According to information from the Ministry of Agriculture and Rural Development, from the beginning of 2023 to now, the country has had more than 530 outbreaks of African swine fever, killing and destroying more than 20,000 pigs in 44 provinces and cities; 20 outbreaks of avian influenza A/H5N1 in 11 provinces; 102 outbreaks of lumpy skin disease in 15 provinces and cities; 22 outbreaks of foot-and-mouth disease in 11 provinces and a number of other dangerous infectious diseases in livestock.

In Ha Tinh, from November 10, 2023 to present, African swine fever has been detected in 4 communes in 3 districts (Cam Xuyen, Duc Tho, Nghi Xuan), causing 51 pigs to die and be destroyed; foot-and-mouth disease broke out in Xuan Hoi commune, Nghi Xuan district, causing 25 buffaloes and cows to become sick.

The situation of infectious diseases in livestock and poultry is on the rise. In Ha Tinh, recent heavy rains have caused flooding and pollution of barns and livestock areas in many localities. In addition, livestock households are currently increasing and re-stocking their herds to serve the year-end food supply, and buying, selling, transporting, and slaughtering activities are increasing. Therefore, the risk of dangerous infectious diseases continuing to arise and spread in the coming time is very high.

In order to promptly control outbreaks of African swine fever and foot-and-mouth disease in livestock in the area and proactively and effectively prevent and control diseases in livestock and poultry to protect livestock production results, ensure supply and food hygiene and safety, especially at the end of the year; implementing Official Dispatch No. 1097/CD-TTg dated November 16, 2023 of the Prime Minister and considering the proposal of the Department of Agriculture and Rural Development, the Chairman of the Provincial People's Committee requests leaders of agencies, units and localities to focus on implementing related tasks.

Accordingly, the chairmen of the People's Committees of districts, cities and towns direct communes, wards, towns, and specialized sectors to organize the review and grasp the fluctuations in the total livestock herd; closely monitor the situation to detect early and handle epidemics promptly; in localities with epidemics (Cam Xuyen, Duc Tho, Nghi Xuan), it is necessary to mobilize resources to organize the complete handling of epidemic outbreaks, not allowing the epidemic to break out and spread; handle and destroy sick pigs, suspected sick pigs, dead pigs, strictly manage livestock with foot-and-mouth disease according to regulations; promptly detect, prevent, and strictly handle cases of buying, selling, transporting, slaughtering sick livestock, dumping dead livestock to spread epidemics and pollute the environment;

At the same time, organize information and communication on risks, harms and measures to prevent and control epidemics; guide livestock farmers to apply biosafety and disease-safe livestock measures, proactively prevent diseases, not hide epidemics, not sell, slaughter, or dispose of diseased or suspected animals... Urgently review and organize vaccination for unvaccinated and newly imported livestock to ensure vaccination rate of at least 80% of the total herd at the time of vaccination; deploy and guide the implementation of general cleaning, disinfection, and sterilization at epidemic areas, old epidemic areas, high-risk areas, concentrated slaughterhouses, live animal markets, animal products, and livestock-related areas...; guide livestock farmers to apply necessary measures to prevent and control hunger, cold, and falls in livestock; Fully apply technical measures (proactively, ensure food supply in barns; reinforce, cover, keep barns warm; apply biosafety measures, hygiene, disinfection, sterilization, and insect extermination) in livestock areas; strengthen management of trading, transportation, slaughter of animals, animal products, and veterinary practice in the area; strictly handle violations according to legal regulations...

The Director of the Department of Agriculture and Rural Development directs the Provincial Department of Animal Husbandry and Veterinary Medicine and related units to direct and guide the system of professional staff to closely monitor the situation and developments of epidemics to advise on the synchronous implementation of effective epidemic prevention and control solutions; advise and prepare sources of vaccines, chemicals, materials and tools to ensure epidemic prevention and control; provide guidance on vaccination against dangerous infectious diseases, sanitation and disinfection of the livestock environment; monitor and inspect the organization and implementation of epidemic prevention and control work in localities, promptly report to the Provincial People's Committee for direction.

The Provincial Border Guard Command, Provincial Police, Customs Department, Market Management Department coordinate with specialized agencies and localities to control and strictly handle subjects smuggling, transporting animals and animal products that do not meet regulations and illegal import of animals and animal products.

Relevant departments and branches, according to their functions and tasks, proactively coordinate with the People's Committees of districts, cities, towns, and the Department of Agriculture and Rural Development to guide, direct, inspect, and urge the effective implementation of livestock and poultry disease prevention and control.

Ha Tinh Newspaper and the provincial Radio and Television Station coordinate with the Department of Agriculture and Rural Development and localities to build specialized pages and media columns on measures to prevent and control livestock and poultry diseases; monitor and report accurately and promptly on the situation, developments and disease prevention and control work in localities.

Propose that the Provincial Fatherland Front Committee and provincial mass organizations coordinate with departments, branches, functional agencies and local authorities to propagate, mobilize and guide members, union members and people to proactively and actively implement measures to prevent and control livestock and poultry diseases.
