Determining the standards for new rural communes (NTM) is difficult, maintaining and improving the quality of the criteria and especially moving towards successfully building a new rural district is even more difficult. Therefore, the government and people of Tien Phuoc district, Quang Nam province in recent years have focused all investment resources on building NTM and moving towards the motto that new rural areas only have a starting point, not an ending point.
Taking the foundation as a premise, NTM has only a starting point, no ending point.
Mr. Nguyen Hung Anh - Vice Chairman of Tien Phuoc District People's Committee, Quang Nam Province said: "Regarding new rural construction, Tien Phuoc district has basically completed 9/9 district-level new rural criteria and has submitted documents to the Provincial People's Committee for appraisal; 14/14 communes have been recognized as meeting new rural standards, at a rate of 100%; 2 communes of Tien Canh and Tien Phong have been recognized as meeting advanced new rural standards, at a rate of 14.3%; Tien My is completing documents to submit to the province for recognition as meeting advanced new rural standards in 2024.

Currently, Tien Phuoc has 63/77 villages approved for the construction of model new rural villages, accounting for 81.8%, of which 24/63 villages have been recognized as meeting the standards, accounting for 38.09%. Tien Ky town has been recognized as meeting urban civilization standards in 2024.

Thanks to that, Tien Canh commune now has a new look, the rural landscape is bright, green, clean, beautiful and the quality of life of the people is gradually improved.

Mr. Le Van Lieu (village 1, Tien Canh commune) said: "Previously, the road leading to Go Dinh area was a dirt road about 3m wide, so traveling was inconvenient. Later, former President Truong Tan Sang came to donate a bridge across the stream, and the people here participated in donating land to expand the road to the residential area.
The households met and agreed to donate land and crops to widen the road without asking for any benefits. My family voluntarily donated over 150 square meters to build the road. The expanded road not only makes traveling and trading easier, but also contributes to improving people's lives."

The total mobilized resources for the construction of advanced new rural areas since achieving new rural standards to date are nearly 74 billion VND; of which, state budget capital is 13 billion VND; credit loans are 36 billion VND; capital from enterprises, cooperatives and other economic types is 7 billion VND and capital mobilized from the community is nearly 16.5 billion VND.
"This result was achieved thanks to the solidarity and unity of the people who donated land, labor days, cut down trees and crops to expand traffic routes and invest in building civil works.
In addition, people also participate in beautifying their gardens, gates, and village roads in a green, clean, beautiful, and effective manner. Thanks to that, the rural appearance here is increasingly spacious and clean," said Mr. Le Truong Quy - Head of the Front Committee of Village 2, Tien Canh Commune.

Along with building new rural areas, Tien Canh also develops agricultural production, always paying attention to and creating conditions for businesses, households and individuals to develop production and business.
Tien Canh locality considers this one of the important factors promoting the process of building new rural areas to improve living standards, sustainably reduce poverty, and stabilize people's lives.
In the commune, Tuan Dat II Company Limited annually provides jobs for more than 1,000 local workers, with an average income of 5-7 million VND/person/month; the professions of agarwood handicrafts, carpentry, mechanics, aluminum and glass, construction, etc. are increasingly developing in terms of scale and number of establishments. In addition, new professions such as areca and cinnamon processing are also being invested in.
Up to now, 5 cooperatives have been established in the commune. In general, the cooperatives have initially operated effectively, earning a profit of 100 - 200 million VND per year, creating jobs for local workers as well as supplying clean products to the market.

Mr. Le Truong Hien - Chairman of Tien Canh Commune People's Committee, Tien Phuoc District excitedly said that up to now, the appearance of Tien Canh New Rural Area is changing every day, people's lives are improving, by the end of 2023, the average income per capita of the commune will reach over 56 million VND/year (an increase of over 33 million VND compared to 2015 when the locality reached the finish line of New Rural Area).
The multidimensional poverty rate considered to meet the new rural standards has decreased to 2.37%; the number of near-poor households is 75, accounting for 2.09%. Currently, the commune has 3/8 villages recognized as model new rural villages and Tien Canh will be recognized as an advanced new rural commune by the end of 2023.

