On the afternoon of December 18, the People's Committee of Hai Duong province held a special meeting with departments and branches on restructuring the apparatus.

On December 18, the Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW of the Government issued Official Dispatch No. 24/CV-BCĐTKNQ18 providing guidance and suggestions on the organization of specialized agencies under the People's Committees at the provincial and district levels.

Accordingly, the Government Steering Committee orients and suggests the organizational arrangement for specialized agencies under the Provincial People's Committee as follows:

Maintain departments and agencies (with internal organization and streamlining): Department of Justice, Department of Culture, Sports and Tourism, Provincial Inspectorate and Provincial People's Committee Office.

Orientation and suggestions for consolidation of some departments and branches are similar to the arrangement of ministries at the Central level.

Specifically, the Department of Planning and Investment and the Department of Finance will be merged. The name of the department after the merger is expected to be the Department of Economics and Finance.

Merge the Department of Transport and the Department of Construction, the proposed name is the Department of Construction and Transport.

Merge the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development, the proposed name is the Department of Agriculture and Environment.

Merge the Department of Information and Communications and the Department of Science and Technology, the proposed name is the Department of Science, Technology and Communications. The above departments after the merger will receive the original functions and tasks of the two departments before the merger.

Merge the Department of Labor, War Invalids and Social Affairs and the Department of Home Affairs, the proposed name is the Department of Home Affairs and Labor. The Department performs the function of advising and assisting the provincial People's Committee in state management of the field of home affairs and takes over the functions and tasks of labor, wages, employment, meritorious people, occupational safety and hygiene, social insurance, and gender equality.

The Department of Health will take over the functions, tasks and organization of the state management staff on social protection, children and prevention and control of social evils, management and use of the Children's Protection Fund according to regulations from the Department of Labor, War Invalids and Social Affairs and take over the task of monitoring and managing the health of provincial officials after the end of the activities of the Provincial Health Care Protection Board.

The Department of Education and Training takes over the functions, tasks and organization of the state management advisory apparatus on vocational education from the Department of Labor, War Invalids and Social Affairs.

The Department of Industry and Trade received the original status of the Local Market Management Department from the Ministry of Industry and Trade and reorganized it into the Market Management Sub-Department under the Department of Industry and Trade.

For specialized agencies under the People's Committee at the district level, maintain the following departments and agencies: Justice, Finance - Planning, District Inspectorate and Office of the People's Council and People's Committee at the district level.

Merge the Department of Labor, War Invalids and Social Affairs and the Department of Home Affairs, the proposed name is the Department of Home Affairs and Labor, receiving the functions and tasks of the Department of Home Affairs and the functions and tasks of labor, wages, employment, meritorious people, occupational safety and hygiene, social insurance, and gender equality from the current Department of Labor, War Invalids and Social Affairs.

Establish the Department of Economy, Infrastructure and Urban Areas on the basis of receiving the functions and tasks of advising on state management of construction, traffic, industry and trade at the district level from the current Department of Economy, Department of Urban Management (at districts, towns, cities), and Department of Economy and Infrastructure (at districts).

Establish the Department of Culture, Science and Information on the basis of receiving the functions and tasks of the Department of Culture - Information and the functions and tasks on science and technology from the Department of Economy (at the district, town, city), and the Department of Economy and Infrastructure (at the district) at present.

Establish the Department of Agriculture and Environment on the basis of receiving the functions and tasks of the Department of Natural Resources and Environment and the functions and tasks of the Department of Agriculture and Rural Development (at the district level) and the functions and tasks of agriculture and rural development from the current Department of Economy (at the town and city level). Localities that have merged the Health Department into the Office of the People's Council and People's Committee at the district level shall, based on the situation and characteristics of the local agency, decide to assign the Office to receive the function of advising on state management in the field of social protection, children and prevention and control of social evils from the current Department of Labor, War Invalids and Social Affairs or establish a Health Department to perform the functions of this department and receive the function of advising on state management in the field of social protection, children and prevention and control of social evils from the Department of Labor, War Invalids and Social Affairs.

The Department of Education and Training takes over the functions and tasks of vocational education from the current Department of Labor, War Invalids and Social Affairs.

Localities complete the arrangement of specialized agencies under the People's Committees at provincial and district levels, ensuring synchronization with the completion, arrangement, and streamlining of the Government's apparatus (expected to be completed before February 20, 2025 and report the results to the Ministry of Home Affairs before February 28, 2025).

From now until the implementation of the reorganization of specialized agencies under the People's Committees at provincial and district levels, the Ministry of Home Affairs will base on the opinions of the Central Steering Committee and the Government Steering Committee to continue to guide and ensure the reorganization of the state administrative apparatus system in a synchronous, unified and suitable manner to practical requirements in the new situation.
