Discussing the draft Housing Law in a group on June 5, Hanoi Secretary Dinh Tien Dung said that the implementation of the Housing Law in recent times has had many problems.

The Secretary of Hanoi proposed to add more sanctions to commercial housing projects, according to which, investors must invest in economic and social infrastructure to ensure synchronization and progress. Many areas have completed selling houses but have turned around and are lacking social infrastructure, schools, and hospitals; there are projects that have been in operation for 20 years but have not yet built schools, while people have moved in to live there. "This is the reality that Hanoi is focusing on solving. There is a serious lack of hospitals and parking lots," said Mr. Dung.

According to the Secretary of Hanoi, the city is operating in the direction of recovering uninvested projects to continue investing with the budget or calling for other secondary investors.

“Many urban areas lack schools, while residents move in first. We talk about harmonizing the interests of the State, investors and residents, but in reality, it is very lacking. Hanoi even stipulates that infrastructure must be completed before residents move in,” Mr. Dung shared.

Mr. Dinh Tien Dung said that in reality, resettlement is “still too much and still too little”. The reason is that recently, in a series of projects, people did not receive houses but received money. But there is a shortage because the Land Law requires that projects must have resettlement houses. Therefore, there should be a more open direction in the law, and the provincial level should be allowed to transfer from resettlement houses to social housing and vice versa.

“There is a surplus of resettlement areas, so why should we introduce them to people from the west and south of Hanoi to go to Long Bien to receive resettlement houses? It is unreasonable, so there is still surplus, there is still shortage, there is a lot of congestion, especially in the implementation of traffic projects, key projects of the city” - Hanoi Secretary emphasized.

Regarding the renovation of old apartments, in large cities such as Hanoi and Ho Chi Minh City, according to Mr. Dung, it is absolutely necessary to link it with urban reconstruction. Because in reality, if it is not linked, "the urban area will still be in disarray. Some intersections with three sides have been renovated, but the remaining side of the old apartments is very ugly, such as the intersection of Ton That Tung - Chua Boc".

The issue of renovating old apartments is closely related to the apartment's term. "I agree that there must be an apartment term. The actual term is related to the building's design, and can be before or after the term," the Hanoi Secretary emphasized.

Because apartments are owned by the people, renovating with public investment is unreasonable because they are not budget objects.

"As a leader of Hanoi, we only worry about fires and explosions. We don't know what the consequences will be if there is an earthquake of any magnitude," said Mr. Dung.

Affirming that apartment renovation must be associated with urban reconstruction, the Secretary of Hanoi said that in the case of unlimited apartment ownership, when the building is degraded, damaged and the State is required to take responsibility, it is necessary to recalculate .