Along with Tien Canh commune, Tien Phong commune, Tien Phuoc district has also been recognized as an advanced NTM commune. This is the second commune of Tien Phuoc district to be recognized as an advanced NTM commune.
In 2015, Tien Phong was one of the first 3 communes of Tien Phuoc district, Quang Nam province, to reach the NTM commune finish line. In order to achieve the goal of building an advanced NTM commune, in nearly 9 years of implementation, the commune continued to focus on leadership, direction, and mobilized many support resources and investment for the program, achieving many remarkable results and was recognized by the People's Committee of Quang Nam province as a commune meeting the advanced NTM standards in 2023.
Mr. Vo Xuan Anh - Chairman of Tien Phong Commune People's Committee, Tien Phuoc District, identified that traffic is one of the important criteria contributing to creating a clean and beautiful new rural appearance. The locality has mobilized resources to invest in building a smooth traffic system with over 11 km of communal roads, nearly 10 km of village roads and more than 10 km of alleys that have been 100% concreted and hardened to ensure the criteria of light - green - clean - beautiful, with load signs and directional signs.
Currently, there are 32 roads with a total length of more than 20 km with lighting systems installed on over 500 lamp posts. The total construction cost is over 2.5 billion VND. In the whole commune, over 200 households have voluntarily donated land and assets on land, moved fences and gates, expanded and upgraded traffic routes, with a total value of over 3 billion VND.
In particular, the government is currently investing in the construction of the Central Region Linking Road project in Quang Nam province passing through the area. Once completed, this route will contribute to promoting the socio-economic development of the locality.

"One of the important, stable and sustainable contents in the construction of new rural areas of the locality is to focus on developing household economy, building new models in production, actively transforming economic structure, solving employment, and increasing income for people.
In which, Tien Phong locality mobilized people to implement Project 03 of the District People's Council, Resolution 35 - Provincial People's Council on developing garden economy and farm economy.
To date, Tien Phong commune has 7 agricultural cooperatives, of which 5 are operating stably and gradually making profits. The whole commune has 6 OCOP products recognized, of which one product has achieved 4 stars and 5 products have achieved 3 stars.
By the end of 2024, the average income per capita of the commune had reached over 66 million VND/person. Achieving today's results is the consensus of the Party's will and the people's will. The locality has seriously implemented the grassroots democracy regulations according to the motto "People know, people discuss, people do, people inspect" for issues related to the practical interests of the people...", Mr. Anh said.
Efforts to move towards new rural district by 2025
Mr. Nguyen Hung Anh - Vice Chairman of Tien Phuoc District People's Committee said that for the construction of a new rural district, Tien Phuoc launched a special emulation campaign in 2025, striving to complete major goals.
In particular, Tien Phuoc has mobilized a total credit source for agriculture, forestry, and aquaculture reaching over 1,000 billion VND. Thanks to that, the quality of the models of forestry and aquaculture has been increasing. The level of intensive farming, application of scientific and technological advances, and pest control by farmers have had positive changes.

The locality strives to increase the value of KTV and KTTT production to 172 million/ha by 2025; the value of KTV-KTTT production accounts for over 40% of the total agricultural production value of the district; renovate, invest, and intensify cultivation to improve productivity, output, and economic efficiency of the existing 5,882 ha of home gardens and hill gardens.
Strive to have the total garden area of the district reach 7,000 hectares by 2025; in 2025, focus on promoting the development of key crops such as mangosteen 700 hectares; grapefruit 200 hectares; durian 200 hectares and aim to have mangosteen 1,000 hectares by 2030; grapefruit 500 hectares; durian 500 hectares.
"The 17th District Party Congress identified that promoting the development of economic and ecological tourism associated with building a pure Vietnamese cultural identity is one of the three breakthrough tasks that the Party Committee, government and people of the district must achieve, aiming at the goal of successfully implementing a new rural district.
By 2030, Tien Phuoc district will strive to become a model new rural district; one of the rural eco-tourism centers of Quang Nam province; Tien Ky urban area will be an ecological - civilized urban area...", said Mr. Nguyen Hung Anh.

To speed up the progress of building new rural areas in Quang Nam, the Provincial People's Committee issued Decision No. 208 on allocating public funding to implement the National Target Program on building new rural areas in 2025.
Accordingly, Quang Nam province decided to allocate additional central budget funds in 2025, an amount of more than 47.6 billion VND to support the construction of a district-level safe agricultural product purchasing and supply center; support the development of linked production according to the value chain; support the improvement of the efficiency of restructuring the agricultural sector and developing the rural economy; support vocational training for rural workers; support the improvement of the efficiency of the connection system, promoting agricultural consumption; support the improvement of quality and development of education in rural areas; support the improvement of quality and promotion of the role of the Vietnam Fatherland Front and socio-political organizations in building new rural areas.

In addition, Quang Nam province also supports the implementation of the Rural Tourism Development Program in the construction of new rural areas; supports the development of household and village-level domestic wastewater treatment models; supports the implementation of the Movement "Farmers compete in good production and business, unite to help each other get rich and reduce poverty sustainably"; builds professional farmer associations and professional farmer groups according to the principles of "5 self" and "5 together"...
