The ceremony was held in Hanoi in a combination of in-person and online formats between the main bridge at the Central Committee of the Vietnam Fatherland Front and the bridge at the headquarters of the Vietnam Fatherland Front Committees of 63 provinces and cities.
Attending and speaking at the ceremony, President Vo Van Thuong called on businesses, agencies, organizations, collectives, individuals, cadres, civil servants, public employees; soldiers of the armed forces; union members and members of mass organizations; people of all walks of life in the country and overseas Vietnamese to promote the tradition of solidarity, mutual love, gratitude, and to join hands and contribute to the successful implementation of this program for the Vietnam Fatherland Front.

Also attending the launching ceremony were Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien; Deputy Prime Minister Tran Luu Quang and representatives of leaders of central departments, ministries and branches. Notably, the program was attended by two historical witnesses who directly participated in the Dien Bien Phu Campaign, currently living in the capital Hanoi: Major General Dao Quang Cat (91 years old) and Colonel Nguyen Huu Tai (94 years old).
Towards the 70th anniversary of the historic Dien Bien Phu Victory in the context of the country's great achievements
The project to mobilize support for building solidarity houses for poor households in Dien Bien province towards the 70th anniversary of Dien Bien Phu Victory is an extremely meaningful activity not only in the work of caring for the poor in Dien Bien province but also contributes to propaganda, education, arousing the spirit of great national solidarity, raising the sense of responsibility of all classes of people, organizations and individuals who care for ethnic minority people and revolutionary bases who have made many contributions and sacrifices for the cause of national liberation struggle.
According to the Project, the support level is 50 million VND/house with the total estimated support mobilization cost of about 350 - 400 billion VND. In addition to the above support level, Party committees, authorities, unions, agencies, organizations, and armed forces stationed in the area will also participate in mobilizing and supporting funds, materials, working days, etc. to increase the value of solidarity houses for households.

At the launching ceremony, on behalf of the Party and State leaders, President Vo Van Thuong highly appreciated the Vietnam Fatherland Front's initiative of "Repaying gratitude" in a practical and "mutual love" manner; and welcomed the presence of many representatives of organizations, agencies, localities, businesses and individuals at this event.
The President emphasized that the Dien Bien Phu Victory is a brilliant milestone, an immortal heroic epic in the history of the nation, a shining symbol of the strength of great national unity, of the will and spirit of uprising; made from the great dedication and sacrifice of the entire Party, the entire army and the entire people; including the direct contributions of the compatriots, army and people of all ethnic groups in Dien Bien province and the localities in the Northwest region, which were both the frontline and the direct rear of the Dien Bien Phu Campaign.
The President said that we are looking forward to celebrating the 70th anniversary of the historic Dien Bien Phu Victory in the context that the country has achieved many great and historic achievements after nearly 40 years of renovation. The lives of all classes of people in general, including the lives of ethnic minorities and people in remote and isolated areas, have been increasingly improved and enhanced. However, compared to the general development level of the whole country, Dien Bien and the Northwestern provinces still face many difficulties, infrastructure is not yet synchronized, tens of thousands of poor households still have to live in temporary, dilapidated houses, a part of the people still lack basic social services such as clean water, electricity, school facilities, medical examination and treatment services, etc.
Therefore, the goal of mobilizing the construction of 7,000 to 8,000 solidarity houses for poor households in Dien Bien province and some Northwestern areas within one year, from May 2023 to May 2024 of the Program "Millions of loving hearts - Thousand happy roofs" is a high determination to eliminate temporary and dilapidated houses, poor households have safe and stable housing, have conditions to improve their living standards, and escape poverty sustainably.
The program is connected to 63 points nationwide.
“This is a beautiful work, demonstrating the spirit of humanity, kindness, helping and practical support, both a responsibility and a sincere gratitude to the people of all ethnic groups in the land where in the past they made great sacrifices, contributed human resources, resources, and spared no blood or bones for the Fatherland,” the President emphasized.
Actively encourage and motivate people to work creatively and strive to escape poverty sustainably.
The President also suggested that the Party Committees and authorities of Dien Bien province and the provinces in the Northwest region should focus on leading, directing, and effectively managing the deployment of support resources, synchronously implementing solutions, doing a good job of social security, supporting people's livelihoods not only to escape poverty but also to have a more fulfilling and quality life. Promoting the advantages of historical traditions and cultural identities of ethnic groups, mobilizing all resources for rapid and sustainable development.
The President also hopes that Party committees and authorities from the central to local levels will continue to pay attention to reviewing, evaluating, and promoting the effective implementation of socio-economic development policies in mountainous and border areas in general, and in Dien Bien province and the Northwest region in particular. The focus is on promoting the quality and effective implementation of national target programs on new rural construction, sustainable poverty reduction, and socio-economic development in ethnic minority and mountainous areas.
On behalf of the leaders of the Party, State, and Vietnam Fatherland Front, President Vo Van Thuong, Chairman of the Vietnam Fatherland Front Committee Do Van Chien and Deputy Prime Minister Tran Luu Quang presented the first round of support funds worth 200 billion VND, equivalent to 4,000 Great Solidarity houses to Dien Bien province.
The President requested the Vietnam Fatherland Front, mass organizations, and press agencies to actively encourage and mobilize people to work creatively and escape poverty sustainably; to strengthen propaganda, encouragement, set good examples, and spread good deeds, good practices, and volunteer work for remote and disadvantaged areas.
On behalf of the Party and State leaders, President Vo Van Thuong acknowledged and thanked the humane and benevolent hearts, practical and meaningful actions of organizations and individuals who have and will join hands to contribute and participate in the program "Millions of loving hearts - Thousand happy homes".
At the program, more than 280 billion VND equivalent to more than 5,600 Great Solidarity houses were supported and registered by units, businesses, organizations, and individuals at the Central and local levels to support the ethnic minorities in Dien Bien province.
