The Ho Chi Minh City Department of Health has never granted a license to operate medical examination and treatment to this facility.
Upon inspection, the 9-story building at this address had a signboard "E-Star Aesthetics Hospital Co., Ltd". E-Star Aesthetics Hospital Co., Ltd operates from the 1st to the 4th floors. The 2nd and 4th floors have slimming machines, surgical lights, etc.
It is worth mentioning that when seeing the inspection team, the company staff immediately dispersed the service registration forms that had been previously performed for customers.
Ms. LCĐ. - the company director - confirmed that she has not performed any injections, cosmetic surgery, or rented out the operating room.
When the inspection team contacted the customer by phone on the service registration form, the customer said that he had received services here on October 9 including facelift, facial thread lift, and chest injection. He did not know the full name of the person performing the procedure because they were wearing masks, and only knew the name of Dr. Hung.
At this point, Ms. LCĐ. admitted that Mr. P.Đ.H. was the person who performed the cosmetic surgery for the above customer at the facility and confirmed that the image of the person on the Facebook page advertising "5-star cosmetic surgery facility for rent" was Mr. P.Đ.H..
In addition, the inspection team also discovered on the Facebook page "E-Star Cosmetic Hospital" that there is an advertisement for medical examination and treatment services with the following content: 8D endoscopic skin tightening technology to look 15 years younger, skin rejuvenation performed by cosmetic specialists, facial contouring, full skin tightening to hide hairline scars, little princess cosmetic surgery,...
The Ho Chi Minh City Department of Health Inspectorate determined that this facility provided medical examination and treatment services without an operating license and suspended the facility's operations for 18 months.
In addition, the facility also advertised medical examination and treatment services without a license to operate medical examination and treatment.
The Department of Health said it will not consider the application for a license to operate a cosmetic clinic belonging to E-Star Cosmetic Hospital Company Limited at the above address.
The Health Department Inspectorate will continue to invite the director of E-Star Cosmetic Hospital Company Limited to work, clarify the leasing of operating rooms, practice at the facilities and will strictly handle (if any) according to regulations.
Previously, also at this address, the Health Department Inspectorate inspected the E-star Clinic Business Household, also owned by Ms. LCĐ., which was granted a certificate by the People's Committee of District 1 with the business lines of sauna, massage and health improvement services.
The Health Department Inspectorate has issued two decisions on administrative sanctions, and information on administrative sanctions has been published.
However, up to now, the facility owner has not yet paid the fine even though the Health Department Inspectorate has reminded him to pay the fine three times.
Post red signs at illegal cosmetic establishments to warn people
The Department of Health said it will send a document to the People's Committee of District 1 requesting attention and close direction to the District 1 Health Department and local authorities in inspecting and supervising the activities of facilities in the area after issuing a decision to sanction administrative violations.
At the same time, promptly post red signs warning people not to come or use illegal cosmetic services at a facility that is currently suspended (according to the method of District 10 People's Committee).
At the same time, the Department of Health proposed that the City Department of Planning and Investment consider granting business names because there are currently no specific regulations on businesses using the name "Hospital" which causes confusion for customers.
