The policy of diversifying relations with other countries and regions is also emphasized. Mexico will strengthen relations with China, Russia, South Africa, India, and the Asia-Pacific region; actively participate in international multilateral organizations to promote its role and influence in solving global issues.
Relations between Peru and Mexico have been strained since President López Obrador made public statements in support of Mr. Castillo, who was ousted and detained for 18 months while he was investigated for conspiracy, abuse of power and disturbing public order. The Peruvian government has also publicly protested Mexico's moves, considering them an act of interference in Peru's internal affairs. Mexican President Lopez Obrador has made several comments suggesting that the government of Peruvian President Dina Boluarte was formed unconstitutionally. This is the second time in more than two months that Peru has announced the expulsion of the Mexican ambassador. In late 2022, Peru announced the expulsion of Ambassador Pablo Monroy in response to President Lopez Obrador's statements about the political situation in Peru. The Peruvian president recalled the country's ambassador to Mexico, accusing Mexico City of interfering in Lima's internal affairs. “I have ordered the recall of our ambassador to Mexico,” Peruvian President Dina Boluarte said in a televised speech on February 24, accusing her Mexican counterpart Andres Manuel Lopez Obrador of “unacceptable” interference in Lima’s internal affairs. The Peruvian embassy in Mexico will be headed by a charge d’affaires, Boluarte added. Mexico’s Foreign Ministry said on February 25 that it “regretted” Peru’s decision, but that Mexico City would maintain its diplomatic presence in Lima at its current level “to promote relations” between the two countries and support Mexican citizens. Mexico also “kept open diplomatic channels of communication for the benefit of both sides.” Peru’s Congress designated the Mexican president “persona non grata,” accusing him of interfering in Lima’s internal affairs. The motion asked the Peruvian Foreign and Interior ministries to “take the necessary action to ensure that the Mexican president does not set foot on our territory.” A series of protests against the Boluarte administration erupted across Peru , prompting Defense Minister Alberto Otarola to declare a national state of emergency on December 14, allowing the military to assist the police in maintaining order. Tensions between Mexico and Peru began to rise in December 2022, when Ms. Boluarte took office, succeeding Mr. Pedro Castillo. Mr. Castillo was ousted by the Peruvian Congress on December 7 on charges of rebellion and corruption and has been in prison for 18 months awaiting trial. Peru then fell into crisis, with a series of protests against Ms. Boluarte's administration breaking out, demanding early presidential elections. Clashes between protesters and security forces killed more than 50 people. Currently, Peru is experiencing a serious political and social crisis after President Pedro Castillo suddenly announced the dissolution of Congress, the formation of an emergency government and called for new legislative elections. This move was strongly opposed by the Constitutional Court, the Supreme Court as well as members of the Peruvian Congress, who considered it an act of coup. The Peruvian Congress voted to oust Mr. Pedro Castillo. Vice President Dina Boluarte became interim president after Pedro Castillo was arrested by police. The interim government faced escalating protests. President Dina Boluarte resigned, released former President Pedro Castillo, called early elections and promulgated a new constitution. Congress approved the adjustment of the election schedule from 2026 as scheduled to April 2024.
