To promptly prevent the widespread drying of rice and burning of straw, which endangers traffic participants and pollutes the environment, on June 2, the People's Committee of Nam Dinh province issued a document requesting the People's Committees of districts and cities to widely propagate and instruct people not to dry rice on traffic routes.
Notably, the document states that the act of gathering to burn straw and drying rice on the road, if causing serious consequences, will transfer the case to the police for investigation.
Nam Dinh province also requires localities to come up with solutions to handle straw suitable for each area, accumulate straw to grow mushrooms, feed cattle, cover the ground to grow vegetables, and compost to make organic fertilizer. Classify waste in households, clean the environment of barns and livestock areas, do not litter or burn garbage indiscriminately; regularly clean residential areas and public places.
Many households still use the road as a place to dry rice during harvests.
Nam Dinh province also directed the review of temporary garbage dumping sites, strictly prohibiting the burning of industrial waste in domestic waste treatment areas; requiring establishments generating industrial waste to take collection measures.
The Chairmen of the People's Committees of districts and cities are responsible to the Provincial People's Committee for acts related to burning straw, drying rice on roads and burning garbage in violation of regulations in the areas under their management.
Departments and branches, according to their functions and tasks, coordinate and guide localities to effectively carry out propaganda work, change people's behavior and awareness of not drying rice on the street, littering, and burning garbage indiscriminately.
