On February 10, Thanh Hoa Provincial Party Committee organized a conference to foster and update knowledge on the topic of Science, Technology Development, Innovation and Digital Transformation.

Comrade Ngo Hai Phan also mentioned promoting the human factor as the center and subject in digital transformation; focusing on developing human resources in digital transformation; ways to lead and promote reform of administrative procedures; perfecting institutions; and internal administrative procedures.

Through research, comrade Ngo Hai Phan suggested that Thanh Hoa province needs to build future public services in a more transparent direction, creating better, more effective public services, providing more support, and creating economic value. Building "correct, sufficient, clean, and live" data; digitization is closely linked to the task performance process of cadres, civil servants, and public employees; connecting and sharing clear lists... Linking digitization with the process of performing public duties of civil servants; digitizing records of administrative procedure settlement results; developing databases - building a national data center; innovating models, improving quality, efficiency, and labor productivity of the one-stop department. At the same time, it is necessary to ensure information security; innovating direction, operation, supervision, evaluation, and enforcement control - strengthening administrative discipline and order. Promoting the role of leaders in implementing digital transformation.

Comrade Ngo Hai Phan emphasized: In order for Thanh Hoa province to be in the leading group of provinces and cities nationwide in digital transformation, all levels, sectors, localities, agencies and units need to thoroughly grasp, develop programs, plans and organize the implementation of Resolution No. 57-NQ/TW; promote the role and responsibility of heads of agencies and units in performing assigned tasks on digital transformation; combine the assessment of task completion, emulation, rewards and discipline of cadres, civil servants and public employees. The Provincial Party Committee established and perfected the Steering Committee for Digital Transformation to help the Standing Committee of the Provincial Party Committee organize the implementation of digital transformation in party agencies. Develop plans and estimates to ensure timely and sufficient funding for investment in upgrading technical infrastructure, equipment and information security to meet technical requirements according to the requirements and instructions of the Central Government. Organize the exploitation and use of information systems, shared databases and professional software of party agencies in accordance with regulations and effectively. Promote digital transformation within party agencies and state agencies. Review, restructure, and bring all administrative procedures and internal business processes between state agencies to the digital environment, linking digital transformation with the process of performing public duties... Promote digital transformation in serving people and businesses.

Also at the conference, delegates listened to Assoc. Prof. Dr. Nguyen Truc Le, Chairman of the University Council, University of Economics - Vietnam National University, Hanoi introduce the topic: Orientation to build a large database on the basis of a provincial-level management reporting system to serve digital transformation, aiming at socio-economic development associated with improving public sector labor productivity in Thanh Hoa province.

Assoc. Prof. Dr. Vu Van Tich, Director of the Academy of Science, Technology and Innovation, Ministry of Science and Technology introduced the topic: Solutions to promote science, technology and innovation, creating the main driving force for socio-economic development of Thanh Hoa province.
