The conference was held in person and online to the district party committees.

At the conference, delegates listened to a report on the results of the implementation of the construction investment plan in the first 6 months of the year and tasks for the last 6 months of the year.

According to the report of the Party Committee of the Provincial People's Committee, as of July 24, the disbursement rate of public investment capital in the province reached over 30%, higher than the average disbursement rate of the whole country (The average disbursement rate of the whole country reached over 29%). In particular, the disbursement rate of planned capital extended from 2023 to 2024 reached 16.56%, the disbursement rate of capital of national target programs reached 32.36%; the disbursement rate of planned capital in 2024 reached 30.86%...

Key projects such as Tuyen Quang - Phu Tho expressway connecting with Noi Bai - Lao Cai expressway, Tuyen Quang - Ha Giang expressway, Provincial General Hospital, Tuyen Quang Specialized High School at the new location, Tuyen Quang - Yen Son urban development axis road, road from Tuyen Quang city to My Lam mineral spring, road from My Lam mineral spring to National Highway 2D... are speeding up site clearance and construction progress.

However, according to the report of the Party Committee of the Provincial People's Committee, the disbursement of public investment capital still has some limitations such as: coordination in site clearance and resettlement is not smooth, the construction progress of resettlement areas has not met the requirements; the progress of investment preparation to organize construction bidding for new projects starting in 2024 is slow; the progress of implementation and disbursement of national target programs is still slow, implementation at the grassroots level is still confusing...

After listening to discussions from delegates from departments, agencies, and localities, Provincial Party Secretary Chau Van Lam emphasized: The progress of public investment disbursement has not been as expected, the implementation of national target programs is still slow, and the risk of capital recovery is still very high.

He suggested that heads of departments, branches and localities must review progress and difficulties, develop plans on progress in line with reality; proactively coordinate to resolve difficulties; prepare resolutions and decisions after the Land Law takes effect and on August 1, 2024, submit them to the Provincial People's Council and People's Committee for consideration and promulgation for synchronous implementation, and resolve issues related to public investment plans.

He noted that districts should handle problems related to general planning at commune and town levels, speed up the progress of planning, resolve problems in construction of works and projects in the area; promptly approve detailed planning to implement the construction of medical stations from ODA capital.

To speed up the construction progress of key projects, especially the Tuyen Quang - Ha Giang expressway, the Traffic Works Management Board noted to promptly complete procedures for relocating power lines, proactively consider proposals to add dumping sites; the Department of Natural Resources and Environment coordinated with localities to promptly resolve the land filling for construction works and resettlement sites.

The Traffic Works Management Board reviews the construction volume of the units, has a plan to overcome, ensure the construction progress, and the disbursement progress of investment capital. The Department of Natural Resources and Environment has a specific plan, proposes the Provincial People's Committee to approve the support policy, as a basis for relevant districts and cities to apply for compensation and support for subjects who do not meet the conditions when their land is recovered due to land origin.

Districts and cities are responsible for reviewing projects under the National Target Program and projects invested by local authorities, having solutions to problems arising at the grassroots level, ensuring the progress of investment capital disbursement according to regulations...

At the Conference, delegates also listened to and gave their opinions on the draft of the State budget revenue and local budget expenditure estimates for the first 7 months of the year, solutions for the last months of the year; recall and purchase of vehicles for work; draft decisions and plans of the Provincial Party Committee Standing Committee on supervision, leadership and direction of the implementation of Resolution 51-NQ/TW dated September 5, 2019 of the Politburo on national security protection strategy and personnel work.

The Provincial Party Standing Committee basically agreed with the draft contents and requested relevant units to implement them according to their functions and tasks.
