VNA reported that on the morning of December 4, Politburo member and National Assembly Chairman Vuong Dinh Hue and a high-ranking delegation of the Vietnamese National Assembly arrived in Vientiane, starting a working visit to Laos and attending the first Cambodia-Laos-Vietnam (CLV) Summit from December 4-7, at the invitation of Lao National Assembly Chairman Saysomphone Phomvihane. Welcoming National Assembly Chairman Vuong Dinh Hue and the delegation at Wattay International Airport were Vice Chairman of the Lao National Assembly Sounthone Xayachak; Chairman of the Lao National Assembly's Foreign Affairs Committee Sanya Praseuth and representatives of several committees and the Lao National Assembly Secretariat. Ambassador Nguyen Ba Hung, embassy staff and representatives of the Vietnamese community in Laos warmly welcomed the delegation at the airport.

During the visit and working session in Laos, the National Assembly Chairman is expected to have meetings, talks and conferences with senior leaders of the Lao Party, State and National Assembly; and discuss a number of directions and measures to strengthen Vietnam-Laos cooperation in the coming time. National Assembly Chairman Vuong Dinh Hue will attend a number of foreign affairs, economic and cultural activities, meet with former Lao students who have studied in Vietnam, the business community and Vietnamese people in Laos as well as attend a number of other important activities. After the visit and working sessions, National Assembly Chairman Vuong Dinh Hue will attend the first Cambodia-Laos-Vietnam (CLV) Summit in Laos. The main theme of the conference is "Strengthening the role of Parliaments in promoting comprehensive cooperation between Cambodia, Laos and Vietnam".

According to the program, the National Assembly Chairman and the delegation attended the opening session, co-chaired and delivered a speech at the first Plenary Session; attended and co-chaired the second Plenary Session; attended the closing ceremony, signed the Joint Statement of the Conference, and delivered a speech accepting the position of Chairman of the Second CLV Summit of Parliaments. The Conference had three important topics in the fields of: Foreign Affairs, Economy, Culture - Society, Defense and Security. Specifically, the topic of discussion on foreign affairs was to strengthen the role of the Parliaments of Cambodia, Laos and Vietnam in promoting cooperation, partnership, solidarity and prosperity. The topic of discussion on economy, culture - society was to strengthen parliamentary cooperation in promoting connectivity between the three economies of Cambodia, Laos and Vietnam towards the goal of sustainable and inclusive development. The topic of discussion on defense and security was to strengthen the supervisory role of the Parliaments of Cambodia, Laos and Vietnam in defense and security work to ensure peace and stability... Previously, at the 43rd General Assembly of the Association of Southeast Asian Nations (AIPA) held in November 2022, Chairman of the National Assembly of Vietnam Vuong Dinh Hue, Chairman of the National Assembly of Cambodia Heng Samrin, Chairman of the National Assembly of Laos Saysomphone Phomvihane signed a Joint Statement officially establishing the mechanism of the CLV Parliamentary Summit held every two years, chaired by the three National Assembly Chairmen on a rotational basis. The establishment of the mechanism of the Parliamentary Summit of the three countries is a step to realize the results achieved at the summit meeting of the heads of the three parties of Cambodia - Laos - Vietnam in September 2021. The first Trilateral Parliamentary Summit held in Laos is an important milestone in the history of cooperation between the National Assemblies of Cambodia, Laos and Vietnam, marking the elevation of cooperation between the legislative bodies of the three countries to the highest level, contributing to consolidating and enhancing the traditional relationship of special solidarity, closeness and mutual assistance between the three Parties, States and peoples of the three countries. This also affirms the determination of the three legislative bodies in further deepening the parliamentary cooperation and partnership of the three countries, contributing to bringing practical benefits to the people of each country.
