court system
The Law on Organization of People's Courts (amended) consists of 9 chapters and 152 articles; effective from January 1, 2025.
The development of the Law aims to continue to perfect the organizational structure, improve the quality, effectiveness, efficiency and prestige of the People's Court; build a professional, modern, fair, strict, honest court system that serves the Fatherland and the people; fulfill the responsibility of protecting justice; protecting human rights, civil rights, the socialist regime, the interests of the State, and the legitimate rights and interests of organizations and individuals.
The Law on Organization of People's Courts (amended) has a number of new points related to the position, role, tasks, and powers of people's courts; innovation in the organization of the court apparatus; establishment of specialized first-instance people's courts; national council for selection and supervision of judges; jurors, trial organization; ensuring court operations...
Notably, in order to organize the trial of the courts in a unified, scientific and effective manner, the Law on Organization of People's Courts adds a new chapter on "Organization of Trials". The content of this chapter stipulates the random selection of judges and jurors participating in the trial; the method of organizing trials at the court; regulations on courtrooms, conciliation and dialogue rooms; how to arrange courtrooms, conciliation and dialogue rooms; rules of court sessions and meetings; court protection; participation and information activities at the court session.
Similarly, also effective from January 1, 2025, the 2024 Law on Road Traffic Order and Safety consists of 9 chapters and 89 articles.
The development of the Law on Road Traffic Order and Safety in 2024 aims to create a legal basis for ensuring road traffic order and safety, ensuring the safety of life and health for traffic participants, building an orderly, disciplined and safe society, contributing to better ensuring human rights and civil rights as prescribed in the 2013 Constitution and commitments to implementing international treaties to which Vietnam is a member.
Notably, inheriting the prohibited acts from the 2008 Road Traffic Law, the Law stipulates the prohibition of driving a vehicle on the road with alcohol concentration in the blood or breath; prohibiting taking advantage of or abusing the task of ensuring road traffic order and safety to commit acts that violate the law, harass or infringe upon the interests of the State, the rights and legitimate interests of organizations and individuals; prohibiting the abuse of one's own position, power or profession or that of others to violate the law on road traffic order and safety or to intervene or influence the process of handling violations of the law on road traffic order and safety...
Regarding the 2024 Law on Archives, the Law consists of 3 chapters and 65 articles; effective from July 1, 2025.
The 2024 Law on Archives was developed to institutionalize the Party's policy at the 13th National Congress on the legal system promoting innovation, digital transformation and developing products and services in the field of archives to arouse the aspiration for a prosperous and happy country, promote cultural values and the strength of the Vietnamese people in the cause of national construction and defense, and international integration.
On the basis of inheriting the provisions of the 2011 Archives Law, the 2024 Archives Law is built to focus on clarifying four major policies. That is, the authority to manage archival documents belonging to the National Archives of Vietnam; manage electronic archival documents to meet the requirements of digital transformation and e-Government development; manage private archival documents; manage archival service activities.
The above policies are regulated consistently and consistently throughout the 2024 Archives Law.

The Law on Management and Use of Weapons, Explosives and Supporting Tools consists of 8 chapters and 75 articles, taking effect from January 1, 2025.

The Law specifically stipulates the following contents: principles of management and use of weapons, explosives, explosive precursors; prohibited acts in the management and use of weapons, explosives, explosive precursors, and supporting tools; responsibilities of heads of agencies, organizations, and enterprises equipped with and using weapons, explosives, explosive precursors, and supporting tools; conditions and responsibilities of persons assigned to use weapons, explosives, and supporting tools. Regarding the Law on National Defense Industry, Security and Industrial Mobilization, the Law consists of 7 chapters and 86 articles; effective from July 1, 2025.
The development of the Law aims to perfect mechanisms and policies to meet the needs of building and developing the defense and security industry and to mobilize the industry in the short and long term, including ensuring specific mechanisms and policies for particularly important areas of the defense and security industry.
The content of the Law focuses on the content related to capital sources for investment; research and development of weapons, technical equipment, professional technical means, and dual-use technology; attracting and retaining high-quality human resources, encouraging talents to serve the construction and development of the defense and security industry; implementing investment projects, researching and developing key products; ensuring the legitimate rights and interests of defense and security industry establishments, and industrial mobilization...

The Law amending and supplementing a number of articles of the Law on Security Guards, consisting of 2 articles, takes effect from January 1, 2025.
The amendment and supplementation of a number of articles of the Law aims to meet practical requirements after 5 years of implementation, resolve inadequacies and problems of the law on security, ensure stability, unity, synchronization, transparency, feasibility, accessibility, effectiveness and efficiency of the legal system on security to effectively serve the cause of national development in the period of industrialization, modernization and increasingly deep international integration.
Faced with the requirements of ensuring security and order in the new situation, the requirements of ensuring security and safety of guarded objects and practical requirements, the development and promulgation of the Law amending and supplementing a number of articles of the Law on Guards is necessary to supplement guarded objects in accordance with the Party's regulations and practical requirements; separate the guard regime and guard measures to facilitate application in practice, at the same time, legalize a number of guard measures that the guard force is implementing, contributing to further improving the effectiveness of guard work in the new situation; supplement the tasks and powers of the guard force and conditions to ensure the implementation of guard work...
Regarding some new, amended and supplemented contents compared to the 2017 Law on Guards, notably, the Law adds the subjects of guarding including the Standing Secretariat, the Chief Justice of the Supreme People's Court, the Chief Prosecutor of the Supreme People's Procuracy; adds the authority of the Minister of Public Security to decide to apply appropriate guarding measures in necessary cases to protect national security, ensure social order and safety, and ensure foreign affairs for subjects not falling under the cases specified in Article 10 of the Law on Guards to be suitable for guarding work and promptly meet the requirements of guarding work.
