According to information from the Ministry of Finance, the State budget revenue in August is estimated at VND88,000 billion, equal to 5.4% of the estimate, equal to 59.5% of the average revenue in the first 7 months of the year.
Of which, domestic revenue is estimated at VND71,800 billion, equivalent to 5.4% of the estimate. Economic growth in the first months of the year was low, production and business activities of some key industries declined sharply; the real estate market recovered slowly, the export market was difficult; combined with the implementation of newly issued policies on exemption, reduction, and extension of taxes, fees, charges, and land rents, budget revenue decreased.
Accumulated in the first 8 months of the year, state budget revenue is estimated at 1,124.5 trillion VND, equal to 69.4% of the estimate, down 8.8% over the same period in 2022 (central budget revenue is estimated at about 72.8% of the estimate, local budget revenue is estimated at about 65.5% of the estimate).
9/12 domestic revenue items ensure budget progress.
Domestic revenue is estimated at nearly VND 931,000 billion, equal to 69.8% of the estimate, down 4.5% over the same period in 2022. Excluding land use fees, lottery revenue, capital recovery, dividends, profits, after-tax profits and the difference between revenues and expenditures of the State Bank, domestic tax and fee revenue is estimated at 69.6% of the estimate, down 0.3% over the same period.
Regarding domestic revenue, by the end of August, 9/12 domestic revenue items ensured the estimated progress. Of which, direct revenue from production and business activities accounted for 53.3% of the total estimated domestic revenue.
There are 3 revenue items that did not meet the estimated progress, including environmental protection tax revenue estimated at 37.2% of the estimate, down 32.3% over the same period; fees and charges estimated at 63.4% of the estimate, down 12.2% over the same period; revenue from housing and land estimated at 45.6% of the estimate, down 54.2% over the same period.
Regarding local revenue, it is estimated that 27/63 localities achieved domestic revenue of over 68% of the estimate in the first 8 months; 9/63 localities had revenue growth compared to the same period; while 54 localities had lower revenue compared to the same period.
The decrease in revenue from import-export activities is due to the decrease in import-export activities in 8 months compared to the same period. The total import-export turnover as of August 15, 2023 reached 402.6 billion USD, down 13.4%; of which the import-export turnover of taxable goods decreased by 19.9% compared to the same period .
