The Government promulgates the Regulations on the operation of the Coordination Council for the North Central and Central Coast regions.

This Regulation stipulates the organization of activities and coordination of the North Central and Central Coast Coordination Council (hereinafter referred to as the Regional Coordination Council) to create unity and synchronization to implement the goal of sustainable development orientation of the North Central and Central Coast regions.

The North Central and Central Coast regions specified in this Regulation include 14 provinces and centrally-run cities: Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thua Thien Hue, Da Nang, Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Khanh Hoa, Ninh Thuan, Binh Thuan.

Regional linkage programs and projects are programs and projects located in two or more provinces or centrally-run cities, or located in one province or city but having an impact on at least one other province or city in the North Central and Central Coast regions.

Coordination must be ensured according to the principles of consensus, equality, openness and transparency.

According to the Regulations, the coordination principle is to comply with the Constitution, the Party's policies, and regulations of relevant Laws on mechanisms and policies for socio-economic development and ensuring national defense and security of the North Central and Central Coast regions.

The content and field of coordination is linking socio-economic development in the North Central and Central Coast regions.

Coordination must be ensured according to the principles of consensus, equality, publicity, transparency and compliance with legal regulations. Coordination is implemented through planning, plans, programs and projects approved by competent authorities.

The responsibility for organizing and implementing coordination work is assigned to ministries, branches and localities with functions, tasks and powers related to or most affected by the fields and tasks requiring coordination.

For issues that do not reach consensus or are beyond the decision-making authority of ministries, branches and localities in the North Central and Central Coast regions, based on the proposal of the Regional Coordination Council, the Chairman of the Regional Coordination Council shall report to the competent authority for consideration and decision in accordance with current law provisions.

Coordination method

Regarding planning and implementation: The planning and implementation of regional, national sectoral, provincial and related planning in the North Central and Central Coast regions for the period 2021 - 2030, with a vision to 2050, must be coordinated to ensure integration, consistency and synchronization between plans, in which the main areas that need coordination include: connecting transport systems; logistics; wastewater, solid waste and hazardous waste treatment; tourist areas; human resources; higher education institutions; scientific research facilities; hospitals and environmental pollution treatment.

Regarding development investment: Based on the regional planning and planning of provinces and cities in the North Central and Central Coast regions approved by competent authorities, the Regional Coordination Council directs and coordinates with ministries, branches and provinces and cities in the region to organize investment promotion conferences, mobilize foreign direct investment (FDI), official development assistance (ODA), preferential loans from foreign donors and capital from domestic economic sectors to implement investment programs and projects in the region.

Regarding training and labor use: Coordinate in regulating and using labor, labor from areas with converted agricultural land use purposes, labor in high-tech zones, economic zones, industrial zones, and export processing zones. Orient, guide, coordinate to support job referrals, cooperate in labor arrangement, and handle labor disputes when necessary.

Regarding mechanism and policy development: Ministries and branches review, research, develop, submit to competent authorities for promulgation or promulgate under their authority legal documents or amend and supplement current regulations on mechanisms, incentive policies and support, and investment capital mobilization to apply to the North Central and Central Coast regions.

Solving regional connectivity issues: The Regional Coordination Council coordinates between ministries, provinces and cities in the North Central and Central Coast regions to solve regional connectivity issues; monitors and urges the resolution of inter-sectoral issues in the region. Guides and supports localities in the region to proactively solve inter-provincial issues under the authority of localities in the North Central and Central Coast regions.

Regional coordination plan: The Regional Coordination Council develops an annual regional coordination plan, consults with relevant ministries, branches and localities, and reports to the Prime Minister; organizes joint activities to promote investment, trade, tourism and communication in the region at the request of ministries, branches and localities in the region; promotes and supports the formation and development of business associations and industry associations, allied professional associations and cooperative unions in the North Central and Central Coast regions.

The Regional Coordinating Council meets regularly once a year.

Regarding the working regime of the Regional Coordination Council, the Decision clearly states that the Regional Coordination Council works in a collective manner, discussing and exchanging opinions to reach an agreement for the common benefit of the region, promoting the personal responsibility of the head. The Chairman of the Council has the final conclusion.

The Regional Coordination Council meets regularly once a year; when necessary, extraordinary meetings may be held. The location and method of the Regional Coordination Council meetings are decided by the Council Chairman. The Chairman of the Regional Coordination Council invites the Secretaries of the Provincial and Municipal Party Committees of the North Central and Central Coast regions to attend the meetings of the Regional Coordination Council.
