Need to be determined to promote the dredging project of Co Co River

There are many unfinished areas

The Co Co River Dredging Project (HA/W3) under the Hoi An City Environmental and Urban Infrastructure Development Project to Respond to Climate Change has a total project investment of more than 380 billion VND, using loans from the Asian Development Bank.

The project uses ODA loans and the project implementation period ends on December 31, 2023. Although the Prime Minister has extended the implementation period twice, it is still not completed on schedule. Therefore, the Provincial People's Committee had to decide to technically stop some items of the project on Developing the environment and urban infrastructure to respond to climate change in Hoi An city, including the HA/W3-2 package to dredge the Co Co River .

Reporting at the meeting, the Provincial Traffic Construction Investment Project Management Board (investor) said that Nguyen Duy Hieu bridge has been completed but the expansion of Nguyen Chi Thanh intersection has not been carried out because Hoi An City has not yet handed over the site.

Regarding dredging, the Co Co River section through Hoi An City has completed 436,000/680,000 m³. Currently, the contractor has temporarily stopped construction due to full storage areas and lack of space.

In the section passing through Dien Ban town, the section from Nghia Tu bridge (Km12+750) to Km14+00 is basically completed. The section from Para saltwater dam to Nghia Tu bridge is under construction due to discontinuous site clearance and many locations. The volume of work completed to date has reached 342,000 m³/720,000 m³. Currently, the contractor is also having to temporarily suspend construction due to full storage sites and lack of construction space.

Mr. Nguyen Van Thuong - Deputy Director of the Provincial Traffic Construction Investment Project Management Board said that on this river section through Hoi An City and Dien Ban Town, there are many problems with compensation and site clearance (GPMB).

In Hoi An, the project encountered difficulties in clearing shrimp ponds, cages, fishing nets, rice fields, etc. In Dien Ban, there were difficulties in inventorying and confirming land origin; reviewing and supplementing procedures, determining ownership, and developing approval plans for 69 plots of land adjacent to the resettlement area of ​​Dien Duong village 1; there was no land to resettle households affected by the Nghia Tu bridge approach road, etc.

Priority should be given to site clearance within the waterway.

To promote the project, the Provincial Traffic Construction Investment Project Management Board requested the People's Committee of Hoi An City to direct the Land Fund Development Center and the locality to mobilize the remaining households to continue receiving money, not to re-raise fish in cages, make traps, traps, beds... on the river within a 90m channel.

At the same time, promptly complete the approval of the plan for 2 shrimp ponds in Cam An, 4 rice fields in Cam Ha, 3 land plots at Nguyen Chi Thanh intersection and hand over the site before May 30, 2024 to facilitate construction work.

Regarding the dredging section in Dien Ban town, the investor proposed that the People's Committee of Dien Ban town direct relevant units to prioritize the settlement of land acquisition for 5 plots within a 90m radius (section bordering Hoi An city to the old Ong Dien bridge); prioritize the clearance of 33 plots of land within a 90m dredging range (section from the old Ong Dien bridge to Nghia Tu bridge); prioritize the clearance of 3 plots within a 90m radius (section from Nghia Tu bridge to the end of the route).

For the Nghia Tu bridge project, the investor proposed to submit a plan for approving compensation and handing over the site to affected households on the approach roads at both ends of the bridge before October 30, 2024.

According to Mr. Nguyen Van Thuong, stopping the dredging technique from Km14 - Km19+456 (the border between Quang Nam province and Da Nang city) will disrupt the river route and not clear the Co Co river to open the waterway traffic route from Cua Dai to Cua Han.

Therefore, for the technical stop item, package HA/W3-2 - Dredging Co Co River (section Km14 to Km19+456), the total estimated investment when continuing to implement is about 168 billion VND. It is recommended that the province consider continuing to supplement the implementation list using local budget capital for the period 2026 - 2030 and assign it to the People's Committee of Dien Ban town to implement, promoting exploitation efficiency.

At the survey, Provincial Party Secretary Luong Nguyen Minh Triet emphasized that relevant parties need to show high determination to continue completing the Co Co River dredging project.

The relevant parties need to promptly complete the report on this project and submit it to the competent authority so that the Party Committee of the Provincial People's Committee can report to the Standing Committee of the Provincial Party Committee for consideration and further decision on the project.
