On the afternoon of July 14, Mr. Dinh Tien Dung, Secretary of the Hanoi Party Committee, Head of the Steering Committee for drafting the revised Capital Law, worked with the drafting committee and editorial team to draft the revised Capital Law.

At the meeting, Secretary Dinh Tien Dung acknowledged and highly appreciated the sense of responsibility and work efficiency of the relevant agencies because in a very short time, the draft was completed with content that demonstrated a number of feasible mechanisms. "This draft is of much better quality than the previous version," Mr. Dung assessed.
Noting a number of tasks and issues that need to be continued to be implemented in the coming time, the Secretary of the Hanoi Party Committee emphasized that there is only one Capital Law and it has special significance, so agencies, units and individuals assigned to participate in the drafting need to uphold their sense of responsibility and determination to contribute to further perfecting the draft law. It is necessary to learn from the limitations of the 2012 Capital Law and demonstrate the requirements set forth in Resolution No. 15-NQ/TW of the Politburo, which is to have a special and outstanding mechanism for the capital to develop.
Secretary Dinh Tien Dung said that the key is decentralization, giving more power to the capital, but there must be a corresponding mechanism for the capital to implement; it must be clearly recognized that developing the capital is not only the responsibility of the capital but also the responsibility of the whole country; not only mobilizing domestic resources but also foreign resources.
In addition, the revised Capital Law must help Hanoi resolve current limitations and shortcomings, first of all, financial mechanisms and policies for investing in infrastructure development, handling environmental pollution, relocating medical and educational facilities out of the inner city, renovating old apartment buildings, etc.
"Recently, to speed up the renovation of National Highway 6 to meet urgent needs of life, the city has allocated funds for implementation. For the bridge projects across the Red River according to the plan, first of all the bridges along the Ring Road 4 route or investing in 10 urban railway lines according to the plan, without a financial mechanism for Hanoi to proactively implement, it will be very difficult to speed up the progress," Mr. Dung expressed.
The Secretary of the Hanoi Party Committee also noted some technical contents and necessary issues to unify perceptions such as: the use of the word "capital" ensures consistency and consistency because this is the Capital Law; stating the concept of "city directly under the capital" at a moderate level, because the implementation must be based on planning and specific actual conditions... Next, Mr. Dung suggested that it is necessary to highlight the content about the capital region, especially the role and position of the capital region and the capital as a basis for shaping outstanding specific mechanisms for the development of the capital and the capital region.
According to the plan, the draft and the proposal for the revised Capital Law must be completed to report to the Government for signing and submitting to the National Assembly Standing Committee before September 1.
