The Provincial Border Guard Command, the Department of Agriculture and Rural Development, and coastal localities closely monitor information and developments of strong winds, big waves, and dangerous weather at sea, notify captains, owners of vehicles, and vessels operating at sea to proactively prevent and have appropriate production plans, ensuring safety of people and property; maintain communication to promptly handle bad situations that may occur. Irrigation and hydropower reservoir management units are on duty, inspect and monitor dams, promptly detect and handle incidents. Closely monitor rainfall and water level developments of reservoirs, effectively notify and inform downstream areas and operate and regulate reservoirs.

The Provincial Steering Committee for Disaster Prevention and Control requested the Quang Nam Irrigation Exploitation Company Limited to strengthen the organization of closely monitoring the developments of rain and floods in the basins of irrigation reservoirs (especially for Phu Ninh, Vinh Trinh, Viet An, Trung Loc reservoirs). Based on the heavy rain forecast, to proactively respond, the Provincial Steering Committee for Flood and Storm Prevention and Control requested Dak Mi Hydropower Joint Stock Company to organize operations to increase flow to gradually lower the water level of Dak Mi 4 Hydropower Reservoir to the lowest flood level (+251.5m) before 2:30 a.m., November 14. Operation time starts from 2:30 p.m., November 11. The flow level is equal to the additional flow to the reservoir, not greater than 200m3/s.

A Vuong Hydropower Joint Stock Company organized an operation to increase the flow rate to gradually lower the water level of A Vuong Hydropower Reservoir to 372.5m before 2:30 a.m. on November 14. The operation started at 2:30 p.m. on November 11. The flow rate was equal to the additional flow rate to the reservoir, not greater than 150m3/s.

Song Bung Hydropower Company organizes the operation to increase the flow rate to gradually lower the water level of Song Bung 2 Hydropower Reservoir to the elevation of 597m before 2:30 a.m., November 14. The operation starts from 2:30 p.m., November 11. The flow rate is equal to the flow rate to the reservoir plus no more than 50m3/s. Song Tranh Hydropower Company organizes operations to gradually lower the water level of Song Tranh 2 Hydropower Reservoir to 167m before 2:30 a.m., November 14. Operation starts at 2:30 p.m., November 11. The flow rate is equal to the flow to the reservoir plus no more than 250m3/s.
