The Head of the Provincial Party Committee's Organization Board also announced the decisions of the Provincial Party Committee's Standing Committee on: merging the Provincial Party Committee's Propaganda and Education Board and the Provincial Party Committee's Mass Mobilization Board into the Provincial Party Committee's Propaganda and Education Board; assigning and appointing the Head and Deputy Heads of the Provincial Party Committee's Propaganda and Education Board. Comrade Pham Dong Thuy, member of the Standing Committee, Head of the Provincial Party Committee's Propaganda and Education Board, was assigned and appointed to hold the position of Head of the Provincial Party Committee's Propaganda and Education Board.

Speaking at the conference, Comrade Nguyen Khac Than, Secretary of the Provincial Party Committee emphasized: Immediately after the Politburo and the Secretariat issued a policy to summarize Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Party Central Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently", the Standing Committee of the Provincial Party Committee and the Standing Committee of the Provincial Party Committee identified this as a particularly important task, a revolution, a very difficult, sensitive, and complicated task that directly affects each person in each organization, requiring solidarity, high determination, courage, and even sacrifice of personal interests for the common good. Party committees and party organizations at all levels in the province must have high consensus on awareness, be urgent, proactive, and determined to implement with the spirit of "running while lining up", "The Central level does not wait for the provincial level, the provincial level does not wait for the district level, the district level does not wait for the grassroots level".
In the past time, the Standing Committee of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee, the Provincial Party Committee and the entire provincial political system have been determined and resolute in taking action with a huge amount of work, focusing on reviewing and re-evaluating the entire organizational structure, staffing, shortcomings, limitations and researching and proposing plans to reorganize the apparatus. Directing the advisory agencies to urgently prepare fully and thoroughly the contents to submit to the Standing Committee of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee, and the Provincial Party Committee for approval of projects and plans to reorganize the apparatus. Immediately after the Party Central Committee issued Conclusion No. 121-KL/TW, dated January 24, 2025, summarizing Resolution No. 18-NQ/TW, the Standing Committee of the Provincial Party Committee directed the Provincial Party Committee's Organizing Committee and specialized agencies to thoroughly grasp and organize implementation immediately during the Tet holidays to have the basis and conditions to announce the end of operations, merger, and establishment of new agencies and organizations under the Provincial Party Committee in the first week of work after the Tet holiday.
The Provincial Party Secretary acknowledged the sense of responsibility of relevant agencies, members of the Provincial Steering Committee, especially the Provincial Party Committee's Organization Committee, who worked urgently and seriously during the Tet holiday; at the same time, he acknowledged and commended the Party delegations, Party executive committees, the Provincial Party Committee's Mass Mobilization Committee, the Provincial Party Committee's Propaganda Department, the Provincial Party Committee of Agencies and Enterprises, and the Provincial Cadre Health Care and Protection Committee for successfully fulfilling their roles and effectively implementing political tasks, making an important contribution to the overall development of the province over the past years. The termination of operations, merger, and establishment of new organizations and agencies in the current period is an inevitable requirement, an important basis and premise for Thai Binh to successfully implement and complete political tasks in 2025 and the following period.
In order for the new apparatus to work smoothly, effectively, efficiently and effectively, the Provincial Party Secretary requested that the merged and newly established agencies and units focus on and promptly complete the conditions for organizing activities and building operating regulations in the spirit of ensuring the inheritance of the tasks of the Party organizations that have ended their operations, without interruption, stagnation or omission of work. At the same time, it is necessary to do a good job of ideological work, receiving, assigning tasks, arranging and assigning the right staff, civil servants and workers to the right people, in a fair and objective manner, creating high consensus and solidarity; ensuring that the new apparatus must be better, more effective and efficient than the old apparatus. The Provincial Party Committee's Propaganda and Mass Mobilization Department must promptly issue working regulations and assign tasks to civil servants and workers; continue to perform well its functions and tasks as the advisory body of the Provincial Party Committee on the Party's propaganda and mass mobilization work. After being transferred to the Party Committees of the provincial Party agencies and the Party Committee of the provincial People's Committee, the Party Committees and Party organizations at all levels must further promote the sense of responsibility; solidarity and unity; uphold the Party's operating principles, strictly implement the working regulations of the Party Committees, truly be the "political nucleus at the grassroots level", and best fulfill their assigned functions and tasks. In the immediate future, the two Party Committees will urgently complete their organization and apparatus, and carefully prepare conditions for the congresses of their subordinate Party cells and Party Committees.
The Provincial Party Committee's Organizing Committee further promoted its sense of responsibility in advising on the implementation of the arrangement and streamlining of the provincial political system; advising on the promulgation of regulations on the functions and tasks of merged and newly established agencies and organizations; the arrangement and transfer of party organizations and party members; the arrangement, assignment, transfer and rotation of cadres, civil servants and public employees; and the settlement of regimes and policies for cadres, civil servants and public employees who wish to retire. He requested that during the implementation process, it is necessary to regularly monitor, review, promptly grasp and remove difficulties and obstacles, ensuring that the new apparatus operates effectively, efficiently and smoothly, absolutely without interruption in work. The Provincial Party Committee Office proactively reviews and compiles statistics on facilities, assets and finances of units under its assigned authority to ensure the management of public finance and assets in accordance with regulations. Preside over and advise on amending and supplementing the Working Regulations of the Provincial Party Executive Committee.
The Provincial Party Secretary requested Party committees, Party organizations and heads of Party committees at all levels to urgently implement Conclusion No. 121-KL/TW dated January 24, 2025 of the Party Central Committee, and the directions of the Central and the province. First of all, focus on completing projects and plans to merge and reorganize the apparatus within each agency and unit; ensure that agencies, organizations and units after reorganization and consolidation are truly "upgraded" and the quality of operations is "improved". During the implementation process, special attention should be paid to the regime and policies for cadres, civil servants, public employees and workers in accordance with Decree No. 177 and Decree No. 178 of the Government to create consensus and unity within the Party Committee and the political system. The Provincial People's Committee directed to urgently merge agencies under the government sector to ensure completion before February 20, 2025.
In the coming time, there are still many important tasks that need to be focused on implementing. The Provincial Party Secretary requested that agencies, units, and localities, especially comrades attending the conference in new positions and new apparatuses, continue to promote the sense of responsibility, capacity, strengths, solidarity, and consensus to overcome all difficulties and challenges, determined to innovate, make breakthroughs to comprehensively complete the 2025 plan and the Resolution of the 20th Provincial Party Congress, fully prepare the luggage and conditions to be ready with the whole country to enter a new era, an era of striving, an era of strong and prosperous development of the nation.
The conference also announced the following decisions: ending the activities of provincial Party delegations and Party executive committees; ending the activities of the Party Committee of the Provincial Agencies and Enterprises Bloc; ending the activities of the Provincial Cadre Health Care and Protection Board; and announcements of the conclusions of the Provincial Party Standing Committee on the reorganization of the internal apparatus of the Provincial Party Office, Provincial Youth Union and Provincial Labor Federation.
