The Government approved the draft Resolution of the National Assembly on the organization of urban government in Hai Phong City.

Local government in Hai Phong city is the local government level including the City People's Council and the City People's Committee.

The Government assigned the Minister of Home Affairs, authorized by the Prime Minister, to sign on behalf of the Government the Government's Submission on the draft Resolution of the National Assembly on the organization of urban government in Hai Phong city to submit to the National Assembly Standing Committee for consideration and approval at the 8th Session (October 2024).

At the same time, in Resolution No. 151/NQ-CP dated September 24, 2024, the Government agreed to submit to the National Assembly Standing Committee the draft Resolution of the National Assembly on the organization of urban government in Hai Phong city for the National Assembly to consider and approve in a simplified manner at the 8th Session of the 15th National Assembly.

The Government assigned the Minister of Home Affairs, authorized by the Prime Minister, to sign on behalf of the Government the Government's Submission to the National Assembly Standing Committee on the proposal to add the National Assembly's Resolution on the organization of urban government in Hai Phong city to the 2024 Law and Ordinance Development Program.

Overcoming difficulties and obstacles of Hai Phong city government organization today

Hai Phong City is a national-level first-class urban area, a port city, a key maritime economic center of the country, an educational, medical and scientific-technological center of the Northern coastal region, an important traffic hub and the main gateway to the sea of ​​the Northern provinces, connecting international maritime traffic routes; located in the development triangle of Hanoi - Hai Phong - Quang Ninh.

After 4 years of implementing Resolution No. 45-NQ/TW dated January 24, 2019 of the Politburo on building and developing Hai Phong city to 2030 and vision to 2045, the city's economy has been comprehensively developed, always maintaining a high growth rate, economic structure, and growth quality shifting in the right direction.

The organizational structure of Party agencies and organizations in the city's political system is regularly arranged and improved, and the leadership capacity and fighting strength of the Party Committee are gradually improved. The organization of government at all levels in the city is implemented according to the provisions of the Law on Organization of Local Government.

In addition to the achievements, Hai Phong city still faces many difficulties, obstacles, and development that is not commensurate with the city's position, potential, and advantages. In the current management model, a number of obstacles and shortcomings arise that affect the efficiency and effectiveness of management, especially the obstacles arising from the lack of coordination between sectoral management and territorial management.

The implementation of Resolution No. 45-NQ/TW dated January 24, 2019 of the Politburo and the development process of Hai Phong city in recent times have encountered a number of difficulties and obstacles, and development has not been commensurate with the city's potential and advantages. One of the reasons for these difficulties and obstacles is that the model of local government organization in the city is not suitable for the characteristics and nature of managing a large urban area.

To meet the task of state management in urban areas, it is necessary to have an administrative apparatus that is suitable for urban characteristics. The organization of urban government must ensure that administrative management decisions of the city government must be deployed to the grassroots government, to the people and businesses quickly, accurately, timely, synchronously, and limit stopping at intermediate levels.

Therefore, in order to gradually improve the effectiveness and efficiency of state management, the management and operation capacity of Hai Phong city government in accordance with the socio-economic development conditions of large cities in the coming period, it is necessary to develop a Resolution to implement the organization of urban government in Hai Phong city, creating conditions for the city to develop, overcoming the difficulties and obstacles of the current organization of city government.
