Decree 106/2024/ND-CP of the Government specifically stipulates policies to support and encourage the improvement of livestock farming efficiency, including: support for artificial insemination for buffaloes, cows, and pigs; support for purchasing male breeds of buffaloes, cows, goats, sheep, pigs, and sika deer; support for purchasing parent chickens, ducks, and geese; and encouragement for livestock waste treatment.

Policy to encourage livestock waste treatment
Decree 106/2024/ND-CP stipulates support for livestock waste treatment for organizations and individuals engaged in livestock farming activities as prescribed in Clause 2, Article 21 of Decree No. 13/2020/ND-CP dated January 21, 2020 of the Government detailing the Law on Livestock.
The above organizations and individuals are supported with no more than 50% of the value of livestock waste treatment products to encourage their application to livestock waste treatment. The maximum support level is as follows: 5 million VND/facility (household livestock); 50 million VND/facility (small and medium-sized livestock farms); 100 million VND/facility (large-scale livestock farms).
At the same time, support will not exceed 50% of the value of biogas projects to encourage livestock waste treatment. The maximum support level is as follows: 7 million VND/project (household livestock); 300 million VND/project (small and medium-sized livestock farms); 1 billion VND/project (large-scale livestock farms).
In addition, support of no more than 30% of the cost of purchasing supplies, equipment, and testing costs will be provided to encourage livestock farming according to biosafety and disease safety criteria. The maximum support level is as follows: VND 20 million/facility (household livestock farming); VND 50 million/facility (small-scale livestock farming); VND 70 million/facility (medium-scale livestock farming); VND 200 million/facility (large-scale livestock farming).
To receive support, organizations and individuals must meet the following conditions:
- Meet the provisions of Article 55, Article 56, Clause 2, Article 57 of the Law on Animal Husbandry.
- Raising livestock and poultry and building new biogas plants that meet the technical guidelines of the Ministry of Agriculture and Rural Development on livestock waste treatment or using livestock waste treatment products that have been announced on the Ministry of Agriculture and Rural Development's electronic information portal or building new biogas plants, using livestock waste treatment products that have been recognized as technical advances in the agricultural sector and livestock farming.
Support for purchasing male buffalo, cow, goat, sheep, pig, deer and parent chicken, duck and goose breeds
Decree 106/2024/ND-CP stipulates support for organizations and individuals engaged in household livestock farming activities as prescribed in Point d, Clause 2, Article 21 of Decree No. 13/2020/ND-CP dated January 21, 2020 of the Government detailing the Law on Animal Husbandry.
The support level is specifically regulated in Decree 106/2024/ND-CP as follows:
a) One-time support of no more than 30% of the purchase value of one of the following male buffalo, cow, goat, sheep, pig, or sika deer for breeding.
The maximum support level is as follows: 15 million VND/male breeding animal for buffaloes and cows aged 12 months or older; 3 million VND/male breeding animal for goats and sheep aged 6 months or older; 10 million VND/male breeding animal for pigs aged 6 months or older and having completed individual productivity testing; 10 million VND/male breeding animal for sika deer aged 6 months or older; no more than 2 male breeding animals/household.
b) One-time support of no more than 30% of the purchase value of one of the following breeds of parent chickens, ducks, or geese 1 day old for breeding.
The maximum support level is not more than 15,000 VND/bird; each household is supported with a maximum of 500 chickens or 500 ducks or 500 1-day-old parent geese.
Regarding the conditions for support, Decree 106/2024/ND-CP requires organizations and individuals to meet the provisions of Article 56, Clause 2, Article 57 of the Law on Animal Husbandry. Purchase breeding animals of clear origin, ensuring quality according to the provisions of the Law on Animal Husbandry, the Law on Veterinary Medicine and guiding documents of the Law on Animal Husbandry, the Law on Veterinary Medicine. Each breeding household is only supported once. Parent chickens, ducks and geese are accepted after 38 weeks of age.
