On the morning of September 6, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee inspected and urged the progress of the implementation of the Coastal Road project from Nghi Son (Thanh Hoa) to Cua Lo (Nghe An).
Also participating in the delegation were leaders of the Provincial People's Committee Office, departments and branches: Transport, Planning and Investment, Natural Resources and Environment, Construction, Finance.

PROJECT IMPLEMENTATION VALUE REACHED 66% OF THE CONTRACT
The coastal road project from Nghi Son (Thanh Hoa) - Cua Lo (Nghe An) from Km7-Km76 has a total length of 64.47km, with a total investment of 4,651 billion VND. The project passes through Hoang Mai town, the districts of Quynh Luu, Dien Chau, Nghi Loc and Cua Lo town. The project is a level III plain road, with 8 bridges, including 5 large bridges.
The project has a planned capital of 2,763 billion VND, of which 980 billion VND will be allocated in 2023, and nearly 62% has been disbursed so far; the cumulative figure has reached 85%. Currently, contractors are focusing on implementing and speeding up the construction progress of roadbed, crushed stone, and asphalt concrete; the sea wall has been basically completed...
The project is divided into 2 construction packages, of which package XL01 has reached 62%; package XL02 has reached 71%. Up to now, the implementation value has reached 66% compared to the contract progress, exceeding 21%, but still 7.7% behind the direction plan of the Department of Transport. Of which package XL01 is 9.8% behind, package XL02 is 4.4% behind.
According to the Department of Transport, in addition to the objective reasons such as rainy weather, difficulty in mobilizing materials, machinery and equipment, and the site clearance work of some sections not being guaranteed to be handed over according to plan, there is also the subjective reason that some contractors are still not focused and determined in mobilizing equipment, human resources and finance, such as the Central Construction Group Joint Stock Company, whose contract performance value has only reached 24.7% so far.


SLOW PROGRESS OF LAND CLEARANCE, MANY PROBLEMS
Regarding site clearance, up to now, localities have handed over 54.8 km/59.91 km, reaching 91%. Of the 5.1 km that have not been cleared, Hoang Mai town has 0.65 km left; Quynh Luu district has 1.9 km left; Dien Chau district has 0.56 km left; Nghi Loc district has 1.98 km left and Cua Lo town has 0.04 km left.
In Quynh Luu district, 3/4 of the resettlement areas have basically completed leveling the ground, ditches, water lines, internal roads, planting electric poles and are in the process of pulling power lines. As for the resettlement area in Quynh Thuan commune, the Department of Construction is appraising the design documents and construction drawings and has paid the land clearance costs for 15/41 households.

In Nghi Loc district, the resettlement area of Nghi Quang commune has completed leveling the ground, ditches, drainage pipes, planting electric poles and is currently constructing internal roads, sidewalks, and installing transformer stations. The resettlement area of Nghi Yen commune has leveled the ground and is constructing drainage ditches.
The main difficulties and problems in localities are handling the situation of people illegally building houses on agricultural land; people requesting to be allocated land in the planning area for auctioning available residential land in the area where the land is recovered; the origin of residential land has increased in area, the mobilization process is prolonged; the resettlement land allocation policy is not consistent because some households have transferred; some households request land and property prices higher than the approved prices.

During the inspection, leaders of Hoang Mai town and Quynh Luu district reported on the progress of site clearance, difficulties and obstacles in the implementation process and raised many recommendations and proposals. The contractors reported on the construction progress and pledged to strive to complete the project according to the signed commitments.
SPEED UP CONSTRUCTION PROGRESS
After inspecting the site and listening to the investor, local authorities and contractors' reports, Chairman of the Provincial People's Committee Nguyen Duc Trung emphasized that this is a key project of the province, with sufficient and timely capital allocated by the Central and the province, so the sectors, localities and construction units need to strive to implement the project on schedule, thereby creating momentum for socio-economic development for the province.

The Chairman of the Provincial People's Committee assessed that the site clearance work is being implemented slowly, compared to the inspection in early March 2023, there has not been much change so far. The sectors have actively supported localities in site clearance and resettlement area construction, but there are still many problems.
The Chairman of the Provincial People's Committee requested localities to focus on site clearance for the remaining sections. Regarding the construction of resettlement areas, speed up construction to promptly hand over land to households according to the progress; urgently approve the prices of land plots in resettlement areas, review and approve resettlement subjects; review problems beyond authority and promptly report to the Provincial People's Committee, relevant departments and branches for consideration and resolution.

Regarding the project's construction progress, Chairman of the Provincial People's Committee Nguyen Duc Trung assessed that the construction of the XL01 package is slow and has not met the commitments and plans. The main contractor, the Central Construction Group Joint Stock Company, has not arranged enough machinery, equipment, and human resources to construct the sections that have been handed over.
Sharing with the contractor because at one time they had to construct many key projects, the Chairman of the Provincial People's Committee requested the contractor to focus on means, equipment, and human resources to speed up the construction progress, not to affect the overall progress of the project, especially for the Central Construction Group Joint Stock Company because up to now the contract implementation value has only reached 24.7%.


In addition to ensuring project progress, Mr. Nguyen Duc Trung - Chairman of the Provincial People's Committee requested the investor to direct the consulting unit to supervise the contractors to strictly implement the construction, in accordance with regulations, and ensure project quality.
